Asked by: Hon MA Fung-kwok (LegCo internal reference no.: 45) Reply: The Leisure and Cultural Services Department (LCSD) keeps constant review of the provision and conditions of recreation, sports and performing arts venues under its purview. It also undertakes works projects to provide new facilities or renovate/improve existing facilities to meet the changing needs of the public. There are minor works projects primarily for the improvement and upgrading of existing recreation and sports facilities. The details and estimated expenditure of minor works projects not less than $1 million in 2020-21 and 2021-22 are at Annexes I and II respectively. As regards the performing arts facilities, details and estimated expenditure of those minor works projects not less than $1 million in 2020-21 and 2021-22 are at Annexes III and IV respectively. -

CHAPTER 6 HONG KONG Key Findings • The Hong Kong government’s proposal of a bill that would allow for extraditions to mainland China sparked the territory’s worst political crisis since its 1997 handover to the Mainland from the United Kingdom. China’s encroachment on Hong Kong’s auton- omy and its suppression of prodemocracy voices in recent years have fueled opposition, with many protesters now seeing the current demonstrations as Hong Kong’s last stand to preserve its freedoms. Protesters voiced five demands: (1) formal with- drawal of the bill; (2) establishing an independent inquiry into police brutality; (3) removing the designation of the protests as “riots;” (4) releasing all those arrested during the movement; and (5) instituting universal suffrage. • After unprecedented protests against the extradition bill, Hong Kong Chief Executive Carrie Lam suspended the measure in June 2019, dealing a blow to Beijing which had backed the legislation and crippling her political agenda. Her promise in September to formally withdraw the bill came after months of protests and escalation by the Hong Kong police seeking to quell demonstrations. The Hong Kong police used increasingly aggressive tactics against protesters, resulting in calls for an independent inquiry into police abuses. • Despite millions of demonstrators—spanning ages, religions, and professions—taking to the streets in largely peaceful pro- test, the Lam Administration continues to align itself with Bei- jing and only conceded to one of the five protester demands. In an attempt to conflate the bolder actions of a few with the largely peaceful protests, Chinese officials have compared the movement to “terrorism” and a “color revolution,” and have im- plicitly threatened to deploy its security forces from outside Hong Kong to suppress the demonstrations. -

Definition, Methodology and Background Definition of the Sector 1 The definition of political groups/organizations applied in this study follows the elaborated International Classification of Non-profit Organizations (ICNPO) adopted by John Hopkins University, with slight modifications to suit the local environment. The elaborated ICNPO groups law, advocacy and politics into one sector. However, these subgroups possess quite distinct features in Hong Kong and thus are split into three separate groups in this study: “Law and Legal Services”, “Civic and Advocacy Organizations” and “Politics”.1 Nonetheless, the description of political organizations used by ICNPO largely remains unchanged and is applied to this study. 2 The term political groups in this study refers to groups that mainly organize activities and provide services to support putting candidates into political office, for example, into the Legislative Council and/or the National People’s Congress. According to the above classification, political groups include all political parties and other political organizations in Hong Kong that perform the functions stated above. It is noteworthy that councillors’ offices and the activities organized by the offices will not be counted even if the councillors have political affiliation because they are public office holders. Also, independent politicians and their offices are not examined in this study as they are not a group. 3 There may be a general impression that a number of labour unions, trade unions and some civic or advocacy groups should also belong to the political sector. However, not all unions and civic groups support candidates into political office. -

The often-overlooked role of Hong Kong journalists, though, has gained international attention in summer 2019, when weeks of citywide protests has viralled into the largest-scale public opposition movement ever in the city’s 22-year history as a postcolonial political entity under Chinese sovereignty, forcing the Hong Kong government into accepting defeat over the hugely controversial extradition bill. While much can be said about the admirable professionalism of Hong Kong’s frontline journalists including reporters, photojournalists and video journalists, most of whom not having received the level of warzone-like training required amid the police’s unprecedentedly massive use of potentially lethal weapons, this essay seeks to examine something less visible and less discussed by international media and academia: the extent to which China influences Hong Kong’s media organisations, either directly or indirectly.
