REQUEST FOR PROPOSALS FOR THE REDEVELOPMENT OF 594 University Place NW LOCATED IN THE VINE CITY NEIGHBORHOOD OF ATLANTA PREPARED BY: THE ATLANTA DEVELOPMENT AUTHORITY D/B/A INVEST ATLANTA MARCH 30, 2020 RESPONSES DUE: MAY 11, 2020 Invest Atlanta 2 Request for Proposals 594 University Place NW Redevelopment REQUEST FOR PROPOSALS (“RFP”) Redevelopment of 594 University Place NW Atlanta, GA located in the Vine City neighborhood INTRODUCTION The Atlanta Development Authority d/b/a Invest Atlanta (“Invest Atlanta”) is soliciting responses to this Request for Proposals (“RFP”) from qualified developers and local non-profits (each, a “Respondent”) for a ground lease to redevelop and preserve the historic structure of 594 University Place NW Atlanta, GA formally the home of Grace Towns Hamilton to provide an educational, community asset for Vine City and overall Westside Neighborhoods. Invest Atlanta has been created and is existing under and by virtue of the Development Authorities Law, activated by a resolution of the City Council of the City of Atlanta, Georgia (the "City") and currently operates as a public body corporate and politic of the State of Georgia. Invest Atlanta was created to promote the revitalization and growth of the City and serves as the City’s Economic Development Agency. Invest Atlanta represents a consolidation of the City’s economic and community development efforts in real estate, finance, marketing and employment, for the purpose of providing a focal point for improving the City's neighborhoods and the quality of life for all of its citizens. BACKGROUND The property is currently owned by Invest Atlanta. Invest Atlanta’s primary objective for this project is to sensitively rehabilitate the historic structure and provide for a long term educational and community serving asset for Vine City and overall Westside Neighborhoods. Invest Atlanta is only pursuing ground lease proposals at this time. Invest Atlanta is committed to historic preservation and educational opportunities for all of Atlanta. Preserving, rehabilitating, and reusing historic buildings is vital to sustaining the historic character and heritage of places. This property, located in the Vine City neighborhood, holds distinct significance to the city of Atlanta and the significant contributions of African Americans in the city and beyond. This property was the home of Grace Towns Hamilton (Hamilton), a prominent African American figure who, along with her parents and her husband, left an incredible legacy in the city. The property is also nestled among other influential and significant landmarks within the Atlanta University Center, such as Morris Brown College, Clark Atlanta University, Spelman College and Morehouse College. Hamilton was the first African-American woman to be elected as a state representative in the Georgia General Assembly. Hamilton was born in Atlanta, Georgia in 1907, and later served her community as a professor of psychology at Clark College and the Atlanta School of Social Work. Hamilton was also appointed executive director of the Atlanta Urban League (AUL) in 1943, and campaigned for improvements in education, healthcare, housing, and voting rights for African Americans within the confines of segregation. She went on to represent her Vine City district in the Georgia legislature from 1965-1984 and was a principal architect for the 1973 Atlanta City Charter. This charter allowed African Americans to be represented proportionately for the first time in the city of Atlanta. Hamilton was influential in increasing Black representation in Georgia including district reapportionment and voter registration efforts, and when Andrew Young became the first African American in Congress from Georgia Last modified March 30, 2020 Invest Atlanta 3 Request for Proposals 594 University Place NW Redevelopment since 1870, he attributed his success to her work. After representing her district, Hamilton served as advisor to the U.S. Civil Rights Commission, and passed away after a lifetime of public service in 1992. Since her death, the Georgia Legislative Black Caucus established a leadership award in her honor, Grady Memorial Hospital named its Women’s and Infant’s Pavilion after her, and she has been inducted into the Georgia Women of Achievement Hall of Fame. Grace Towns Hamilton’s legacy is invaluable to the city of Atlanta, and her name and significance will live on through the historic rehabilitation and long-term use of her home in Vine City. Woodruff Library PROJECT OBJECTIVES Invest Atlanta recognizes the significant and unique character of the Grace Towns Hamilton Home, and is committed to providing public access to the property for the purpose of maintaining the history and legacy of Hamilton’s work, and educating the public. These objectives are central to the selection process and should be evident in the response to the RFP. The response should: • Propose for historic rehabilitation and long-term use of the property • Demonstrate a clear public benefit in terms of preserving history and providing an educational outlet within the city of Atlanta • Demonstrate commitment to public accessibility through submission of a plan for continued maintenance of the property, and programming appropriate for the historic character and history associated with the home Last modified March 30, 2020 Invest Atlanta 4 Request for Proposals 594 University Place NW Redevelopment PROPERTY INFORMATION • Site Information o 594 University Place NW (“Site”), (City of Atlanta PID# 14008300070392) totaling approximately 0.2181 acres. The brick structure was built in 1920 and is approximately 2,672 square feet. A survey has not been conducted. The email response should include all attachments and requested components by due date. Responses received after this time and date will not be considered. SCOPE OF PROPOSAL AND EVALUATION METRICS In order to be deemed responsive for evaluation under this RFP, submissions are limited to 30 pages, inclusive of all submission requirements, narratives, and addenda. Responses submitted to this RFP should include the following information outlined below in the following order: Section I- Cover Letter/Executive Summary • Include a cover letter indicating the full name and address of the Respondent and the branch office or other subordinate entity that will perform or assist in performing the redevelopment described. • Please indicate the name of the senior contact person, appropriate telephone and facsimile numbers, and acknowledge Respondent’s ability to commit to the contents of the response and any other information the Respondent deems relevant. • The letter should summarize the Proposal in three (3) pages or less. • Indicate whether the Respondent operates as an individual, partnership or corporation and what legal entity will be acquiring the Property. • If applicable, include the state in which Respondent is incorporated or organized. If not Georgia, provide evidence of license to do business in Georgia.
