http://www12.senado.gov.br Mundo Ricardo Ferraço vê negligência do governo brasileiro O presidente da Comissão de Relações Exteriores (CRE), Ricardo Ferraço, evitou comentar a demissão do ministro das Relações Exteriores, Antonio Patriota, mas disse ontem que o governo brasileiro agiu mal desde o início no episódio do senador boliviano Róger Pinto Molina. — Ao conceder asilo, o Brasil tinha que ter perseverado em um assunto essencial, que foi tratado de forma acessória, negligente. Não é normal ter um asilado na embaixada por mais de 400 dias — enfatizou. Principal líder da oposição ao presidente Evo Morales, Molina é processado na Bolívia por corrupção, mas se diz vítima de perseguição política. Para Ferraço, Molina tem direito a asilo político porque estava sendo perseguido pelo governo do seu país e submetido a -condições desumanas. No encontro desta tarde no Senado, Molina falará sobre os 465 dias em que viveu em um pequeno quarto na embaixada brasileira em La Paz. A viagem de 1.600 quilômetros até Corumbá (MS) foi autorizada pelo chefe de Chancelaria, Eduardo Saboia, que substituía temporariamente o embaixador, Marcel Biato. Saboia foi afastado das funções pelo Itamaraty enquanto responde a sindicância no órgão. — Quando recebi o comunicado de que Molina corria risco de vida, não tive outra iniciativa, porque não sei ser omisso quando um semelhante passa por dificuldade como essa. Foi um ato de solidariedade humana — relatou Ferraço. Em nota, ainda antes da queda de Antonio Patriota, o Itamaraty informou que abrirá inquérito para apurar o episódio e tomará as medidas administrativas e disciplinares cabíveis. O governo boliviano também vai apurar o caso. Ferraço lembrou que, em julho, os países do Mercosul aprovaram documento determinando que os Estados não podem “impedir a implementação” do direito de asilo. Cardozo será recebido na quarta-feira pelo vice-presidente dos Estados Unidos, Joe Biden, e se encontrará também com a assessora de assuntos contra terrorismo, Lisa Monaco, e com o chefe do Departamento de Justiça, Eric Holder. A missão brasileira tem, além do ministro, funcionários da Presidência da República e dos ministérios de Ciência e Tecnologia, de Comunicações e de Relações Exteriores. O vazamento de informações feito por Snowden de espionagem global causaram mal-estar no Brasil e uma reação do governo da presidente Dilma Rousseff, que pediu explicações à Casa Branca. Junto com os parceiros do Mercosul, o Brasil denunciou o caso nas Nações Unidas. A espionagem também foi uma das pautas da visita do Secretário de Estado americano, John Kerry, ao país no início do mês. O chefe da diplomacia americana ouviu as queixas pela interceptação eletrônica das mensagens diplomáticas que, segundo o chanceler Antonio Patriota, constitui uma "prática que deve terminar". Segundo Patriota, são "práticas que atentam contra a soberania, contra os direitos individuais e inclusive contra os direitos humanos". CALL ADRIANA ERTHAL ABDENUR ABOUT THE ORDER FROM CHAOS PROJECT In the two decades following the end of the Cold War, the world experienced an era charac- terized by declining war and rising prosperity. The absence of serious geopolitical competi- tion created opportunities for increased interdependence and global cooperation. In recent years, however, several and possibly fundamental challenges to that new order have arisen— the collapse of order and the descent into violence in the Middle East; the Russian challenge to the European security order; and increasing geopolitical tensions in Asia being among the foremost of these. At this pivotal juncture, U.S. leadership is critical, and the task ahead is urgent and complex. The next U.S. president will need to adapt and protect the liberal international order as a means of continuing to provide stability and prosperity; develop a strategy that encourages cooperation not competition among willing powers; and, if neces- sary, contain or constrain actors seeking to undermine those goals. In response to these changing global dynamics, the Foreign Policy Program at Brookings has established the Order from Chaos Project.     POLICY MONITOR August 26 – 30 , 2013 The Week in Review ON THE ECONOMIC FRONT GDP: The Brazilian Statistics Agency (IBGE) announced that GDP growth for the second quarter totaled 1.5%. This year, GDP grew by 2.1%. Interest Rate: The Monetary Policy Committee (COPOM) of the Central Bank unanimously decided to raise interest rates by 0.5% to 9%--the fourth increase in a row. The Committee will hold two more meetings this year. Market analysts expect interest rates to rise by at least one more point to 10%. Strikes: Numerous groups of workers are under negotiations with the government for salary adjustments. Among those are regulatory agencies, national transportation department (DNIT), and livestock inspectors. DNIT workers have been on strike since June and livestock inspectors begun their strike on Thursday. On Friday, union workers will hold demonstrations throughout the country. Tourism: A study conducted by the Ministry of Tourism showed that the greatest cause of discontent for tourists coming to Brazil was high prices. The second most important reason was telecommunication services. Airport infrastructure, safety, and public transportation did not bother tourists as much and were ranked below both issues. Credit Protection: The Agency for Credit Protection Services (SPC Brasil) announced that the largest defaulting groups are in the middle class (Brazilian Class C). Forty-seven percent of all defaults are within Class C, 34% in Class B, and 13% in Class D. Forty-six percent of respondents claim to have been added to the list of default due to credit card payment delays and 40% due to bank loans.

Foram feitas pesquisas de campo no Haiti, em Dezembro de 2014, e na Missão do Brasil nas Nações Unidas, em Janeiro-Fevereiro de 2015. Among the many themes on our agenda, in 2020 we dedicated special attention to discussing and reflecting upon geopolitics and foreign policy. In addition to the discussion panels, we launched 46 José Pio Borges publications, which are also available in the following pages.
