These specifications contain the major cab, and drive line components, pump and plumbing as well as desired compartment configurations. The Department recognizes and appreciates that each fire apparatus manufacturer has its own, unique construction methodologies along with their standard features. -- i.e. it would be assumed that the drive train components would include an engine, transmission, drive shaft, pump transmission, universal joints, carrier bearings and differential. Or, that chassis frame rails would include firmly secured cross members. Or, that on horizontal surfaces were firefighters would step, tailboard, running boards, steps would have non-slip surface of aluminum tread plate or the like.

The apparatus shall conform to nationally recognized standards/regulations for fire pumper apparatus, including -- but not limited to; the National Fire Protection Association, the National Highway Traffic Administration, or the United States Department of Transpiration, unless otherwise specified within these documents. Specific reference is made to National Fire Protection Association Standard 1901, Standard for Automotive Fire Apparatus, 2009 edition. Minor details of the construction of and materials, where not otherwise specified, shall at the discretion of the bidder, who shall be solely responsible for the design and construction of all features.

The Department expects that each bidder will submit with their bid, detailed drawings along with specific details as they relate to the major components and the completed apparatus. Included with the bid submission shall be a Vertical Center of Gravity & analysis, etc.

Unless otherwise stipulated, equivalencies to these specifications are permitted, provided that information is submitted that clearly demonstrates that any substitution is equal to or better than that specified.

The Department also accepts that several manufacturers are considered “sole source” - - fabricating and/or assembling their own specific cab, chassis and body. In the spirit of impartially, and for the purposes of preparing Request for Proposals, the Department elected to base cab/chassis requirements of a Spartan Motors Medium Four Door with a raised roof. Since many sole source builders are very familiar with Spartan, it should be fairly easy correlated their specific cab/chassis to the Department’s expectations. Thus, sole source builders are encouraged to submit bids emphasizing their products.

ELECTRICAL POWER DISTRIBUTION

Calculate an electric load analysis of the 12-volt electrical system to determine the amperage draws of the completed cab, chassis and apparatus. Include as part of the bid package shall be the completed electrical load analysis indicating the type, size and details of the 12-volt electrical system. The 12 volt apparatus wiring shall be completely independent of the chassis electrical system.

HELMET STORAGE:

To meet the intent of NFPA 14.1.8.4.1, the helmet for each occupant shall be stored in an exterior compartment.

PUMP / TANK / PUMP PANELS

PUMP

 Hale QMax 1500 gpm. @ 150 psi. with 6" NST suction tubes. The pump shall be driven by a driveline from the truck transmission. The engine shall provide sufficient horsepower and RPM to enable pump to meet and exceed its rated performance. Provide original U.L. certification of acceptance test. Provide require certification plate. The pump operator’s panel shall be located on the left side of the apparatus body.

 The pump shall be equipped with a Hale TRV-L thermal relief valve. The TRV-L 120 display shall be provided on the pump panel.

 Upon final apparatus delivery, a certification sheet shall accompany the unit stating that all piping and the pump have been hydrostatically tested to 250 psi.

PUMP COMPARTMENT AND FRAMING:

• The pump compartment/module and framing shall be fabricated from stainless steel.

• Pump operator’s panels, both sides, shall be fabricated from stainless steel. Provide integrated full-width lighting housing with LED lighting at the top of both left and right pump panels. Switching at the pump panel.

• Provide access panels on each side and LED utility light on each side of the interior of pump compartment.

 Provide a pump cooler the pump discharge, to the water tank to cool the pump during long periods of pumping when water is not being discharged.

• Pump auxiliary intakes and pre-connected discharges, tank refill, tank-to-pump shall be either threaded or welded stainless.

PRIMING PUMP:

 The priming pump shall be compressed air-powered, high efficiency, multi-stage, venturi based AirPrime™ System and open the priming valve to the pump. The priming pump shall be controlled from the pump operator's panel.

6" SUCTION:

 One (1) 6" NST suction shall be located on each side of the apparatus body. The suctions shall be open and not gated. Driver's side with inlet screen and a 6" handle cap shall be included. Passenger side inlet with screen and a 6" NST x 5" Storz adapter with a 5" Storz x 4" Storz adapter with 4" cap.

• Provide a master intake valve installed on the right side pump panel suction inlet(s) of the pump. Valve shall be located behind the body panel and remote controlled from the pump panel with a 12 volt electric actuator. An air bleeder valve assembly shall be included with each valve assembly. Include a master pressure incoming relief valve shall be provided on the suction side of the pump.

PUMP/DISCHARGE DRAINS:

 The entire pump and its controls shall be drainable with a master drain piped to the lowest points of the pump and its control piping. Pre-connected discharges shall have automatic drains. All drains shall discharge below the running board level of the apparatus. Auxiliary intakes and pump discharge ports shall have manually open drain valves.

 Each rated 2½" discharge and those of larger sizes shall incorporate a ¾” quarter turn drain hosed to ground. The drain shall be located behind the body panel and shall be remote controlled from the discharge location.

AIR PUMP SHIFT:

 The shifting mechanism shall be a heat-treated, hard anodized aluminum power cylinder, with stainless steel shaft.

PRESSURE GOVERNOR and MONITORING DISPLAY

 1 - pressure governor and monitoring display shall be installed.

 1 - 6" liquid filled compound gauge with a range of 30-0-300 PSI.

BOOSTER TANK:

• A polypropylene tank shall have a capacity of 750 US gallons complete with a lifetime warranty, appropriate baffling and fill tower. Upon final apparatus delivery, proper evidence and certifications shall be presented indicating the tank has the capacity of flow to the pump 80% of its rated capacity at a flow rate of 750 GPM.

LIGHTED TANK GAUGE:

• 3 - MC Products Max Vision LED Tank Display for booster tank level. Visual display for – “full tank,” .75, .50 and .25 tank levels, interconnect with LED display units mounted on cab. Locate 1 left pump panel, 1 right pump panel, 1 rear of apparatus. (Tank level indicators also on cab body)

AIR HORNS AT PUMP PANEL

 Provide a push button on the pump panel to activate the air horns.

RADIO COMPARTMENT:

• Radio compartment, large enough to house 2 radio heads, 2 speakers and 2 microphones shall be incorporated into the pump panel. Provide side hinged door with latching device.

HOSE WELLS:

 Free-floating hose wells, one each side at pump panels, recessed in running board. A raised ventilating deck shall be installed in the bottom to insure proper hose ventilation and drying. Left side shall hold 20' of 2.5" doubled jacketed hose. Right side 20” of 4” LDH with Storz couplings. Provide nylon straps or netting with buckle assembly to retain the hose within the tray during travel.

2 ½" DISCHARGE PIPING:

• 3- 2 ½" NST manually controlled discharges, (2 left side, 1 right side) with valves shall be located behind the body panels and are to be controlled from the pump operator's panel. Each shall include a self-locking 2½" quarter-turn ball valve, a Task Force Tips Model

A01NJ-NF 2½" with chain, and a sweep elbow of at least 30 degrees downward.

4" DISCHARGE:

• One (1) 4" discharge shall be located on the right side of the apparatus with the valve behind the body panel. The valve shall be a 3" full flow slow close with position indicating hand-wheel controlled from the pump panel. Include 1 - 4" NST rocker lug x 4" Storz 30 degree elbow with blind cap and 1 - 4" Storz x 5" Storz with blind cap – ship loose.

TANK TO PUMP LINE:

 1 - 3" tank to pump line shall be installed into the tank to the suction side of the pump with a 3" full flow valve. The valve shall be controlled from the pump operator's panel. The tank line shall incorporate a check valve in the line to meet NFPA 1901.

2.5” GATED SUCTIONS:

 2 – 2.5” gated suctions, one each side, plumbed with 2.5” piping with a 2.5 full flow quarter turn valve and a 2.5” NST female swivel with plug and chain. It shall be remote controlled from the suction location.

 Provide a ¾" quarter turn drain hosed to ground. The drain shall be located behind the body panel, remote controlled from the suction location.

FIXED DECK GUN PIPING AND DECK GUN:

• Provide a 3" full flow slow close valve with position indicating hand-wheel controlled from the pump pane for a 3” discharge above the pump compartment for permanent mounted deck pipe. Size the piping to allow rated deck pipe flow.

• Elkhart Brass STINGER® 2.0, with a “Pipe” extension (8298 EX 2.0, pipe mounting bracket and interconnected warning light switch – 81258001) Provide ST-194 – QUAD STACKED TIPS with stream shaper and SM 100 nozzles.

Note – The Department has 2 other Elkhart Brass STINGER monitors with associated accessories. Confirm compatibly prior to submission of bid.

CROSSLAY PRE-CONNECTS:

 3 cross-lays, 2 – 1.75” and 1 - 2.5” located across the top of the apparatus body. Capacity shall be 250’ each of double jacketed hose. Provide 1.5” NST on a 180º swivel adapter for each. 1.75” plumbed with 2” piping with 2” quarter turn valve and automatic drain. 2.5” plumbed with 2.5” piping and 2.5” quarter turn valve and automatic drain. Drain lines shall be below the running board level

 The cross-lays area shall be covered with a polished aluminum tread plate cover. It is to be hinged at the front or rear with a stainless steel continuous design hinge and retained with two (2) single point stainless steel 'D' handle latches. The aluminum tread plate cover shall incorporate red hypalon end flaps on each side.

 Fabricate an aluminum channel underneath pre-connect hard cover to slide in a Department provided back board. Safety straps on each side.

 Slated / ventilated aluminum decking for the pre-connected cross-lays

PRECONNECT FRONT BUMPER EXTENSION:

 1.75” pre-connect shall be incorporated within the bumper extension plumbed with 2” piping with 2” quarter turn valve and automatic drain. The compartment shall hold 100' of 1 3/4" double jacketed hose. Provide nylon straps or netting with buckle assembly to retain the hose within the tray during travel. Provide 1.5 NST swivel at terminus.

 Slated / ventilated aluminum decking for the pre-connected bumper line

BOOSTER REEL:

 One (1) Hannay booster reel with electric rewind shall be installed in the pump module towards the driver's side in a longitudinal position. The reel installation shall include two (2) roller/spool assemblies. A stainless steel roller and chrome-plated spools shall be located on each side of the apparatus body. The electric rewind button shall be foot operated and located under the running board on the driver's side pump module. The button shall have a tread plate shield to protect it from the elements.

 Provide 4 – 50’ sections of 1” lightweight booster hose with couplings.

 Provide a Task Force Tips DQS40PS Quadrafog w/grip 1” booster nozzle with “cup type nozzle holder.

TANK REFILL AND PUMP CIRCULATION

• 1 - 2" waterway shall be incorporated from the pressure side of the pump to the tank. The line shall be controlled from the pump panel and with a 2" ball valve to allow a pump cooling circulation or tank fill when pumping from draft.

• Provide “pump” over heat sensor with visual warning light

VALVES:

• All of the pump discharge valves and suction valves should have a stainless steel ball and be of the same manufacturer

BODY:

• Bidders shall submit a detailed description of the proposed construction of the apparatus. The detailed description shall include the type of materials, gauges or thickness of materials, the method or methods employed to join the materials together and the method used to attach the apparatus body to the chassis. This shall include quality workmanship standards to insure proper fitting, joining and structural integrity of the apparatus.

• State the primary materials (stainless steel or aluminum, etc.) that are used in 75% or more of the their annual production output and submit a detailed explanation as to why they feel that primary material(s) are best suited for the manufacturer of fire apparatus bodies.

• Manufacturers that offer both stainless steel and aluminum may at their option submit a primary bid and an alternative bid for lesser material of their annual production output. All optional bids will be reviewed and taken under consideration.

• Specify the means to which dissimilar metal corrosion is prevented.

• The body sub frame system shall be designed to be independent of the chassis frame and is to be constructed of heavy structural material. It shall also be capable of being able to transfer the apparatus body chassis to chassis.

HOSE BED:

• The rear hose bed above the booster tank shall have the capacity of:

. 500' of 2.5" DJ hose . 1500' of 4" LDH with Storz couplings

• Provide slated / ventilated aluminum decking for rear hose bed, pre-connected cross-lays and front bumper.

• Provide hose bed divider in the rear hose bed, pre-connected cross-lays shall be solid and smooth sided in order for hose to be deployed without hanging up on obstructions.

BOWED HOSE BED COVER:

• 1 - 22 oz. red hypalon bowed hose bed cover with flat fiberglass bents. Install bent pockets along the inside edge of the rear hose bed. Install Turn Snap Button Fasteners - Double Stud - Two Screw Mounted along hose bed perimeter with grommets in edge of tarp.

REAR TOW EYE:

 1 - steel drawbar tow eye shall be mounted centerline, off the rear of the chassis frame

AIR TANKS COMPARTMENT(S):

 3 - air tank storage compartment(s) (2 on right side and 1 on left side) in the apparatus wheel well assemblies, and within individual storage tubes of a slip resistance finish inside tube. Each compartment should hold 3 – 2216 psi air tanks.

COMPARTMENT DESIGN:

 Compartment tops shall be fabricated of aluminum tread plate. This tread plate shall be formed over each compartment top to act as drip protection over each compartment opening. The compartment flooring will be sweep out design. Provide LED strip lighting around door perimeters. The specified lighting in each compartment shall be switched automatically with the doors.

 1 interior louvered style stainless steel vent installed in each compartment.

 Compartment floor sills shall have stainless steel trim overlay on the bottom door jamb.

COMPARTMENT DOORS

 Compartment doors shall be box/pan type flush with the sides of the side of the body. Each door shall be supported with stainless steel piano hinge, bolted to the door perimeter and door casement with stainless steel bolts. The door openings shall have closed cell automotive type seals to prevent water and dirt entry.

 The rear compartment shall have a roll-up/s hutter type door with a satin (non-painted) finish. The door shall be made of an anodized aluminum slat incorporating an exclusive seal that prohibits water intrusion, absorbs shock, eliminates clatter, and provides quiet, vibration-free performance.

 The compartment doors (either vertically hinged or swing up doors) shall be secured by a latching system. The door handle shall consist of a stainless steel rotary D-ring latch.

 Each vertically hinged side compartment door shall be retained with stainless steel double spring slide type retainers designed to hold the door in the open position.

 Each swing up side compartment door shall be retained with gas shocks that are designed to hold the door in the open position.

LEFT SIDE APPARATUS COMPARTMENTS

Designated L-1

 1 - Vertical compartment divider approximately 15" forward rear wall. The Unistrut and adjustable shelves shall be on the left side of the divider and a storage area for long handle tools shall be on the right side of the divider.

RIGHT SIDE APPARATUS COMPARTMENTS

Designated R-1

 A single door compartment ahead of the rear wheels, door hinged on the right side. Door opening of 33" wide (minimum) x 62" high x 24" deep.

 Unistrut Tracking with 2 full depth adjustable shelves. 1 – full-depth Roll Out Tray, 2” tall lip, mount in compartment bottom.

Designated R-2

 A single compartment with a lift-up door shall be located above the wheel with a door opening of 34" wide (minimum) x 26" high x 24" deep.

 Unistrut Tracking with and 1 vertical divider. The divider shall be located 15" forward from the left side door opening. The Unistrut with two (2) adjustable shelves shall be on the right side of the divider and the Unistrut with two (2) adjustable shelves shall be on the left side of the divider.

REAR APPARATUS COMPARTMENT

Designated – Rear

 A roll-up door compartment assembly with a door opening of 40" wide x 37" high x 29" deep shall be located at the rear of the apparatus. The side compartments behind the wheel shall be made transverse or interconnecting with the rear compartment. This transverse compartment will be full body width and must be accessible from the left side, right side or the rear compartment area.

 Unistrut Tracking with 1 full depth adjustable shelf and 1 Roll Out Tray with 2” tall lip, mount on compartment bottom.

UPPER STORAGE COMPARTMENTS:

 2 (coffin style) water tight compartments above the left side apparatus compartments approximately 20 “deep and 21” wide. Length should correspond with the length of the left side compartments. Provide 2 lift up “ shoebox style” doors with positive hold open devices and hold-down latches. Install drain lines to drain any moisture to the underside of the apparatus. Inside the rearward portion, stack 2 – 6” lightweight suction hoses 10’ long. Provide a vertically hinged door(s) at the rear of body to access suction hoses.

 Provide LED strip lighting along inboard perimeter. The light shall be switched to automatically illuminate whenever the compartment doors are in the open position. The compartment doors shall be interconnected to the chassis cab to alert the driver when the doors are in the open position.

HYDRAULIC LADDER RACK:

 Hydraulic ladder rack in the right side of the apparatus body. Rack shall safely secure and have the capacity for the equipment listed below. Controlled from the right side pump panel. The channel designed rub rail shall incorporate a highly reflective red and white reflective stripe to aid in apparatus protection.

HOSE BED & CROSSLAY ACCESS

 Provide a Ziamatic or Sure-Step access ladder shall be provided at the right, rear of the apparatus. Ladder should be collapsible, self-retracting ladder that provide safety and security while ascending or descending.

 6 - large folding steps (3 each side) shall be furnished on the apparatus mounted in on each side of the compartment fronts. 2 knurled bright stainless steel grab rail(s) shall be provided as grab handles, one each side of the upper front of the body.

VERTICAL UNISTRUT IN COMPARTMENT:

 The Unistrut as specified shall be vertically installed on the compartment walls for use with adjustable shelving. Provide 2 pieces of track on each side of the compartments, front and back. The tracking shall be installed from the floor of the compartment to approximately 4" below the ceiling of the compartment, allowing full height adjustability.

ADJUSTABLE SHELVING:

 The adjustable shelving as specified shall be installed in the apparatus compartmentation, utilizing the Unistrut. Each shelf with 2" lip on front and rear of shelf.

ROLL OUT TRAYS:

 The roll-out trays specified shall be full depth. Each tray shall utilize Slide Master slides and have a capacity of 600 lb. Each tray shall be capable of 100% extension and shall have a push pull spring lock to secure the tray in the stowed and extended position. Each roll-out tray shall incorporate a highly reflective red and white stripe on all 3 exposed sides to aid in apparatus protection. The slide assembly shall be powder coated for added corrosion resistance.

 The roll out/drop down tray should utilize Slide Master slides and have a capacity of 250 lbs. The slide assembly shall be powder coated for added corrosion resistance.

VERTICAL PULL OUT BOARD:

 The vertical board(s) with a base and top of each board there shall be a roll assembly to allow 100% extension of the board assembly. Each pull out board shall incorporate a highly reflective red and white reflective stripe on each side at the top and bottom to aid in apparatus protection.

120 VOLT ELECTRICAL GENERATOR - 10.0 KW HYDRAULICALLY DRIVEN:

 Harrison MAS Hydraulic Driven Generator rated at 10,000 watts, 84/42 amps, 120/240VAC, 60Hz, 1-phase.

 The generator shall be driven from the PTO opening of the automatic transmission through a hot shift PTO. The PTO activation shall be automatically engaged after engine oil pressure is stabilized. An emergency PTO shut down switch will be provided on the cab switch panel. The generator output shall be engaged electrically from the cab and the pump panel, (or an auxiliary control panel.) A pilot light shall be positioned to indicate when generator is activated.

 The complete wiring and electrical installation shall conform to the present National Electrical Code standards of the National Fire Protection Association.

RECEPTACLES:

 Install 125 volt duplex receptacles (NEMA # 5 -15) the following locations:

1 - located inside the cab along the rear wall with a duplex receptacle. 2- one each side, on the front corner of the apparatus body, single receptacle. 2 - one each side at the left and right rear of the apparatus body, single receptacle. (Tripod lights) 2 – one each side at the front corner of the cab, single receptacle 1 - at the front of the cab, officer’s foot well, duplex receptacle 2 – one each side, inside the EMS cabinet with a duplex receptacle.

 Outlets/receptacles located on the outside of the apparatus shall have a red weather resistant snap open plastic cover. Provide three (3) spare weather resistant snap- open red plastic covers.

ELECTRICAL SYSTEM TESTING:

 The wiring and permanently connected devices and equipment shall be dielectric voltage tested. Provide test documentation.

CIRCUIT BREAKER BOX:

 The main circuit breaker box shall incorporate twelve (12) 120-Volt circuits. The breaker box shall also have a main breaker. Each over-current protection device shall be marked to identify the function of the circuit it protects. The circuit breaker box shall be located in the L - 1 compartment. Provide:

2 - volt meters (one for each leg) 1 - line frequency meter 1- Hour Meter 1- ampere meter 2 - green "Power On" indicator lights, one located at the pump operator’s panel and one in the cab adjacent to the 120 volt lighting switches.

ELECTRIC CORD REEL:

 2 electric rewind cord reel(s) shall be mounted in L-1 and R-1. The cord reel shall include ball stop and guide roller.

 200 feet of rubber coated black 10/3 SO cord shall be included with each reel. Provide an electrical junction box with 2 duplex (one on each side) with weather resistant snap- open red plastic covers.

120 VOLT TELESCOPIC TRIPOD LIGHTS:

 2 - Extenda-Pod shall be mounted in the specified location(s). The Extenda-Pod shall be used as a Pull-Up telescoping Extenda-Lite or removed from the apparatus and used as a portable lighting tower. Each tripod shall be equipped with a 120 volt - 750 watt white Beta light head and quartz-halogen lamp Each light shall include a covered 120 Volt outlet and be switched at the lighthead.

 Provide remote switching at or near the officer’s seat.

FINISH & PAINTING PROCEDURES

 In areas on completed apparatus, cab and chassis where dissimilar metal corrosion is likely to occur, each bidder shall specify the means to which dissimilar metal corrosion protection and prevention is accomplished.

 All hardware, aluminum tread plate, stainless trim and exterior components such as door handles, bumpers, etc. shall be removed prior to the finish process. The exposed areas shall be thoroughly cleaned and prepared for painting.

 Seams shall be filled, sanded and wiped down to remove sanding particles. All raw metal shall then be primed with a base coat with a chrome phosphate primer. The second coat shall be two part acrylic urethane primer/sealer. A third coat shall be a two part acrylic urethane. A final coat of a medium solid acrylic urethane top coat shall be applied.

 The entire chassis frame and under carriage shall prepared and sprayed with rubberized undercoating. This shall also include the interior of door panels, inner wheel wells, rear step bumper and entire apparatus body.

 The Department will select a red color, based upon the submission of a color selection chart of the exterior colors offered by each bidder. A container with touch-up paint shall be provided with the completed apparatus. The container shall have a small touch-up brush that is attached to the cap of the container.

 The hose bed interior walls shall remain natural finish aluminum.

CAB LETTERING and REFLECTIVE STRIPING:

 Match the logo, lettering, striping and details of the Department’s existing pumpers.

CHEVRON STRIPING:

 The rear of the apparatus shall be striped with retro-reflective striping. The striping shall be applied in a chevron pattern sloping downward and away from the centerline of the apparatus at a 45º angle. The striping shall be single color alternating between 3M Red #680-72 and 3M Lemon Yellow #680-81.

 The striping shall be applied in the following locations: vertical surfaces between the body panels at the rear, from the tail step walkway to the hose bed

WHEEL CHOCKS:

 1 pair of Ziamatic folding wheel chocks shall be provided with the apparatus. Folding chock holders to be mounted underneath apparatus body, forward of the rear wheels on the left side of the apparatus body.
