RESEARCH PAPER 03/46 Scottish Parliament 14 MAY 2003 Elections: 1 May 2003 This paper provides summary and detailed results of the second elections to the Scottish Parliament which took place on 1 May 2003. The paper provides data on voting trends and electoral turnout for constituencies, electoral regions and for Scotland as a whole. Any comments on Research Papers should be sent to the Research Publications Officer, Room 407, 1 Derby Gate, London, SW1A 2DG or e-mailed to [email protected] ISSN 1368-8456 Summary of main points • Labour secured the highest share of the vote in the 2003 Scottish Parliament elections (32%), followed by the SNP (22%), the Conservatives (16%) and the Liberal Democrats (14%). • With 50 of the 129 seats, Labour remains the largest party in the Parliament, but it does not have an overall majority. • Labour and the SNP both lost seats, largely to the Scottish Green Party and Scottish Socialist Party (SSP), both of which increased their number of MSPs from 1 to 7. • Three Independent candidates were elected, including Denis Canavan for Falkirk West, the former Labour MP. • The average turnout across regions and constituencies was 49%, compared with 58% in 1999. • 40% of MSPs are women; 55% of these MSPs are Labour. • 26 Members were newly elected to the Scottish Parliament. These elections were conducted under the Additional Member System. Voters were given two ballot papers: one used to elect each of 73 constituency members under the first-past-the-post system and the second to elect seven members from each of eight electoral regions. These additional members were elected so that the total representation from each area, including those Members elected under first-past-the-post, corresponds as closely as possible with the share of votes cast for each party in the region. Overall, Labour gained 35% of the constituency votes, compared to 39% in 1999, and 29% on the regional lists, compared with 34% in 1999. This gives them a total of 50 seats, compared with 56 after the 1999 election. The Scottish National Party won 27 seats, the Conservatives 18, and the Liberal Democrats 17. The Greens increased their number of MSPs from 1 to 7; as did the Scottish Socialist Party, and the Scottish Senior Citizens Unity Party gained its first MSP. Three non-party-aligned MSPs were elected – including Denis Canavan, the former Labour MP, who retained his Falkirk West seat. Turnout in the 2003 election was 49%, compared with 58% in 1999. Tables 1 to 9 show the results at a national, constituency and regional level. Appendices A1 to A3 look at constituencies with the highest and lowest turnouts, majorities and vote shares and A4 lists the Members of the Scottish Parliament by region and party. Data sources: 2003 results and further analyses are available from the Electoral Commission1 and the Scottish Parliament2. The figures in this paper draw on these sources. Figures for 1999 are taken from Commons Library data holdings. These were summarised in Research Paper 99/503.
