[generalNote]: Hanes gweinyddol / Braslun bywgraffyddol | Administrative history | Biographical sketch Nodyn | Note Keith Raffan (1949-) was born in Aberdeen, Scotland, and was educated at Robert Gordon's College, Aberdeen, Trinity College, Glenalmond, and Corpus Christi, Cambridge. He was the Conservative MP for the Delyn division of Clwyd from June 1983 until his retirement from the Commons in April 1992. He had previously stood as the Conservative candidate for Dulwich in February 1974 and for East Aberdeenshire in October 1974. He served as the National Chairman of Pressure for Economic and Social Toryism (PEST), 1970-1974. As an MP, he took a particular interest in drug abuse (introducing the Controlled Drugs (Penalties) Act in 1985), regional policy, tourism, Welsh affairs, Europe and British- American relations. He was one of the MPs known as the 'Dirty Dozen' for campaigning for Michael Heseltine in the 1990 Conservative party leadership contest. He resigned as an MP in 1992 because of his strong commitment to Europe and a Scottish Parliament. He took up a career in public relations in the United States, before returning to Britain as a television presenter for HTV Wales, and then joining the Liberal Democrat Party. Public Policies: Barry Winetrobe ISBN: 1 903903 09 2 Introduction James Mitchell The policy agenda for the last quarter in Scotland was distinct from that south of the border while there was some overlap. Matters such as identity cards and foundation hospitals are figuring prominently north of the border though long-running issues concerned with health and law and order were important. In health, differences exist at policy level but also in terms of rhetoric – with the Health Minister refusing to refer to patients as ‘customers’. This suggests divergence without major disputes in devolutionary politics. An issue which has caused problems across Britain and was of significance this quarter was the provision of accommodation for asylum seekers as well as the education of the children of asylum seekers. Though asylum is a retained matter, the issue has devolutionary dimension as education is a devolved matter. The other significant event was the challenge to John Swinney’s leadership of the Scottish National Party. A relatively unknown party activist challenged Swinney resulting in a drawn-out campaign over the Summer which culminated in a massive victory for Swinney at the SNP’s annual conference.

    MSPs BY CONSTITUENCY AND REGION Scottish SESSION 1 Parliament This Fact Sheet provides a list of all Members of the Scottish Parliament (MSPs) who served during the first parliamentary session, Fact sheet 12 May 1999-31 March 2003, arranged alphabetically by the constituency or region that they represented. Each person in Scotland is represented by 8 MSPs – 1 constituency MSPs: Historical MSP and 7 regional MSPs. A region is a larger area which covers a Series number of constituencies. 30 March 2007 This Fact Sheet is divided into 2 parts. Executive Summary • Contrary to the conventional view that the Scottish Parliament was created by a clear, consistent policy process, its founding blueprint betrays a confused, contradictory variety of approaches to the Parliament’s role in devolved governance. The influence of UK politicians and officials ensured that the Parliament, as established, was firmly within the ‘Westminster model’ family, especially in its relationship with the Executive. • In the Parliament’s first year, it sought to reconcile these various visions and the reality of its inherited statutory rules. It has had to review and adapt many procedures and practices in the light of experience, while seeking to retain the basic operational structure of its initial Standing Orders. • The centrality of political party involvement and competition within the Parliament has ensured a more adversarial, less consensual parliament than was suggested by some of the more idealistic rhetoric of the ‘new politics’. The success of the Parliament has been in synthesising these two pressures to produce a lively and very productive assembly, embracing genuine debate and disagreement within an ethos of collegiality unknown at Westminster. • The committees exemplified this trend, even though they faced greater workload and resource pressures, particularly due to the volume of Executive legislation, than was anticipated.
