    Freedom House's Romanian Government Transition Support Program Quarterly Report July I-September 30, 2000 I. Program Objectives On April 1, 2000, Freedom House received a three-year cost extension from the US Agency for International Development to continue its Romanian Government Transition Support Program. This program aims to: • strengthen the organizational and management capabilities of key Romanian government institutions; strengthen the internal and external capabilities of the Romanian government; • support the development of organizational structures and management systems within state institutions in order to facilitate competent governance and decision­ making. II. Activities and Impact 1. Professional Internship Training with American Counterparts Freedom House organized, starting September 8, 2000 a ten-week internship program for four Romanian government officials. The four participants were: Lucia-Ioana Baicoianu, Juridical Counselor, National Agency for Regionnal Development, Government of Romania Ion-Bogdan Bucur, Deputy Director, Communications and Public Relations Department, Ministry of Foreign Affairs Elena Buzarnescu, Expert, Labor Inspection, Ministry of Labor and Social Protection Cornelia-Maria Simion, Counselor-Director, Foreign Trade and International Relations Directorate, Government of Romania The first week of their program consisted of an orientation during which they met with individuals that represented a broad cross-section of the Washington, D.C. -based policy and opinion making community. During this portion of the program, the Romanian government officials were accompanied by eleven other professionals from Eastern Europe, consisting of journalists and representatives of government and non-governmental organizations. The program introduced the participants to federal and local governments, - 1 - national media, free-market institutions, and the NGO community in the U.S., while providing a forum for them to interact with American counterparts and with one another.

In Memoriam: Wilfried Martens On 9 October, Wilfried Martens, President of the Centre for European Studies (CES) and long-standing President of the European People’s Party (EPP), passed away at the age of 77. Inspired by the role national foundations had played in their respective countries, he took an active role in founding the first centre-right political foundation at European level, the CES. President Martens was deeply committed and engaged in CES activities, not only as a strategic leader, but also as an inspirational speaker and author. His passion for the European project is evident in his autobiography Europe: I Struggle, I Overcome which offers the inside story on the intricacies of European politics, but above all its guiding ideas, values and principles.

    Scris de dana.conerth pe 14 martie 2011, 21:58 Boc-Blaga: 26 la 20 in lupta pentru sefia PDL Premierul Emil Boc este sustinut in lupta pentru sefia PDL de 26 de presedinti de organizatii judetene, iar Vasile Blaga de 20. PDL are 48 de organizatii si un candidat trebuie sa aiba sustinerea a minim 10 organizatii, scrie Mediafax. Boc si Blaga, in lupta pentru sefia partidului/opiniatimisoarei.ro Potrivit surselor, dupa sedinta BPN, Emil Boc si Vasile Blaga au mers in Aleea Modrogan, dar in sedii diferite ale PDL, fiecare la cabinetul sau. Cei doi au fost insotiti de sustinatori. Astfel, Emil Boc s-a aflat in cabinetul sau alaturi de Roberta Anastase, Anca Boagiu, Wiliam Branza, Teodor Stolojan. La randul sau, Vasile Blaga a stat in cabinetul aflat in alta cladire, alaturi de Sorin Frunzaverde, Cezar Preda, Cristian Boureanu si Adriean Videanu. Potrivit surselor citate, Ioan Oltean a semnat pentru sustinerea lui Emil Boc pentru presedintia partidului. De asemenea, sursele au precizat ca exista presedinti de organizatii care au semnat atat pe lista de sustinere a lui Blaga, cat si pe cea a lui Boc, cum este cazul presedintelui de organizatie Arges, Mircea Andrei. Potrivit surselor citate, Blaga a strans semnaturi de la 20 de presedinti de organizatii, dar si de la parlamentari si de la cinci organizatii PDL din Bucuresti, potrivit Mediafax. Sursele au mai spus ca motiunea lui Blaga este redactata de acesta si de Frunzaverde, urmand sa fie prezentat la sfarsitul acestei luni. Conventia Nationala pentru alegerea noii conduceri a partidului va avea loc in 14 mai.

For this, the legislative framework was finalized, necessary programming documents were adopted, and the institutional framework in the essential fields was developed in order to insure the good development of state institutions’ activities: a) Increase in efficiency of the public, central and local administration; b) Increase in efficiency and insuring the independence of the judicial system; c) Improvement of the mechanisms for the fight against corruption; d) Increase in efficiency for the fight against organized crime. All this activity developed in an accelerating manner in the last half of 2004, and in the first quarter of 2005. She is the first woman to hold the office in the history of Romania. Prior to being elected, Ms. Anastase was a Member of Parliament, representing her home county of Prahova in the Chamber of Deputies. From 2005 to 2008, she was an observer, and then a Member of the European Parliament, affiliated with the European People’s Party – European Democrats Group. In November of 2008, under a new voting system, she was reelected as the first representative of the 11th electoral district of Prahova (Ploiesti-Vest) to the Chamber of Deputies. Ms. Anastase was born in Ploieşti on March 27th, 1976. A sociologist by training, she pursued post-graduate studies in Political Science and European Studies. Throughout her time as an MP and an MEP, Ms. Anastase has supported justice reform, women’s rights and equal opportunities. She was also European Parliament Rapporteur for the Black Sea Synergy and maintains a keen interest in foreign and regional affairs. Bogdan Lucian AURESCU A career diplomat, Bogdan Aurescu was appointed Secretary of State for Strategic Affairs in the Ministry of Foreign Affairs on 4 February 2009.

    THE INSTITUTION OF PRESIDENTIAL IMPEACHMENT IN SEMI-PRESIDENTIAL SYSTEMS -CASE STUDY OF ROMANIA- By Valentina-Andreea Dimulescu Submitted to Central European University Department of Political Science In partial fulfilment of the requirements for the degree of Master of Political Science Supervisor: Professor Nenad Dimitrijevic Budapest, Hungary 2009 i ABSTRACT The present paper examines the institution of presidential impeachment in countries displaying a semi-presidential institutional design. More specifically, it addresses the question whether the functioning of impeachment can be attributed to the particular institutional arrangement mirrored in the specific interactions between the state actors involved – the president, parliament and PM – or by non-institutional factors such as the president’s actions throughout his/her tenure which can be considered as having violated the constitutional text. The methodology used is the case study of the 2007 Romanian presidential impeachment against Traian Băsescu. The principal finding is that it is difficult to point to a clear, mono- causal relationship between the tensions caused by semi-presidentialism and the practice of impeachment since the impeachment of the head of state is not a common practice in countries that display semi-presidential features. The Romanian case represents a situation where the ambiguity of the constitutional text permitted the parliamentary majority to sanction the President, whose self-proclaimed active role in the political system was supported by the Romanian Constitutional Court and by the citizens who participated in the referendum on his dismissal. ii ACKNOWLEDGMENTS We would like to thank Professor Nenad Dimitrijevic for the valuable guidance offered throughout the elaboration of the present paper.

    „Băsescu vs. Tăriceanu – imaginea celor doi lideri politici în presa anului 2006” Raport de analiza asupra mesajului presei 1 ianuarie – 1 decembrie 2006 I. Introducere Asociația Română de Marketing Politic a realizat un studiu comparativ C. P. Tăriceanu vs. T. Băsescu, un studiu asupra imaginii acestora. A fost luată în considerare imaginea, aşa cum a fost conturată în presa scrisă în 2006. Au fost luate în calcul perioada 1 ianuarie 2006 – 1 decembrie 2006 şi 7 din cele mai importante ziare naționale: Evenimentul Zilei, Jurnalul Național, Ziua, Cotidianul, România Liberă, Adevărul, Gândul. Metodă Călin P. Tăriceanu şi Traian Băsescu au primit pentru fiecare zi a anului, o notă pentru articolele în care apăreau. Au fost selectate cele mai bune şi cele mai proaste zile ale anului după acest criteriu („vârfurile” şi „gropile” de imagine) (între 20 şi 30 de zile). Au fost studiate evenimentele, temele, actorii şi modul ofensiv/defensiv în care cei doi actori au fost implicați în aceste zile. Proiectul Perioada de implementare, de lucru: 1 septembrie 2006 – 15 decembrie 2006 Au fost utilizate atât ziarele tipărite, cât şi sursele online, site‐urile ziarelor. Agenția de Rating Politic, ca proiect ARMP, îşi propune să realizeze periodic studii prin care să promoveze conceptele de marketing politic şi să participe la dezbaterile publice cu viziunea şi ideile sale. The argument advanced in the article is that the EU is conceptualized as a society of states divided between a solidarist core and a fragmented periphery. New members must acquaint themselves first with a certain code of conduct and adhere to a certain system of values in order to achieve a movement into the core. Introduction The European Union (EU) is an experiment in flux aiming at creating solidarity or a union in which states agree to share a common standard of civilization reflected by common interests, values, rules and a framework of common institutions. To what extent do newly accepted members understand the Union’s common interests, values and rules before they participate in the creation of common institutions? What meanings do they attach to the Union’s common interests, rules and values? Existing studies involving testimonies of key decision makers in Romania and the EU reveal that some Romanian political elites perceived membership in the EU as a way of “acquiring greater legitimacy, new sources of wealth, and increased political influence.”1 * Adriana Seagle is Adjunct Professor at the Department of Political Science, Virginia Polytechnic Institute and State University, USA.
