    Contradictions and Antagonisms in (Anti-) Social(ist) Housing in Serbia Ana Vilenica London South Bank University [email protected] Abstract This article tackles contradictions of social housing in contemporary Serbia. It shows how residualised social housing does not bring justice to marginalised groups affected by capitalist expropriation. In this article, the term (anti-)social(ist) housing will be introduced to describe the historically grounded, incomplete, and contradictory solutions that social housing is currently offering in Serbia, as well as its anti-social nature. By focusing on a particular case study, the Kamendin project situated in Zemun Polje, one of the very few social housing projects in Belgrade, the article explores debt crises produced by mechanisms of social housing; the production of racism, segregation, and responsibilisation; and mechanisms of passing responsibility on all levels in an attempt of the state to spend as little money as possible. (Anti-)social(ist) housing is further assessed as a space of struggle that includes different survival and resistance tactics that are used in order to oppose social housing violence. Following that, the article will focus on the possibilities of the activist art project Kamendynamics and the theatre peace How does fascism not disappear? Zlatija Kostić: I sued myself to confront the racialisation and culturalisation of problems by introducing collaborative visual, class-based, and historical-materialist analyses. By documenting and conceptualising mechanisms of social housing and reflecting on the role of activist art within housing struggles, I aim to contribute to anti-segregation and anti-racist housing struggles in Eastern European cities and beyond.

Along the banks of the Danube and Sava Rivers, serpentine chains of music-blasting splavovi - floating raft clubs - snake into the inky Balkan night. Fortified by huge meat-kebab dinners and Turkish coffees from Belgrade's myriad cafes, crowds of night owls line up to partake variously of Gypsy bands, electronic mixes, rock 'n' roll and a distinctly Serbian hybrid known as Turbofolk. As a parade of Puma-clad feet files down the metal gangway to a club called Exile, the night's marquee D.J., the New York City-based techno producer John Selway, prepares for his 2-to-6 a.m. set. "The most fun places to play are here, South America and Japan!" he shouts over rapid-fire industrial beats, praising the energy of the night life in the capital of Serbia and Montenegro, the name for what is left of Yugoslavia after its unraveling in the early 90's. "They're interested in new music and in building a scene!" Across the water, the lighted dome of St. Sava Church and illuminated stone walls of the centuries-old Kalemegdan Fortress hover over the capital's skyline. Just six years ago, during 78 days of NATO bombings intended to quell President Slobodan Milosevic's attacks on ethnic Albanians in the nation's Kosovo province, that same panorama exploded routinely in flame and debris.

So far, it is functioning on a 25 km long line with 9 stations. Today, after three years of BG:voz operations, realized traffic volume, quality of service and financial results show the feasibility of this concept and justify the need to enhance the system. Analysis of the system performances indicates that with the introduction of new stations, the improvement of existing ones and increase of the number of train departures will result in even more modern rail public transport services with a comparatively small investment compared to the effect. INTRODUCTION Urban rail refers to passenger rail systems in urban areas, which have high capacity and provide high frequency of service, with grade separation from other traffic, typically running underground or on elevated tracks [3]. Different cities may have different names for these systems. The system is referred to as mass rapid transit in Chennai, Queensland, Singapore, metro in Madrid, Paris and Budapest, subway in New York, Chicago and Boston and tube or underground in London. What about rail service that used railway infrastructure in urban area and operate as mass rapid transit? It’s called the urban railway or “almost” metro.

Introduction Built on the deserted marshlands between the historical cores of Belgrade and Zemun, New Belgrade was transmitting a strong political message of the new post-war Yugoslav society. Therefore, it accepted a ritual pattern well known for centuries and played an important role in a symbolical initiation of the newly established communist system. As the offspring of the Athens Charter and the huge political aspirations of President Tito, New Belgrade was established upon the principles of the Radian City project and Brasilia, although with its own uniqueness. Besides its competitive advantages over other parts of Belgrade metropolitan area, it was, from the beginning of its construction, the pivotal point of regime propaganda, accepted with great enthusiasm by the masses. Consequently, some of the first proposals for its development and the concept of the final project, clearly underline the importance of this urban entity in the modern life of the State and the Community. At the same time, a number of architectural sketches, models and photographs, used to document the impressive planning and building process, offer an interesting multi- layered story which expresses the ideals, values and imperatives of the state and its leader. However, after decades of more or less successful existence, this Modern (anti)utopia became a scene for a new 21st century experiment - the (re)symbolization of the modernist vocabulary, this time caused by the strong global forces.
