Talk to your fellow fleet members and arrange to camp at Saratoga Sailing Club, Air BnB or Motel. Several Saratoga Boats will be camping onsite so we are expecting a great social spectacle.

We welcome all TS16s from all over Australia including non A Class boats (who are ineligible for Championship recognition). NOTE: Non A class boats will have their own start sequence following A Class Championship fleet. Get your entires in Now!!! To all members or ex members, please consider writing a one or two page history outlining your interactions with present or past TS16’s including your sailing history. Most members would love to know a few things about what brought YOU and your family to the class. I look forward to lots of emails and pictures/stories. This months edition features Neil and Annette Bilsborough who have graciously sent me lots of photos and a brief history about their involvement in TS16s which is extensive! I hope you enjoy the read and again thanks very much to Annette Bilsborough for supplying this unedited cronology. I have attached as many pictures as I thought would fit into a typical 5MB article but I will include more of Neil’s ‘Sinister’ build pictures in future editions. I’m sure you’ll all agree he’s a true craftsman and he and Annette’s dedication to the TS16 class is a credit to them and their family. I have also attached an unedited copy of a past Tillerscope magazine from September 1999 highlighted to avoid confusion.

Where the inspiration to build a Hartley TS16 came from: Annette Bilsborough

Neil listened to his father Bert and his neighbor talk about Hartley’s for many years over a few beers. They talked about building a Hartley boat, his father wanting to build a Hartley TS16 and the neighbor going on to build a Hartley Half Cabin Speed boat. It was this inspiration for Neil to achieve one of his father’s wishes to actually build a Hartley TS16. He was also impressed with the good family and social appeal of the Association during the earlier years for our children.

The dream began in 1977. Neil had built his first TS16! On the first day of launching the new Hartley TS16 “Lollipop 1073” at Kogarah Bay, he was approached by Syd Wood, a foundation member of the Hartley TS16’s. Syd wanted to know what Neil’s intentions were for sailing on a regular basis. Having no crew ourselves, as our children were very young at this stage, after much discussion, the agreement was made for Neil to sail on “Sweet Sixteen 777 (now Jackpot) with Syd at Drummoyne Sailing Club. This lasted for a few years until Syd moved up to Lake Macquarie. Syd made arrangements for Neil to continue sailing at Drummoyne with Errol Coates on Pineapple. This lasted for some 16 years and included sailing on Pineapple then Choko (now Deception 999) and finally Rhubarb.

Over more than a 20 year period and until present, Neil has been an active National and State committee member including as State and over the last few years until now as Assistant State Measurer. He has also been a National Championship Committee Member for a minimum of 3 National Championships. He has competed in National Championships and State Championships for more than 23 years since 1978 until present. Over the last few years Neil became a “Life Member” of the Hartley TS16 Association.

During the 23 years of competing at Nationals, the family has made many lifelong friends interstate and locally.

Neil is in the process of building his 5th Hartley TS16 (watch this space) Pg 3 Neil, assisted by our granddaughter Ebony, produced a “You Tube” video of “The building a Hartley TS16 – Ultimately Sinister”. The video captures the whole process of building the boat and has been viewed by over 10,000 interested people including people who have gone on to build a Hartley themselves.

Neil’s main focus is to promote the class and he gains joy from mentoring others in the building process and also with giving advice. either face to face, via phone or email and is recognized as the “go to person”.

ASSOCIATION MEETINGS are held monthly, February to December, inclusive. they are normally held on the second Monday of the month, however changes are made from time to time and these changes are promulgated in “TILLERSCOPE” and Website/Facebook pages http://www.australianhartleyts16.org.au/ Normal monthly meetings are held at NSW President Alan Scott residence - commencing at 7.30pm. The club atmosphere is quiet and relaxed. Visitors are most welcome at attend these meetings.

2019 Hartley TS16 NSW/ACT Championship Notice of Race

Entries are invited for the above Championship Regatta to be organised by Saratoga Sailing Club in conjunction with the Hartley TS16 Association of NSW & ACT. Date of Regatta: Saturday 5 October to Monday 7 October 2019 Location: Saratoga Sailing Club, Willaroo Road, SARATOGA 1. Rules The Regatta will be governed by the ISAF Racing Rules of Sailing 2017-2020 (RRS), Part 2 of the Australian Sailing Special Regulations “Off the Beach Boats” and the rules, regulations and By Laws of the Hartley TS16 Association of Australia Inc. 2. Eligibility and Entry 2.1. The Championship Regatta for outright and handicap prizes is open to boats holding current “A” class registration with the Hartley TS16 Association of Australia Inc, and skippers who are members of the Hartley TS16 Association of NSW and ACT. Boat’s and crews who are members of other state associations of the Australian Hartley TS16 Association Inc. are also invited to enter the regatta. Non “A” Class boats may enter but will not be eligible for championship placings. However special prizes may be awarded to non “A” Class entrants and interstate sailors. All skippers shall be members of the Hartley TS16 Association of Australia Inc. Proof of registration may be required. 2.2. Boats may enter by completing the attached entry form and sending it to Paul Pritchard (see entry form for details) by 6th September 2019. Late entries will be accepted after the 6th September 2019 and before 11am on 5th October 2019 at the registration office at Saratoga sailing club. 3. Fees – The required fee is $60.00. Late entry fee is $80.00. Pg 8 4). Schedule of Events (5 races in four sessions depending on weather)

Note: No session will consist of more than two races. Race schedule will be announced at the briefing. The schedule may change at the discretion of the Organizing Committee. Re-sails are at the discretion of the Organising Committee. No warning signal will be made on Monday 7th October after 12:00 hours 5. Racing Area, Courses and Sailing Instructions Racing will take place in Brisbane Water (Gosford) in the vicinity of the SSC clubhouse. Courses will be described in the Sailing instruction but will be a triangular design. The sailing instructions will be available on the Hartley website before the regatta and at the registration office. 6. Scoring 6.1.The Low Point System of RRS Appendix A will apply. 6.2.A maximum of 5 races are scheduled, of which three must be completed to constitute a series. 6.3.(a) When fewer than five races are completed, a boat’s series score will be the total of her race scores (b) When five races have been completed, a boat’s series score will be the total of her races scores, excluding her worst score. 6.4.Handicaps will be back calculated from the results of the first three heats and then applied to all races. 7. Radio Communication Except in an emergency, a boat shall neither make radio transmissions nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Pg 9

8. Trophies/Prizes 8.1.Trophies or Prizes will be awarded to first through to fifth on both outright and handicap series. Other prizes may be awarded. 8.2.No boat shall be eligible for more than one prize in the outright and handicap sections. If a boat would, on initial calculations, score a prize in both sections the outright placing will be awarded and will be ineligible for prizes in the other section. 9. Amendments to the Notice of Race Any amendments to this Notice of race will be posted on the Australian TS16 Association of Australia Inc. website. 10. Disclaimer of Liability Competitors participate in this regatta entirely at their own risk: see RRS Rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after this regatta. 11. Insurance Each participating boat shall be insured with valid third- party liability insurance with a minimum cover of $10,000,000.00 per incident or the equivalent. 12. GENERAL INFORMATION Location: SSC is located at the southern side of Brisbane Water. It may be reached by taking the Gosford turnoff from the M1. Once in Gosford, follow signs to Saratoga/Davistown. Willaroo Road runs off Steyne Road Saratoga. There will be signposting to the sailing club closer to the venue /Launching Area: SSC has a large parking and rigging area. Beach launching and nearby boat ramp if required. Vehicles may be available for help with launching and retrieval. Boat Storage: Boats may be stored at the club overnight at your own risk. You may choose to trailer your boat each night or anchor it near the club. There is plenty of anchoring room, but pleased be advised to bring heavy anchor and tackle as the club is exposed to the WNW winds. Accommodation/Camping: There are several accommodation options nearby. Camping is available onsite on club grounds.Limited spaces at $15 per night. Book by contacting Saratoga sailing club. The club toilets and showers will be left open overnight for campers’ use. A refrigerator is also available in the clubhouse for storage of food etc.Gates open Friday evening on request . Phone 0434087285 or 0405124400. Canteen: SSC has a canteen that will be open for lunches each day and tea/coffee at other times. SSC does have a liquor license and can provide a wide range of beverages. Food is also available at outlets at nearby Saratoga village shops and Davistown cafes, Evening social events may be organised at nearby hotels and clubs, if entrants request. Location: SPASC is located at the northern end of Lake Macquarie. It may be reached from the south and north by taking the Toronto turnoff from the M1 and continuing until Toronto. Turn left at Carey St lights and continue along till you reach The Esplanade (at large roundabout at the end of Five Island Bridge). Turn right here and then the next right into Park Rd. Turn left at the next small roundabout and follow road thru the carpark to SPASC. Pg 14 Rigging/Launching Area: SPASC has a large parking and rigging area. There are 2 ramps adjacent to the clubhouse to launch and retrieve boats. Vehicles will be available to help your boat access the ramps. Alternative launching facilities are available at Cockle Creek and Marmong Point marina. A jockey wheel should attached to your trailer. Boat Storage: Boats may be stored at the club overnight at your own risk. You may choose to trailer your boat each night or anchor it near the club. There is plenty of anchoring room, but pleased be advised to bring heavy anchor and tackle as the club is exposed to the southerly winds. Accommodation/Camping: There are several accommodation options nearby, see link below. (Camping is available onsite on club grounds. 10 sites are available at $30 per site per night. Book or enquire by contacting Glenn Nolan on 0438481590 or [email protected]. The club toilets and showers will be left open overnight for campers’ use. A refrigerator may also be available in the clubhouse for storage of food etc. Canteen: SPASC has a canteen that will be open for lunches each day and tea/coffee at other times. SPASC does not have a liquor license but entrants are invited to BYOG. Food is also available at outlets at nearby Warners Bay, Boolaroo and Speers Point Park. Other: SPASC is enclosed by Speer Point Park which features plenty of activities for non-sailing family members, such as an open-air Olympic pool complex, parklands, jetty and a large enclosed children’s playground. Evening social events may be organised at nearby hotels and clubs, if entrants request. A presentation ceremony will be held in the SPASC clubhouse as soon as possible after the completion of the last race of the regatta. All are welcome. Treasurer's report: Held over to next meeting Australian Association AGM Report Apologies from NSW Bill Gamble, Keith Watson, Lyn & Gwen Bradford, Geoff Walsh, Neil Bilsborough, David & Janet Boult- 2 NSW members present with 2 proxies. Motion to remove sail restriction form measurement form After discussion from Bobby Knights, Brian Crawley, Lee Killingworth and few members the vote was taken. 26 Votes for 50 votes against motioned defeated. The members realise that the aim is make cheaper sailing for the members but most feel that deleting the whole rule will provide to much freedom that will disadvantage some people. Brian suggested that the rule should be changed to allow cheaper sails to be used without opening it up to exotics. Election of officers All officers were returned except Bobby Knights. Helen Doyle was elected Vice President as the President Brian might be unavailable next year and the VP would take over. A VP located in Victoria would make this task easier. Restructuring of Australian Committee Election procedures. Mike Simpson suggested that a new process be introduced to rotate the duties of the Australian Committee to each of the states on a regular basis. Each of the States would be asked in turn to take on the duties of the Australian Committee for a maximum duration of one year. At the completion of this year the duties would be transferred to the next state in turn. This would mean that every 5 years each state would be required to perform the functions performed by the Australian Committee. Any longer terms would mean that ten years could pass before a particular takes on the Australian Committee role thus increasing the likelihood of states not being confident or motivated to perform this role. The current Access program makes the registrars job a lot easier and if the Australian Role is restricted to Administering the Association along the lines of the current constitution then not a lot of work is involved. Requirements for taking on this role are; Computer that can run Windows Office 97, Access 98 Software, access to the World Wide Web and reasonable computer expertise. Pg 23 Minutes continued:

2000 Australian Championships at Rye on 5/1/2000 to 12/1/2000 Two tractors will be available to launch boats but these will be shared with the RL 24 fleet. Optional access is via the public ramp. Boats stored on the grass near the club will require security and this is being arranged. Camping permits will be issued in September. Notice of race will be put on the NSW Hartley Web Site. 2001 Australian Championships at Queensland in 2001 A Queensland Club has tendered an application to run the 2001 Australian Championships but there is still some concern about getting a formal Queensland Association to organise the event. NSW would not be a viable back up venue and so efforts will be made to make Queensland work. 2002 Australian Championships wiU be run in NSW

Tillerscope report Permission was obtained from Sydney Afloat to reprint one of their articles. Two whisker poles, One mast and a little boom has been sold. BYRA's 5Otb Anniversary will be held in November and all Hartley's are invited to attend the Lion Island Race on 27 November 1999.

Web Site Report The Australian Hartley TS 16 membership application has been placed on the web site allowing people to print the form and send it in directly to the National Registrar. The Queensland State Titles Notice of Race has been added to the site. NSW boats are invited and it would be wise to check if you can win trophies.

The Cruising Yacht Club of Australia has moved towards implementing the majority of the recommendations released by the 1998 Sydney to Hobart Race Review Committee. The CYCA established the Review Committee in the wake of the 1998 Sydney to Hobart Race in which six yachtsmen died tragically at sea as one of the worst storms in the 54 year history of the 630 nautical mile race battered as the 115 boat fleet headed into Bass Strait. Seven were abandoned, five subsequently sank and, in a major search and rescue operation, 55 crew members were rescued by helicopters and surface vessels. The Report, covering 180 pages, plus appendices, is the result of almost six months work by a committee of experienced ocean racing yachtsmen, headed by Past Commodore Peter Bush. Summarising the key findings and recommendations, Bush says: “No one cause can be identified as being responsible for the 1998 Sydney Hobart Yacht race fleet becoming involved in multiple incidents on 27 and 28 December 1998. As a result, there is no single change that can be identified for the future running of the Race that could preclude the repeat of such incidents. “However, there is a series of incremental changes, that while on their own may appear of little significance, will together have a substantive and lasting impact on the organisation, running and safety of the event. These changes include a range of issues such as administration (processes and procedures), safety (education and equipment), communications and weather (forecasting and education). Describing the report as one of the most comprehensive and probably far-reaching investigations ever made by a yacht club into every aspect of conducting a long ocean yacht race, CYCA Commodore Hugo van Kretschmar said today that the recommendations will be reflected in the Notice of Race for the 1999 Telstra Sydney to Hobart Yacht Race. "The report makes many recommendations to change various aspects of race organisation, preparation of yachts and their equipment, and the required preparedness of crews, and the eligibility of both yachts and crew," Commodore van Kretschmar said. Significant changes to be implemented for the 1999 Telstra Sydney to Hobart Race will include: • Increase in required experience of the crew, with no crew to be under the age of 18. • Compulsory safety equipment to include the more accurate 406 Emergency Position Indicating Beacons (EPIRBs) in place of the present 121.5/243 EPIRBs, plus additional EPIRBs for each liferaft. • Personal safety equipment to include personal strobes or high density lights and dye markers and a replacement time of seven years for safety harnesses. • Introduction of qualifying races, with a 200 nautical mile offshore passage by new boats. In New South Wales the qualifying race will be a Cabbage Tree Island Race, in Tasmania the Maria Island Race, in Victoria a Bass Strait Race. • Adding a weather forecaster to the Race Control Centre in Hobart to issue specific "layman’s" forecasts to the fleet through the Radio Relay Vessel, hopefully including reports from Bass Strait oil rigs. • Compulsory reporting of strong winds (above 40 knots) and wave heights by competing yachts. • A compulsory situation assessment and report by the skipper of each yacht when abeam of Green Cape (on the Far South Coast of New South Wales) as to the capability of the boat and crew to continue in the race after acknowledging that the boat has received the latest weather information available at that stage. • Compulsory attendance at weather, safety and search and rescue seminars for 30% of the crew of each yacht. • Competing yachts are now required to have an IMS (International Measurement System) certificate to certify stability compliance with International Category 1, whether they race under IMS, IR2000 (previously Channel Handicap System) or PHS (Performance Handicap System). • The CYCA will apply a more stringent and formal protocol to scrutinise each entry to ensure that stability, seaworthiness and crew experience are complied with. • Race communications will be improved, including upgrading of radio transmission facilities at the Royal Yacht Club of Tasmania, upgraded of marine radio and satellite telephone equipment aboard the Radio Relay Vessel. Each yacht will also be required to carry a hand held VHF radio as a final resort for communication in a search and rescue situation. While the Review Committee’s report did not uncover any evidence to raise major concern at yacht construction in light of the 1998 Sydney to Hobart, the Offshore Racing Council’s Technical Committee will be asked to review the design and construction of decks, hatches and windows. The Australian Federation will be asked to review the construction, colour and equipment of life rafts. Explaining the Review Committee’s recommendations on search and rescue operations, Committee Chairman Peter Bush said that searching aircraft had had difficulty in separating and identifying the many EPIRBs which had been activated at the height of the storm. As a result, the Review Committee had recommended, and the CYCA had accepted, that all yachts must have the more precise 406 MHz EPIRBs as compulsory equipment for the 1999 Sydney to Hobart. One additional EPIRB must be carried for each liferaft, either packed or stowed on board. The manner of death of the six sailors that lost their lives will be determined by the NSW State Coroner at a Coronial Inquest at a date to be announced. Pg 25

Our “Land Cruise” on Sunday 22nd August – the Iron Cove Walk – was organised by Katy & Mina Caponas.

A group of 11 met at 11 at the Drummoyne Rowing Club and in true Hartley cruise time, set off around 11.20 proceeding to Rod Point, where it was intended to have lunch. However it was voted “too early” so the group, minus two, set off for the park on the opposite side of the bay, arriving around 1pm where lunch was consumed then through the Gardens of Rozelle hospital. Back across the bridge to Birkenhead, where copious quantities of sticky date pudding with lashes of ice cream & cream & coffee were consumed.
