Greater Egg Harbor Regional High School District GREATER EGG HARBOR REGIONAL HIGH SCHOOL DISTRICT MINUTES OF REGULAR MEETING September 28, 2020 The regular meeting of the Greater Egg Harbor Regional High School District Board of Education was called to order by President Carol Houck at 7:00 P.M. on the above date in the Library of the Absegami, 201 S. Wrangleboro Road, Galloway, New Jersey. Secretary Grossi read the following statement: This is to advise those present at this meeting of the Board of Education of the Greater Egg Harbor Regional High School District, in the County of Atlantic, that adequate notice has been given of this meeting as required by the provisions of Chapter 231 of the Laws of 1975; that notice thereof has been forwarded for publication in the District official newspapers, posted in the Absegami, Oakcrest and Cedar Creek High Schools, and forwarded to all of the Clerks of the municipalities within this school district within the time required by said Act. Present: Michael Baldwin, Peggy Capone, Darrell Edmonds, Anne Erickson, Lois Garrison, Margaret Guenther, Carol Houck, Greg Kehrli and Brian Sartorio Also Present: John J. Keenan, Superintendent; Thomas P. Grossi, Business Administrator/Board Secretary and Louis J. Greco, Solicitor (by phone). On motion by Guenther, seconded by Erickson, recommending approval of Minutes minutes of the following meetings: September 14, 2020 – Regular September 15, 2020 – Special September 15, 2020 – Executive September 21, 2020 – Special September 21, 2020 – Executive September 22, 2020 – Special September 22, 2020 – Executive September 24, 2020 – Special September 24, 2020 – Executive Upon Roll Call Vote – Vote (Yes) Baldwin, Capone, Erickson, Guenther, Houck and Kehrli. Vote (Yes) Edmonds, Garrison and Sartorio on September 14, 2020 Vote (Abstain) on all others. Motion approved. This report is in agreement with the Treasurer's records A149. This approval Report is required within sixty (60) days for Board Action. Pursuant to N.J.A.C. 6:20-2.12(d)(e), we certify that as of July 31, 2020, the Board secretary's monthly financial report (appropriations section) did not reflect an over expenditure in any of the major accounts or funds, and based on the appropriation balances reflected on this report and the advice of district officials, we have no reason to doubt that the district has sufficient funds available to meet its financial obligations for the remainder of the fiscal year. Exhibit B-1 Approve budget transfers, school year, 2019-2020 in accordance with Budget NJAC 6:20-2:13 and Chapter 196 Laws of 1967 for June 2020. Exhibit B-2 Transfer Approve budget transfer, school year, 2020-2021 in accordance with Budget NJAC 6:20-2:13 and Chapter 196 Laws of 1967 for July 2020. Exhibit B-3 Transfer Approve tuition contract to pay Egg Harbor Township School District for Tuition the following student(s), eligible under ESSA Education Stability, attending Contract school in Egg Harbor Township School District. Greater Egg Harbor Regional High School District is the district of residence. Tentative per diem tuition rate $85.10, prorated for days attending. Shelter Approve to contract Nursing Services from Susan Zaczynski, Nurse, for Nursing students enrolled at Pilgrim Academy in Galloway NJ (nonpublic school) from Services July 1, 2020 to June 30, 2021. Payment for services will be made with Nonpublic State Aid Nursing funds for Basic Nursing Services, including Creation or update of student health records, Assist with medical examinations, immunizations, audiometric screening, scoliosis exams and concussion testing. Payment amount not to exceed $ 8,330.00. MINUTES OF REGULAR MEETING Page 4 September 28, 2020 Approval to dispose of the attached list of equipment per Policy 7300. Dispose The equipment is no longer safe and/or is unusable. Exhibit B-7 of Items Upon Roll Call Vote – Vote (Yes) Capone, Edmonds, Erickson, Garrison, Guenther, Houck, Kehrli and Sartorio. Vote (Abstain) Baldwin on Tax Shelter, Vote (Yes) on all others. Motion approved. TRANSPORTATION AGENDA Mrs. Capone had a question on Joint Transportation Agreement that Mr. Grossi and Mr. Keenan addressed. On motion by Guenther, seconded by Erickson, recommending approval of the following: Approve the joint transportation agreement between Greater Egg Harbor Transportation Regional High School District and Cape May County Special Services School Agreement District (CMCSSSD) for the 2020/2021 school year. The joint agreement involves the transport of one CMCSSSD student to Y.A.L.E. School, Atlantic (Route YL-A1) for a total cost of $14,142.60. The transportation cost will be the responsibility of Cape May County Special Services School District. Approve the joint transportation agreement between Greater Egg Harbor Joint Regional High School District and Egg Harbor Township School District for the Transportation 2020/2021 school year. The joint agreement involves the transport of the Agreement following Egg Harbor Township School District students: 5 students to Hess & Shaner Schools (Route HT-13) - $30,510.00 2 students to Reeds Road School (Route SP1P) - $1,674.00 5 students to Coastal Learning Center (Route COA3) - $78,300.00 6 students to Y.A.L.E. The joint agreement involves the transport of the following Folsom School District students: 1 student to HollyDell School (Route HDELL) - $70,293.60 1 student to Mullica Elementary Schools (Route MT-FSD) - $31,311.00 2 students to ACSSSD (Route ACSSSD4) - $36,575.10 1 student to Y.A.L.E. School, Atlantic (Route YL-A1) - $14,142.60 5 students to Camden Co Technical Schools (Route CCTS) - $45,806.40 2 students to Warren E Sooy School (Route WES) - $31,860.00 1 student to Bankbridge Regional School (Route BBRE2) - $21,240.00 1 student to Y.A.L.E., Camden Co College (Route YL-CCC) - $24,030.00 1 student to Y.A.L.E. The joint agreement involves the transport of the following Hammonton School District students: 2 students to Pineland Learning Center (Route PIN-LC1) - $41,580.00 1 student to Bankbridge Development Center (Route BDC) - $35,971.20 8 students to ACSSSD (Route ACS-GE8) - $78,120.00 1 student to Bankbridge Regional School (Route BBRE2) - $21,240.00 1 student to Y.A.L.E. School, Southeast (Route YL-SE) - $20,340.00 1 student to Reeds Road School (Route RR-J) - $19,474.00 The transportation costs will be the responsibility of Hammonton School District. Approve the joint transportation agreement between Greater Egg Harbor Transportation Regional High School District and Northfield School District for the 2020/2021 Agreement school year. The joint agreement involves the transport of two Northfield School District students to Y.A.L.E. School, Atlantic (Route YL-A) for a total cost of $46,244.70. The transportation cost will be the responsibility of Northfield School District. Approve the quoted contract between Greater Egg Harbor Regional High Quoted School District and Loyalty Bus Transportation. Transportation is needed for one Contract Egg Harbor Township School District student to Davenport School. The route (EHT-V) will run September 16, 2020 through May 20, 2021 at a cost of $125.00 per diem for a total cost of $19,500.00. The transportation cost will be the responsibility of Egg Harbor Township School District.

Benchmark a school's performance against other peer schools that are educating similar students, against statewide outcomes, and against state targets to illuminate and build upon a school's strengths and identify areas for improvement. Improve educational outcomes for students by providing both longitudinal and growth data so that progress can be measured as part of an individual school's efforts to engage in continuous improvement. While the New Jersey School Performance Reports seek to bring more information to educators and stakeholders about the performance of schools, they do not seek to distill the performance of schools into a single metric, a single score, or a simplified conclusion. Instead, the intention is that educators and stakeholders will engage in deep, lengthy conversations about the full range of the data presented As educators know well, measuring school performance is both an art and a science. While the School Performance Report brings attention to important student outcomes, NJDOE does not collect data about other essential elements of a school, such as the provision of opportunities to participate and excel in extracurricular activities; the development of non-cognitive skills like time management and perseverance; the pervasiveness of a positive school culture or climate; or the attainment of other employability and technical skills, as many of these data are beyond both the capacity and resources of schools to measure and collect well.

There are two opportunities to address the members of the Board. The Board values and welcomes comments and opinions from residents as long as remarks are not personal or discourteous. The public comment portion of the meeting allows the Board to listen to community members and to hear their opinions on school policy and operations. The first public portion is reserved for persons wishing to speak about agenda items only. The second opportunity, following the action items, is when residents may address the Board on any school-related issue.
