Greater Egg Harbor Regional High School District GREATER EGG HARBOR REGIONAL HIGH SCHOOL DISTRICT MINUTES OF REGULAR MEETING November 18, 2019 The regular meeting of the Greater Egg Harbor Regional High School District Board of Education was called to order by President Carol Houck at 7:00 P.M. on the above date in the Multi-Purpose Room of the Oakcrest High School, 1824 Dr. Dennis Foreman Drive, Mays Landing, New Jersey. Secretary Grossi read the following statement: This is to advise those present at this meeting of the Board of Education of the Greater Egg Harbor Regional High School District, in the County of Atlantic, that adequate notice has been given of this meeting as required by the provisions of Chapter 231 of the Laws of 1975; that notice thereof has been forwarded for publication in the District official newspapers, posted in the Absegami, Oakcrest and Cedar Creek High Schools, and forwarded to all of the Clerks of the municipalities within this school district within the time required by said Act. Present: Mmes. Capone, Carr, Erickson, Garrison, Guenther and Houck Messrs. Baldwin, Kehrli and Sartorio Also Present: Mr. John J. Keenan, Superintendent; Mr. Thomas P. Grossi, Business Administrator/Board Secretary and Cameron Morgan, Solicitor. MINUTES OF REGULAR MEETING Page 2 November 18, 2019 On motion by Guenther, seconded by Erickson, recommending approval of Minutes minutes of the following meetings: October 21, 2019 – Special October 21, 2019 – Executive #1 October 21, 2019 – Regular October 21, 2019 – Executive #2 Upon Roll Call Vote – Vote (Yes) Baldwin, Erickson, Guenther, Houck and Kehrli. Vote (Abstain) Garrison on Executive #2, Vote (Yes) on all others, Vote (Abstain) Capone and Sartorio. Motion approved. SPECIAL PRESENTATION Scott Parker introduced New Jersey Exemplary Educator Recognition of Ms. Erin Sharpe, Cedar Creek Science Teacher. Mr. Keenan made comments. On motion by Erickson, seconded by Baldwin and duly approved, the following Resolution was adopted: RESOLUTION OF THE BOARD OF EDUCATION OF THE GREATER EGG HARBOR REGIONAL HIGH SCHOOL DISTRICT TO PERMIT DISCUSSION OF SUBJECTS IN CLOSED SESSION RESOLVED: At a public meeting of the Board of Education held on Executive Session November 18, 2019, that pursuant to sections 7 and 8 of the “Open Public Meetings Act”, the following subjects be discussed in a session of the Board of Education closed to the public: 1) Negotiations 2) Personnel 3) Legal Update It is presently anticipated that the items mentioned in this Resolution can be disclosed to the public when a decision is made upon the same, and in personnel matters, with the consent of the employee. Upon Roll Call Vote – Motion approved. Meeting was adjourned to executive session at 7:08 p.m. Meeting reopened to the public at 7:35 p.m. MINUTES OF REGULAR MEETING Page 3 November 18, 2019 COMMITTEE REPORTS Negotiations Committee – Mrs. Carr gave update on negotiations for administrative groups. There is a meet and greet scheduled with the Teachers’ Association on December 4, 2019. Program Committee – Mrs. Guenther gave report on last meeting. Activities Committee – Mr. Sartorio gave report and Board discussed. Finance and Facilities Committee – Mrs. Garrison gave report. Mr. Keenan distributed list to the Board on the proposed referendum. Board discussed and Mr. Keenan made comments. BOARD MEMBER COMMENTS Board Comments Dr. Erickson commented on the Oakcrest play “Rumors” - it was great. Dr. Erickson attended the New Jersey School Boards Association Board of Directors meeting. Dr. Erickson noted the New Jersey School Boards Association Delegate Assembly is coming up. Dr. Erickson went over upcoming county meetings and other New Jersey School Boards Association events. Mrs. Capone talked about New Jersey School Boards Association training at the workshop. Mrs. Garrison noted that the Cedar Creek play is this weekend – “Making It” Mr. Baldwin stated he was on a panel of veterans at Absegami High School on November 4, 2019. Mr. Baldwin also noted he attended the Galloway Veterans Day Celebration on November 11, 2019. The Oakcrest High School ROTC presented colors. Meeting was opened to the public for comment at 8:16 p.m. Public Comment Marie Cavalier – Oakcrest High School parent discussed HIB report. Mr. Keenan explained process. (Attachment I-2) Attendance Report (Attachment I-3) Fire and/or Emergency Drills were held in the month of October, 2019 as listed below: Absegami High School Security: October 19, 2019, 7:45 a.m. to 8:09 a.m.-Evacuation Fire: October 9, 2019, 1:49 p.m. to 1:54 p.m. Cedar Creek High School Security: October 22, 2019, 7:55 a.m. to 8:05 a.m.-Lockdown Fire: October 24, 2019, 11:30 a.m. to 11:35 a.m. Oakcrest High School Security: October 17, 2019, 10:14 a.m. to 10:24 a.m.-Lockdown Fire: October 31, 2019, 9:20 a.m. to 9:24 a.m. BUSINESS AGENDA Mrs. Capone had questions on M-1 Worksheet that Mr. Grossi addressed. On motion by Garrison, seconded by Erickson, recommending approval of the following: Approve the report of The Secretary A148 for the period ending Secretary’s September 30, 2019. This report is in agreement with the Treasurer's records Report A149. This approval is required within sixty (60) days for Board Action. Pursuant to N.J.A.C. 6:20-2.12(d)(e), we certify that as of September 30, 2019. The Board secretary's monthly financial report (appropriations section) did not reflect an over expenditure in any of the major accounts or funds, and based on the appropriation balances reflected on this report and the advice of district officials, we have no reason to doubt that the district has sufficient funds available to meet its financial obligations for the remainder of the fiscal year. Exhibit B-1 Approve budget transfers, school year, 2019-2020 in accordance with Budget NJAC 6:20-2:13 and Chapter 196 Laws of 1967 for September 2019. Exhibit B-2 Transfers MINUTES OF REGULAR MEETING Page 5 November 18, 2019 Approve October 2019 Budget Bills, as per computer printout, in the Budget Bills amount of $8,144,127.49. Exhibit B-3 Approve October 2019 Purchase Orders, as per computer printout, in the Purchase amount of $3,515,630.16. Exhibit B-4 Orders Be it Resolved by the Board of Education of the Greater Egg Harbor Conflict Regional High School District, in the County of Atlantic and State of New Jersey, Attorney that Matthew Giacobbe of Cleary, Giacobbe, Alfieri, Jacobs, LLC be and is hereby appointed Conflict Attorney of the Board of Education from November 1, 2019 through June 30, 2020. Further Resolved that the President and Secretary of this Board of Education be and they are hereby authorized and directed to execute and deliver an agreement with Matthew Giacobbe of Cleary Giacobbe Alfieri Jacobs, LLC as Conflict Attorney of this Board of Education, in accord with appointment heretofore made. Exhibit B-5 Approve to contract Title 1 Supplemental Tutorial services from Lauren Tutorial Ciseck and John Clements; for Title 1 eligible GEHR students enrolled at Holy Services Spirit High School in Absecon NJ (nonpublic school) from July 1, 2019 to June 30, 2020. Supplemental Tutorial: $ 30.00 per hour. Approve to contract Nursing Services from Susan Zaczynski, Nurse, for Nursing students enrolled at Pilgrim Academy in Galloway NJ (nonpublic school) from Services July 1, 2019 to June 30, 2020. Payment for services will be made with Nonpublic State Aid Nursing funds for Basic Nursing Services, including creation or update of student health records, assistance with medical examinations, audiometric screening, scoliosis exams and concussion testing. Amount not to exceed $ 8,730.00. Per pupil entitlement: $ 97.00. Maximum students budgeted: 90. Approve tuition contract to bill Atlantic City Public School District for the Homeless following student(s) eligible under McKinney-Vento Act, attending school in Contract Greater Egg Harbor Regional High School District. Tentative per diem tuition rate $91.67, prorated for days attending. Benchmark a school's performance against other peer schools that are educating similar students, against statewide outcomes, and against state targets to illuminate and build upon a school's strengths and identify areas for improvement. Improve educational outcomes for students by providing both longitudinal and growth data so that progress can be measured as part of an individual school's efforts to engage in continuous improvement. While the New Jersey School Performance Reports seek to bring more information to educators and stakeholders about the performance of schools, they do not seek to distill the performance of schools into a single metric, a single score, or a simplified conclusion. Instead, the intention is that educators and stakeholders will engage in deep, lengthy conversations about the full range of the data presented As educators know well, measuring school performance is both an art and a science. While the School Performance Report brings attention to important student outcomes, NJDOE does not collect data about other essential elements of a school, such as the provision of opportunities to participate and excel in extracurricular activities; the development of non-cognitive skills like time management and perseverance; the pervasiveness of a positive school culture or climate; or the attainment of other employability and technical skills, as many of these data are beyond both the capacity and resources of schools to measure and collect well.
