Using an exhaustive measure of political learning, and thanks to the use of panel data, it shows that at least some of the otherwise ‘inattentive citizens’ were able to learn about politics during the Spanish general election campaign in December 2015. This group predominantly comprised women, the poorly educated, and especially those with low motivation. From all the media outlets analyzed here, we conclude that it was the information disseminated on TV infotainment that was most successful in promoting learning to a section of the typical ‘have-nots’. Significantly, TV infotainment contributed the most to learning facts about the new political parties entering the electoral competition.     MANIFESTO ABOUT CORRUPTION IN THE SPANISH JUDICIAL SYSTEM Mario Conde (President of Banesto, one of the biggest Spanish banks during the 1980s) in his first book “The System: My experience in the power” (1994), described his experiences on illegal relationships between the financial system, the government, the media and the judicial system, creating a corrupted system, allegedly criminal. Along the history of Spanish democracy, the collusion between the ruling class and certain business sectors highly regulated is well known, mainly with the financial system and the telecommunications and electricity companies. In 2015, Mr Bárcenas (ex-senator and PP’s ex-treasurer) said: “Mafia and politics are the same thing”. In Italy and in Spain, politicians are known as “La Casta” (The Breed), a name that evokes Mafia. In the Spanish parliament itself, at the State of the Nation debate session on February 24th, 2015, a member of the congress called the President, Mariano Rajoy, “Capo” (head of the Mafia). On March 11th, 2015, at a TV program, the congresswoman Irene Lozano said: “We are governed by a Mafia that doesn’t care about the general interests of the Nation, but just about its own. The journalist Iñaki Gabilondo talked about “institutional Mafia” in a video on his blog http://blogs.elpais.com/la-voz-de-inaki/ on March 10th, 2015. On March 13th, 2015 the democratic President of Venezuela described the Spanish Prime Minister as a dictator. It´s worth recalling King of Spain´s authoritarianism when, on November 10th, 2007 he blurted to the democratic Prime Minister: Why don’t you shut up? This authoritarianism is usual among Spanish public authorities and it is the basis of their regular excesses and of the violation of citizens’ human rights.

    BIOGRAFÍAS DE LOS PARTICIPANTES Palabras de bienvenida Diego Carcedo. Presidente de la Asociación de Periodistas Europeos Diego Carcedo, presidente de honor Internacional de la Asociación de Periodistas Europeos (AEJ) y de su sección española (APE). Es licenciado en Ciencias de la Información y Periodista. En 1975 ingresa en TVE como redactor y enviado especial de los Servicios Informativos y forma parte del equipo del programa “Los Reporteros”, del que fue director durante un año. Fue corresponsal en Portugal y Nueva York entre los años 1978 y 1989. A principios de 1989 fue nombrado director de los Servicios Informativos de TVE y en octubre de 1991, director de Radio Nacional de España, cargo que simultaneó con el de Gerente de Relaciones Internacionales de RTVE. Desempeñó la dirección de RNE durante cerca de seis años. En esa etapa se completó la Red de Emisoras de la cadena pública, se creó el canal Radio 5 Todo Noticias y el programa Los Desayunos de Radio 1, del que fue director y copresentador. Fue nombrado por el Senado Consejero de Administración de RTVE. Actualmente compatibiliza sus labores periodísticas como editorialista, columnista y contertulio con las de presidente de la APE. Pelayo Bezanilla. Director de Asuntos Públicos, Comunicación y Sostenibilidad de Coca–Cola Periodista de formación, ejerció este oficio durante nueve años como redactor de Política y Economía en el diario La Tercera y la revista Qué Pasa. Abandonó la redacción por la gerencia de la Asociación de Productores de Cerveza de Chile. Después vendría la subdirección de la Secretaría de Comunicaciones del Gobierno de Sebastián Piñera entre 2010 y 2012.
