Uige – River Nzadi bridge 18 m-long and 4 m-wide near the locality of Kitela, north of Songo municipality destroyed during civil war and currently under rehabilitation (news 7/10/2016).

Road Details

Luanda The Government/MPLA is committed to build 1,100 km of roads in addition to 2,834 km of roads built in 2016 and planned rehabilitation of 7,083 km of roads in addition to 10,219 km rehabilitated in 2016. The Government goals will have also the support from the credit line of the R. of which will benefit inter-municipality links in , Uige, , Cuanza Norte, Cuanza Sul, , and Bié provinces. Zaire Luvo bridge reopened to trucks as of 15/11/2017, this bridge links the municipality of Mbanza Congo with RDC and was closed for 30 days after rehabilitation. Three of the 60 km between MCongo/Luvo require repairs as of 17/11/2017. For more information please visit the Website of Agencia Angola Press. Works of rehabilitation on the road nr, 120 between Mbanza Congo (province Zaire) and the locality of Lukunga (province of Uige) of a distance of 111 km are 60% completed as of 29/9/2017. Bengo /Luanda road was under rehabilitation (EN 100) and apparently with positive feedback from drivers as of 18/02/2017. INEA informed the beginning of works on the road EN 100 from (Province of Bengo) to (Province of Benguela), as of 18/6 /2017.

Namibe The second largest bridge of the Province and fourth in the country is located on the road (EN280) over the river Giraul. The bridge is 8 m high and 605 m long and links to Huíla province (news 13 March/2016). Bridge Location

Cuanza The rehabilitation/asphalt started in August 2016. In Feb/2017 rehabilitation of 35 km between Gabela/ was ongoing. The Sul project was estimated to cost USD 26 million with a time frame of 12 months. 95 km of the road (EN 120) between the municipalities of , and , in the province of Cuanza Sul, started to be rehabilitated as of 16/10/2017. The road link (30 km) between Gabela/, (province of Cuanza Sul) is benefiting an upgrade since Jan/2017.

Benguela Rehabilitation of Route EN 100 Luanda Benguela was expected to be completed August 2017 with 11 m wide and 2 road lines. Cannot confirm actual road status.

Huambo 95 km of the road (EN 120) between the municipalities of Londuimbali, Huambo province and Cassongue, in the province of Cuanza Sul, started to be rehabilitated. (News from 16/10/2017). The rehabilitation of the road (EN) 354, between , municipalities of , and Caála in the province of Huambo and in the road (EN 354) will allow direct link between the cities of (province of Huila) and Huambo (province of Huambo in a tima frame planned for 12 months as of July 2017. The project includes the construction of 4 bridges on the river Cali with a length of 81,10 m and 11,80 metros wide, river of 12,10 m/length, river Luvuvo, of 16,10 m/length and 11.8 m/wide and on the river Cuando, with 82,50 m/length and 11,80 m wide.

Bie The earthworks for subsequent asphalting on the road nr. 250 between Cunje (kuito) and the municipality of , (71 km) are expected to end in 2017. News of 20/11/2017 reports that still 4,250 km of road to improve in the Province. In the year of 2016 the province government built 7 concrete bridges plus the roads between and Nharea, the roads of Camacupa, and including rehabilitation of bridges crossing in addition was built the hydraulic gateway on the road (EN 250) making accessible the municipalities of Andulo, Nharea, , Camacupa and Cuemba. Huila The rehabilitation of the road (EN) 354, between Cusse, municipalities of Caconda, Cuima and Caála in the province of Huambo and between in the road (EN 354) will allow direct link between the cities of Lubango (province of Huila) and Huambo (province of Huambo in a tima frame planned for 12 months as of July 2017. The project includes the construction of 4 bridges on the river Cali with a length of 81,10 m and 11,80 metros wide, river Calai of 12,10 m/length, river Luvuvo, of 16,10 m/length and 11.8 m/wide and on the river Cuando, with 82,50 m/length and 11,80 m wide.

Cunene The new bridge which links Ondjiva with Lubango was completed (budget 29 million USD) with 880 m length/11.64 m wide. This bridge over the Cunene river is the biggest in country in length. Also in this province was rehabilitated 108 km of the road (EN 105) which connects Ondjiva to Humbe, completed in 34 months with a cost of 70 million USD.

Cuando The link between Rep. of and Angola through Cuando Cubango, is closed as per news dated 03/2017 due to opening of a Cubango ravine on the road (EN 140) in the commune of , 135 km from , province capital. For more information please visit the Website of Agencia Angola Press.

Moxico Planned building in 2016 of 1 bridge on the route EN 180 between provinces of Lunda Norte/Lunda Sul and . News dated 20/06 /2017 confirmed that rehabilitation of the road (EN 180) which links (33km to be rehabilitated) to Dala and Saurimo (20km to be asphated) to Luo (border with Lunda Norte), suspended since 2015 is now expected to be completed in 16 months from June/2017. This road EN 180 connects Lunda Norte, Luanda Sul and Moxico provinces.

Lunda The rehabilitation of short distances of the road (EN230) started in 2016 from Cabatuquila na comuna de Xandel (Malanje Probvince), Sul Xá-muteba (), até (Lunda Sul Provice), according to Instituto Nacional de Estrada de Angola (INEA), including building of 4 bridges between the provinces of Lunda Sul/Malanje/Cuanza Norte e Luanda, as well 1 bridge on the route EN 180 between provinces of Lunda Norte/Lunda Sul and Moxico. News dated 20/06/2017 confirmed that rehabilitation of the road (EN 180) which links Saurimo (33km to be rehabilitated) to Dala and Saurimo (20km to be asphated) to Luo (border with Lunda Norte), suspended since 2015 is now expected to be completed in 16 months from June/2017. Lunda News dated 20/06/2017 confirmed that rehabilitation of the road (EN 180) which links Saurimo (33km to be rehabilitated) to Dala and Norte Saurimo (20km to be asphated) to Luo (border with Lunda Norte), suspended since 2015 is now expected to be completed in 16 months from June/2017. This road (EN 180) connects Lunda Norte, Luanda Sul and Moxico provinces.

Malange News dated 18/7/2017 report INEA began works on road (EN 120) Alto Dondo-bridge on river Keve, road (EN230) between Lucala and Malang and road (EN 321) between Maria Teresa/ Dondo.

Benguela As of news from 18/7/2017 INEA informed the beginning of works on the road EN 100 from Cabo Ledo (Province of Bengo) to Lobito (Province of Benguela)

NB: There are very few active road weighbridges in country, INEA does not provide (officially) the total list per location therefore, information collected was that INEA installed three weighbridges in national routes: Maria Teresa/Dondo, /Lubango e Panguila/Caxito. UN drivers have reported on three additional active weighbridges: Barra do and Barra do Kwanza near Cabo Ledo (); Municipality of (Huila Province).

There is a common agreement amongst transporters interviewed that Angola has not yet achieved sufficient road security, below some factors:

Conditions of the road range between fair and bad. Mainly common in the west, roads link towns along the coast, but the further east to the inland provinces the worse road deterioration gets. Bridges and weighbridges are a pivotal compliment for the road system in Angola however, the need of replacement of old structures or its rehabilitation has been slow and/or not up to speed as per the needs of the transport industry. Bridges, weighbridges and roads are not protected by regular inspection and rehabilitation, and above all the application of regulations related to e.g. axle load limits, therefore, being common to notice vehicles overloaded. Speaking with transporters while all aware of damages caused by overloading of trucks none knew the contents of the law and/or there is acknowledgement that non-compliance is general. Almost or non-existence of active road weighbridges nationwide has been acknowledged by the authorities however, no explanation available regarding reasons for the programme to set up 20 scales at strategic road links did not move forward. It is also worth to mention the public concern that perhaps quality of construction was not ascertained through rigorous and/or qualified inspection. Exacerbating all the problems is the long raining season which not only increases deterioration or slows down repairs, but often cuts-off circulation of trucks for long periods becoming almost normal to use alternative roads with double time travel and cost.
