3 History of Dollarization in Liberia23 1. Dollarization can be caused by a number of factors, including: (i) political instability and conflict; (ii) economic and financial instability; (iii) institutional arrangements, e.g. by according legal tender status to the foreign currency; and (iv) large donor flows. 2. The use of a foreign currency in an economy can lead to different types of dollarization. Bogetić (2000) defines full or official dollarization as a complete monetary union with a foreign country from which a country imports currency, making the foreign currency full legal tender and reducing its own currency, if any, to a subsidiary role. According to Baliño, Bennett, and Borensztein (1999), partial or unofficial dollarization occurs when residents hold a large share of their financial wealth in assets denominated in a foreign currency, even though that currency lacks the legal tender privileges of the domestic currency. Three types of dollarization are commonly identified: (i) financial dollarization: the substitution of local currency assets or liabilities for foreign currency assets or liabilities; (ii) transactions dollarization: the use of foreign currency for transactions; and (iii) real dollarization: the use of foreign currency for denominating prices and wages. All of these are present in Liberia, which is officially a dual currency regime with the Liberian dollar and U.S. dollar both being legal tender.4 While either currency can be used for any transaction, most economic activity takes place in U.S. dollars, including the payment of taxes and government expenditures. Currencies issued by other countries circulate freely in Liberia and bank accounts with Liberian banks can be maintained in them, but they are not legal tender.5 3.

Using panel error correction model (PECM) upon monthly data for the period 2003 M1 – 2015M5, results suggested that the bilateral exchange rate movements is a suitable to support the purchasing power parity (PPP) hypothesis. However, suggesting that there is long run relationship between exchange rates and relative prices in foreign courtiers by using panel cointegraion of Pedroni (1999, 2004), that can be interpreted by the validity of purchasing power parity for nine principle trade partners of Algeria. Key Words: (Algeria, panel cointegration, Purchasing Power Parity (PPP), panel error correction model (PECM) 1 I. Introduction: Since 1996, the Bank of Algeria (Central Bank) adopted the floating exchange rate regime after a long period from 1997 to 1996 characterized by a strong dominance of the reference to US dollars due to the particularity of Algerian economy, an economy based on exports of oil - 98percent of export revenues paid in US dollars and imports, rising continuously, paid in euro ((Kamel et al, 2014).

Yet, in light of the continuousreduction of the Algerian dinar against the euro in order to encourage exports and reduce imports. EspeciallythosebroughtfromEuropean Union, takingintoconsiderationAlgeria'sforeigntradesector, whichaccounts for more than 97% of its exportson fuel and denominated in US dollars and about two-thirds of imports come from the European Union and priced in euros. Therefore, the state chargedthe cost of differencesbetweencurrencies.Theco-integration test wasemployed to examine the relationshipbetween the Algerian trade balance and the Algerian dinar exchange rateagainst the euro. The studyconcludedthatthereis no long-termrelationshipbetween the Algerian trade balance and the dollar exchange rate for the euro, thisis due to the nature of Algeria'sforeigntrade, which relies mainly on the hydrocarbonsector. • Monetary Policy Regime of Namibia: a Comparison with Hong Kong
View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by KDI School Archives Monetary Policy Regime of Namibia: A Comparison with Hong Kong By Fenniyakweni Nangula Shangula THESIS Submitted to KDI School of Public Policy and Management in partial fulfilment of the requirements for the degree of MASTER OF PUBLIC POLICY 2011 Monetary Policy Regime of Namibia: A Comparison with Hong Kong By Fenniyakweni Nangula Shangula THESIS Submitted to KDI School of Public Policy and Management in partial fulfilment of the requirements for the degree of MASTER OF PUBLIC POLICY 2011 Professor Dongchul Cho II Abstract The purpose of this paper is to investigate the motivation of the application of a fixed peg exchange rate regime in Namibia and whether they are justified. The motivation for the topic springs from the fact that the 2008 Global Financial Crisis affected Namibia and her dominant partner, South Africa, differently and the monetary tools which Namibia could use to deal with the crisis were constrained because of the fixed exchange rate relationship with South Africa. Thus the question of whether Namibia should continue to exist in a fixed exchange rate relationship with South Africa was brought to the fore. The paper investigates the motives for maintaining the peg by exploring the historical context in which the regime was adopted and the current economic and political environment within which it operates. As the aim is to determine whether academic justifications for using a peg apply to Namibia, said justifications are explored. Furthermore, an investigation of the fixed peg exchange rate regime applied by Hong Kong is conducted, where the historical motivations for pegging the currency to that of the United States are explored as well as why the territory continues to use the same system up to the present.
