    The failure of the 2009 Protocols to establish and develop diplomatic relations between Armenia and Turkey has largely overshadowed the success of civil society organizations in advancing the normalization process over the past decade. This report aims to help address this imbalance through a detailed account Breaking the Ice: of the United States Department of State-funded “Dialogue-Building between Turkey and Armenia” project, implemented by the Global Political Trends Center (GPoT) of Istanbul Kültür University, Internews Network, Internews Armenia, the Yerevan Press Club and CAM Film between September 2010 and December 2011. Hints from the Obama administration memoirs – and other sources This paper discusses the reasons and processes that led the Obama administration to not recognize the Armenian Genocide. Although Barack Obama had promised he would do so during his presidential campaign of 2008, he never did once in office, despite many of his administration members, including Vice-President Joe Biden and Secretaries of State Hillary Clinton and John Kerry, having strong records in support of such a recognition. To investigate this hitherto poorly explored question, this paper uses primarily — although not exclusively — memoirs written by Barack Obama and members his administration, some of them addressing the issue directly, others dealing with it indirectly. This study fo- cuses on President Obama’s personal choice, and therefore responsibility, to not recognize the genocide, but also expands on the geopolitical determinants of this non-recognition (related mostly to the geostrategic importance of Turkey) as well as on its diplomatic aspects (involving particularly the argument that US recognition would hamper a hypo- thetical Turkey-Armenia rapprochement). Two episodes of possible presidential recogni- tion of the genocide will be particularly discussed; one in April 2009 (three months after Obama became president of the United States and coinciding with April 24, the anniver- sary of the genocide), and the other in 2015 (corresponding to its centenary).

Nowadays, there are more than 15 Armenian newspapers published in English in the USA (Hay Spyurq hanragitaran 2003: 76-85). Out of the great number of Diasporan newspapers three most interesting and reputable publications have been selected for this research and, as our investigation shows, the choice seems to be justified. It should be mentioned that at present the Armenian Marina Chalyan press in Diaspora is facing difficulties. As some leaders of political parties state, the majority of the Diasporan Armenians are not politicized and are mainly concerned with the problem of survival in the modern world. The younger generation, in particular, cares less about politics and gives preference to the electronic mass media. As a result, there is little demand for regular newspapers, the publication of which drops from year to year. Many of the Armenian newspapers are not able to cover their own expenses and are directly dependant on various charity contributions; they are financed by individuals or some private organizations. So, the editorial staff of many publications is obliged to apply to the owners of different restaurants, laundries, shopping centres and other companies with a request to finance one or the other series of publications, even the publication of certain articles or photo series. This makes the Diasporan media dependent on sponsors, who retain the right to impose their own taste, will and political views on the editorial staff.

Justified by the official narrative both as a response to the deportation and ethnic cleansing of Muslims from the Balkans and Russia and as a structural necessity to save the remains of the Empire, the last thirty years of Ottoman policies in the imperial territories that will be- come contemporary Turkey still remain a taboo.
