Olaylar ve Yorumlar yazımızda iki konu ele alınmıştır. Türkiye-Ermenistan ilişkilerine ilişkin birinci konu, soykırım iddialarının 100. yılı faaliyetleri arasında Ermenistan’ın Türkiye’den toprak talep etmesine temel teşkil etmek üzere bazı hukuki araştırmalar yapılmasına karar verilmiş olmasını incelemektedir. Ermenistan’ın Türkiye’den olası bir toprak talebi ciddi bir bunalıma yol açacağından bu konunun şimdiden yakından takibi gerekmektedir. Ele alınan ikinci konu soykırım iddialarıyla ilgilidir. Diaspora Ermenilerinin yoğun olduğu ülkelerde ve ayrıca Ermenistan’da soykırım iddialarına ilişkin faaliyetler Olaylar ve Yorumlar yazılarımızda her zaman yakından incelenmiştir. Ancak Diasporanın fazla güçlü olmadığı ülkelerde de bu tür faaliyetler yer almakta ve bunların da bilinmesinde yarar bulunmaktadır. Yazımızın “Bazı Ülkeler ve Uluslararası Gelişmeler” başlığı altında yirmi bir ülkede ve üç uluslararası kuruluşta soykırım iddialarına ilişkin faaliyetler anlatılmıştır. Doç. Dr. Emin Şıhaliev Ermenistan-Azerbaycan Çatışmasının yakın Geleceği: Barış, Savaş Yoksa Ateşkes mi? başlıklı yazısında Karabağ savaşının sonucu olarak Azerbaycan topraklarının %20’sinin işgal edilmiş olduğu 1994’ten beri Minsk Grubunun bu duruma bir çözüm bulmak çabalarının sonuç vermediği, Azerbaycan’ın gerekirse kuvvet kullanacağını bildirdiği, enerji kaynaklarından elde edilen gelirlerle askeri harcamalarını EDİTÖRÜN NOTU arttırdığı, bölgedeki güç dengesinin değiştiği, yeni bir savaş çıkması olasılığının belirdiği, Ermenistan’ın ise bu duruma Rusya ile askeri ve siyasi ilişkilerini arttırmakla cevap vermeye çalıştığı belirtilerek, Azerbaycan- Ermenistan anlaşmazlığının yakın geleceğinin barış, savaş yoksa ateşkes mi olacağı bazı varsayımsal senaryolar incelenerek belirlenmeye çalışmaktadır. İngiltere’nin Kafkasya Politikası ve Ermeni Sorunu (1917-1918) başlıklı yazısında Yrd. Doç. Dr. Tolga Başak Rusya’nın Birinci Dünya Savaşından çekilmesinden sonra “Hazar Koridoru”nun açık hale geldiği, diğer bir deyimle, Osmanlı ve/veya Alman güçlerinin Afganistan’a ve hatta Hindistan’a ulaşmalarının mümkün olduğu, bu durumun İngiltere’yi Doğu Anadolu ve Kafkasları savunmak için önlemler almak zorunda bıraktığı, bunun için Ermenilerin bölgede başvurabilecekleri ilk seçenek olduğu, silahlandırılan Ermenilerin Türk ve Almanlara karşı bir engel olarak kullanılmaya çalışıldığı, Ermenilerin bu rolü oynamaya razı olurken savaş sonrası için bazı taleplerde bulundukları ve İngiltere’den bağımsızlık vaadini aldıkları, ancak Ermenilerin kendilerinden bekleneni yerine getiremediği ve Türk ordusunun Doğu Ermeni Araştırmaları 5 2013, Sayı 45 Anadolu’yu ve ele geçirmesine ve Kafkaslarda ilerlemesini durduramadıkları, buna karşın bölgedeki Müslümanları

    AMNESTY INTERNATIONAL PUBLIC STATEMENT AI Index: EUR 54/001/2013 28 February 2013 Armenia: Authorities Must Investigate Election-Related Human Rights Violations Today, as thousands of Armenian citizens are gathering at the Freedom square in Yerevan to protest against election fraud, Amnesty International is calling the Armenian authorities to investigate election related human rights violations. International intergovernmental observers’ generally positive assessment of Armenia’s 18 February Presidential Election and the preceding campaign season should not be interpreted by Yerevan as to ignore reports of human rights violations related to elections. Amnesty International has received several reports of harassment including allegations of intimidation and use of force against voters and observers and is concerned that in some cases the Armenian authorities have failed to provide adequate protection and conduct prompt and adequate investigation into violations. A non-governmental international observer, Narine Esmaeili, stationed in polling station 17-5 in the town of Artashat during the 18 February Armenian Presidential election was physically assaulted and threatened by the polling station officials when protesting over alleged election violations. Narine Esmaeili reported that she had witnessed the group of 25-30 men walking into the station, surrounding the ballot box. The police officer guarding the station had ignored her request not to allow more than 15 persons to enter the polling station as it was in violation of voting rules. When she tried to protest, one of the men from the group pushed her against the wall and held her up with her hand pressed against each other, while polling station official cut open the ballot box seal to allow one of the men from the group to pour the bag full of ballots.

Aralık 2010 KAYSERİ i ii ÖNSÖZ 19. yüzyılın başlarına kadar Osmanlı Devleti içinde oldukça iyi koşullarda yaşayan Ermeni toplumu, 1789 Fransız İhtilali ile ortaya çıkan miliyetçilik düşüncesinin çok uluslu devletlerde yaşayan azınlıklar üzerindeki etkisi, Avrupalı devletlerin bu azınlıkları kendi politikalarında bir araç olarak kullanmaya başlaması ve Osmanlı Devleti’nin eski gücünü kaybetmesi gibi nedenlerle yüzyıllardır yaşadığı Osmanlı Devleti içindeki konumunu sorgulamaya başlamıştır. Bu sorgulama 1877–1878 Osmanlı Rus Savaşı’ndan sonra önce özerklik daha sonra ise bağımsızlık fikrine dönüşmüş ve bunu gerçekleştirmek için Osmanlı Devleti’ne karşı isyan etmeye başlamışlardır. 1890 Erzurum İsyanı ile başlayan isyanlar Birinci Dünya Savaşı sırasında techir edilmelerine kadar sürmüştür. Osmanlı topraklarında başlayan bu isyanlar sırasında Osmanlı–İran sınır bölgesinde bulunan İran Azerbaycanı toprakları Ermeni tarihçi Louise Nalbandian’ın ifadesiyle Ermeniler açısından adeta bir Mekke olmuştur. Kafkasya’dan ve Osmanlı topraklarından gelen isyancı Ermenilerle bunlara destek veren İran Ermenileri burada teşkilatlanmışlardır. Hatta Tebriz, Salmas ve Dilman’da silah fabrikaları ve atölyeler kurarak silah imal etmişler, bu silahları Anadolu’ya geçirerek isyanlara katılmışlardır.

    The failure of the 2009 Protocols to establish and develop diplomatic relations between Armenia and Turkey has largely overshadowed the success of civil society organizations in advancing the normalization process over the past decade. This report aims to help address this imbalance through a detailed account Breaking the Ice: of the United States Department of State-funded “Dialogue-Building between Turkey and Armenia” project, implemented by the Global Political Trends Center (GPoT) of Istanbul Kültür University, Internews Network, Internews Armenia, the Yerevan Press Club and CAM Film between September 2010 and December 2011. The Role of Civil Society and Media in Including an introduction that analyzes the current “frozen” state and historical background of Turkish- Armenian relations, Breaking the Ice: The Role of Civil Society and Media in Turkey-Armenia Relations presents the writings and reflections of the dozens of Turkish and Armenian journalists and students who participated in the project. In spite of the fact that more pragmatic revolutionaries attempted to convince the Armenian community that the Balkan model would not work for the Armenians because of demographic and geopolitical differences, the Armenian struggle for inde- pendence from the Ottoman Empire was waged in a way that was similar to the Balkan model. There is strong reason to believe that if the Armenians had had stron- ger British and Russian backing and constituted a slightly higher percentage of the population in the region of Eastern Anatolia that an independent Armenia would have emerged in Eastern Anatolia and Cilicia much in the same manner that an independent Bulgaria, Serbia, and Montenegro emerged in the Balkans.
