Planning and Highways Meeting Tuesday 08th February 2017 Sutton Coldfield Town Hall 7pm Present Cllrs D Allan (Chairman), L Allen, Horrocks, Long, Perks, Griffin (substitute for Cllr Ives) and Passey (substitute for Cllr Mackey). Under item 4(v) of the Town Council Standing Orders, the Acting Town Clerk advised Committee that for this meeting there would be two substitute Councillors, with voting rights. In Attendance Olive O’Sullivan - Acting Town Clerk, Mary Watkins - Administrative Assistant & Cllr Rob Pocock as a non-voting observer. There was five members of the public and no press present. The Chairman welcomed those present and invited questions from the public. Tony Willis, Chairman of Access Birmingham, raised concerns around facilities for disabled people in Royal Sutton Coldfield Town Centre. Mr Willis stated that Town Centre disabled toilet facilities were severely lacking and that the toilet located in the Gracechurch Centre was in need of alterations to make if fully accessible. Cllr Allan confirmed that these were privately owned by the Gracechurch Centre and that he would raise Mr Willis’ concerns direct with them. Mr Willis also commented that the disabled parking bays in Birmingham Road and Holland Street were in need of repainting as the unclear markings were leading to misuse. Cllr Allan confirmed that the Council have allocated a budget to improve toilet facilities and that this will be addressed by the Amenities Committee. He offered to raise concerns around road marking with Karl Randle, Birmingham City Council and report back to Mr Willis. Thomas and Charlotte from Deanery Primary School were in attendance, Cllr Allan congratulated them both on working towards their Junior Rotary Award. Thomas asked how many houses were to be built on green belt land in the new development. Cllr Allan confirmed that 6000 houses would be built on green belt land and that Royal Sutton Coldfield Town Council were opposed to the development. 44 Apologies for Absence The Town Clerk received apologies from Cllr Ives, Mackey and Puri. 45 Declarations of Interest There were no declarations made. 46 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Wednesday 11th January be signed as a true record of the meeting. Page | 1 Planning and Highways Minutes | Wed 11th January 2017 47 Matters Arising The Town Clerk advised Committee that she is still in discussions with Birmingham City Council regarding a Neighbourhood Planning Working Party and a date for the first working party had not yet been confirmed. 48 Birmingham Development Plan 2031 Resolved to note Birmingham City Council Final Adoption Statement. 49 School Keep Clear Campaign a) Committee to consider funding for Community Grant application referred from Amenities, Leisure and Community Services Committee meeting on 17th January 2017. Boldmere Junior School and five other Vesey schools have requested funding to purchase six educational campaign boxes that create resources to help educate drivers and encourage active and sustainable travel to school (attached). Total funding requested £4309.42. Resolved to approve the funding of £4,319.42 for campaign resources as requested from the Planning and Highways budget. b) Committee to consider funding to roll out the initiative across Sutton Coldfield schools. Committee approved of rolling out the scheme to schools across Sutton Coldfield but were unsure of the cost implications. The Acting Town Clerk offered to liaise with Mandi Slatter at Birmingham City Council to see if she could attend a meeting and present a plan on how this could be rolled out. Resolved to approve in principle and receive proposals for roll out of the project at the next Planning and Highways Committee meeting. 50 Six Pillar Plan – Highway Improvement Projects Acting Town Clerk advised that this will be a standing item on the Committee agenda to discuss any projects that come forward. It was agreed that Ward Representatives from the Committee can present ideas direct to the Acting Town Clerk to gather costings and information to be presented at the next Committee meeting. 51 Notice of Motion Motion submitted by Cllr Puri on 31 January 2017. “This Council will review Birmingham City Council’s Community Infrastructure Levy Regulation 123 List (Attached). Regulation 123 provides for Birmingham City Council to set out a list of those projects or types of infrastructure that they intend to fund, or part fund, through the Community Infrastructure Levy (CIL). There are a number of entries for Sutton Coldfield which may be considered obsolete or no longer appropriate. I move that Royal Page | 2 Planning and Highways Minutes | Wed 11th January 2017 Sutton Coldfield Town Council determines fresh priorities for any CIL funding in the town in consultation with local residents and request that BCC’s Regulation 123 List be updated to reflect these. In the meantime any entries deemed no longer suitable should be removed.” This item was withdrawn in Cllr Puri’s absence and will be reconsidered for next Month’s Committee meeting. 52 Planning Application 2016/10224/PA (attached) 79 Maney Hill Road, B72 1JJ Cllr Long raised concerns that it was difficult to evaluate due to the lack of details. Cllr Horrocks stated that the application seemed to be for residential use rather than an outbuilding, as stated on the documents. Cllr Allan suggested that the extension was too large, it was overdevelopment of the site and out of keeping with the area.
