Mr Josep Borell High Representative and Vice-President of the European Commission Mr Josep Borell High Representative and Vice-President of the European Commission [email protected] Brussels, 23 April 2020 Dear High Representative, dear Mr. Borrell, Official EU condemnation of arrests in Hong Kong and request for information on missing Corona whistleblowers in China Three urgent matters make us write this letter to you. Firstly, we urge you to issue a strong condemnation of the arrests of the fifteen opposition leaders in Hong Kong. China and the authorities in Hong Kong seem to use the Covid-19 crisis to crackdown on the opposition and pro-democracy movement. The United States, the UK and Australia have already condemned the arrests, but the European Union has not yet given any formal reaction so far. The Hong Kong police arrested these pro-democracy activists accusing them of organising and participating in unlawful protests. These arrests followed months of massive protests, in which millions participated to express their dissatisfaction with China’s moves to control Hong Kong’s internal affairs. The arrests seem to be an attempt to intimidate and weaken the pro-democracy forces ahead of the elections in September. With the global attention focused on containing the Corona virus, China is using this crisis to crush the democratic movement in Hong Kong. These political prosecutions are in clear violation of universal human rights and are not only an attack on Hong Kong’s freedoms, but also on the international rules- based order. We believe it is of the utmost importance that the European Union sends a very strong and clear message to the Chinese and Hong Kong authorities that such actions are unacceptable. 1 Secondly, there are many concerns over the fate of the missing Chinese Covid-19 whistleblowers who were branded as enemies of the state by the Chinese authorities. NGOs claim that more than 5000 people were arrested for sharing information in the first weeks of the outbreak. We, the undersigned Members of the Renew Europe group, urge you to demand an official explanation by the Chinese authorities about their fate. Especially during times of crises in which authoritarian regimes abuse the situation to purge their citizens, the European Union should stand up for universal human rights and the rule of law. Lastly, we would like you to demand China to be fully transparent about the COVID- 19 outbreak and to share all the relevant information and knowledge concerning the virus. We hope you will come out with an official reaction as a matter of urgency. For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour. The previous US administration left the conflict farther away from peace than ever. The Biden administration presents a chance to correct course and creates greater space for meaningful European engagement and leadership. In parallel, the announcement of Palestinian elections to be held in the coming months offers an opportunity for Palestinian political renewal and reunification. The recent regional normalization agreements with Israel led to the suspension of plans to formally annex West Bank territory. However, developments on the ground clearly point to a reality of rapidly progressing de facto annexation, especially through accelerated settlement expansion and demolitions of Palestinian structures. Despite the coronavirus pandemic, last year saw the highest number of demolitions of Palestinian homes and structures in four years, including humanitarian structures funded by European donors. This included the demolition of nearly an entire community in Khirbet Hamsa al-Foqa, in what the UN described as the largest forced displacement incident in over four years. At the same time, the advancement of illegal Israeli settlements in the occupied Palestinian territory has skyrocketed, reaching the highest numbers since 2012, according to Peace Now. The recently approved construction of the Givat Hamatos settlement, previously referred to as Europe’s red line, is of particularly serious concern. Meanwhile, the humanitarian situation in Gaza continues to deteriorate under the Israeli blockade, which is compounded by intra-Palestinian divisions.

We are being put to the test. We are suffering and mourning our losses, and this crisis is testing the limits of our system. It is also a test of our great European solidarity and of our institutions, which acted fast at the start of the crisis to deploy measures to protect us. The crisis is still ongoing, but we will see the light at the end of the tunnel, and by fighting together, we will beat the virus. Never have we faced such a challenging situation in peacetime. The fight against the pandemic is our top priority and everything that is needed to stop it and eradicate the virus must be done. We welcome and strongly support all the actions developed by governments, EU institutions, local authorities, scientists, medical staff, volunteers, citizens and economic actors. In this tremendously difficult situation, we are also facing another crisis: a shock to our economy tougher than the 2008 crisis. The major shock to the economy and workers created by the pandemic calls for a strong coordinated economic response. We therefore welcome the declaration of European leaders stating that they will do “whatever it takes” to tackle the social and economic consequences of this crisis. However, what worked for the 2008 financial crisis may not be sufficient to overcome this one. The economic recovery will only come with massive investments to protect and create jobs and to support all the companies, regions and sectors that have suffered from the economy coming to a sudden halt.

In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify.

Mejorar la coordinación de las policías en el seno de los Estados miembros a nivel transfronterizo e interestatal, mejorar las bases de datos de personas desaparecidas y los protocolos de acceso a las mismas, activar las previsiones de atención a las víctimas especialmente el acceso a las diligencias, la interlocución con la policía y la asistencia personal (traducción, alojamiento), mejorar las posibilidades de seguimiento de las pesquisas, etc., son algunos de los aspectos por mejorar. 1. ¿Cómo valora la Comisión la cifra anual de desapariciones sin esclarecer en Europa? 2. ¿En el ámbito del tercer pilar hay en marcha algún trabajo para revisar estos protocolos de coordinación entre Estados en casos de desapariciones? ¿Se realiza algún trabajo de prevención sobre los colectivos más vulnerables? 3.
