REPORT ON EDUCATION. During the fiscal year ended June 30, 1913, the field force of the Alaska school sere ice consisted of 5 superintendents, 100 teachers, 11 physicians (1 of whom also filled another position). 9nurses, and 3 hospital attendants.Seventy-seven schools were maintained, with an enrollment of 3.563, and an average attendance of 1,797. CHARACTER OF Ti! E WORK., In Alaska there are, approximately,. '4000 nativesin villages ranging from 30 or 40 up to 300 or 400persons, scattered along thousands'of miles of coast lint andon the great rivers.Some of the villages on remote islands or on the frozenocean are brought into touch with the outside world only onceor twice a year, when visited by a United States revenue lcutter on its annual cruiseor by the supply vessel sent by the Bureau of Education. During eight months of the year all of the villwes in Alaska, with the exception of those on the southern coast, are reached only by trails over the snow-cov- ered land or frozen rivers. In spite of the difficulties of the problem a United States. public school has been established in each of 77 villages.In many instances the school is the only elevatingpower in the native community. Every teacher is a social worker, who, in additionto performing Itho routine work in the scho9lroom, strives inevery possible way to promote the physical, moral, and indlistrialwelfare ofthe natives, adults as well as children. In the schoolrooms the endeavor ismade to impart to the children such' instructionas will enable them to live comfortably !Lad to deal intelligently with those withwhom they . in contact; instruction in carpentry, cooking, and sewing\is emphasized.. The schoolroom is available for public meetings for discussion of affairs of the village or, occasionally, for socialpur- poses. In the native villages the teachers and nurses endeavor to establish proper sanitary conditions by inspecting the houses, by insisting upon proper disposal of garbage, and by giving instruction in sani'- tary methods of living. Natives are encouraged to replace their filthy , huts by neat, well-ventilated houses.In some sections the natives have been taught to raise vegetables. which are a healthful- addition to their usual diet of fish and meat. There are extensive regions in which the services ofa physician are not obtainable.Accordingly. it often becomes the duty of a teacher 'to treat minor ailments, to render first aid to the injured, or to care for a patient through the course of a serious illness. In its endeavor to safeguard the health of the natives of Alaska, the Bureau of Education maintains four small hospitals in important centers of native population; contracts with three hospitals for the treatment of diseased natives; employs traveling physicians who devote their entire time to medical and sanitary work among the natives in theirrespective districts; employs nurses who assist the physicians and do exceedingly valuable work among the children and in the villages; and provides medical supplies and textbooks to the teachers to enable them to treat minor ailments and intelligently to supervise hygienic measures. The entire medical and sanitary work of theBureau of Education ini Alas44es a is under the supervision of an officer of the Public Health Service pecial detail. For the immediate supervision of its Wort: among the natives of Alaska, the Bureau of Education depends upon its five district super- intendents, men of _proved ability and fidelity, who under the pro- visions of the rules re,gulating the service, have the greatest freedom of action consistent with the ultimate responsibility of the Commis- sioner of Education. c . MEDICAL WORK,. NI, Among the most urgent needs of the natives of Alaska is protection against the diseases which prevail'among them to an alarming extent. There is no specific/appropriation for the support of medical work among the natives of Alaska. For several years the Bureau of Edu- cation has been striving, without success, to secure funds for the establishment-of .well-equipped hospitals and for the employment of a sufficient number of physicians and nurses. Under the terms of the appropriation for " Education of natives of Alaska" the Bureau of. Eduaation can employ physicians and nurses, for work among the 611111.11111.11M/W REPORT ON EDUCATION. Alaska natives, but it can not erect the hospitals whichare greatly needed. Of the appropriation for the education of natives of Alaska for the fiscal year ending June 30, 1913, $31,758.13was expended for medical work, including: (1) The inaintehatice of hospitals in rented buildings at Juneau and Nushagak; (2) the maintenance of impro- vised hospitals in school buildings at Na lato and. Kotzebue;(3) pay- ments under contract with the Holy Cross Hospital at Nome, with the FairhaVen Hospital at Candle, and with the Cordova Hospitalfor the treatment' of diseased natives upon the application ofa superintend- ent, physician, or teacher in the Alaska school service; (4) theem- ployment of physicians and nurses in the hospitals and in fieldwork in their respective districts; and (;'";furnishing medicines and med- ical books to the teachers for use in relieving minor ailments. Nearly 1,800 cases were treated in the hospitals at Juneau, Nusliagak, Nulato, and Kotzebue during 1912-13.The most prevalent diseases were tuberlilosis, trachoma, rheumatism, and venereal diseases ;.the surgi- cal operations included excisions for tubercular diseases of thebones, the removal Of tubercular glands, laparotomies, curetting ofl ulcers, setting broken bones, sewing up recent wounds, and excisions of hemorrhOrds, cataracts, abscesses, tonsils,and adenoids. During the year epidemics of infantile paralysis at St. Michael and of diphtheria at Nulato were checked by physicians employed by the Bureau of Education. At Nulato, under the piovisions of the health law passed by the Alaska Territorial Legislature at its first session, Dr.Bruce H. Brown established effective quarantine.

Largely associated with polar exploration, and particularly its Arctic service, the ship’s history is a series of compelling stories of bravery in the face of peril, dedication to duty, and legendary exploits. Built in Scotland originally as a sealer in 1874, for the first ten years of service, she operated as part of the commercial sealing fleet off Newfoundland. Purchased by the US Government, it was put into service by the US Navy as part of the rescue fleet for the Greely Expedition to the Arctic in 1884, and first came to world- wide acclaim as the vessel that rescued the few survivors of that disastrous expedition. In 1885, the BEAR was transferred from the Treasury Department for service in the Arctic as a Revenue Cutter, and for an unprecedented 41 years ably patrolled the Arctic, saving lives and dispensing justice in this remote and often challenging region. Between 1886-1895, the captain of the BEAR was the legendary "Hell Roaring Mike" Healy, the first person of African-American descent to command a ship of the US Government.

Machinery: Compound-expansion steam, 25 5/8" and 50" diameter x 30" stroke, 101 nominal hp (1885) Complement: 51 Armament: 3 x 6-pound rapid-fire guns (1885) Cutter History: The United States Revenue Cutter Bear was originally constructed as a sealer. She was built by Alexander Stephen & Son in their Dundee Shipyard (Yard No. 56) on the east coast of Scotland. She was completed in 1874 and delivered to W. Grieve of Greenock, Scotland. She spent the first ten years of her life getting her sea legs with a sealing fleet operating off Newfoundland. World-wide fame came to the Bear in the early 1880s shortly after the historic Greely Expedition to the Arctic came to a disastrous end. The Expedition, under the command of the then First Lieutenant Adolphus Washington Greely, U.S. Army, was one of two groups dispatched to the Arctic to set up a series of observation stations. Despite elaborately made plans, a series of misfortunes left Greely and his party stranded in the pitiless Arctic winter without adequate food and clothing. To assist the Greely party, the United States Navy organized a rescue fleet of three ships, consisting of the USS Bear, USS Thetis and the USS Alert. On 22 June 1884, less than two months after her departure, the Bear sighted the pitiful remnants of the expedition.

    “Their Feast of Death”: The Wreck of the Whaler James Allen Gary C. Stein On April 14, 1894, Captain Arthur Huntley, “an old and well-known seaman,” took the whaling bark James Allen and its forty-nine- man crew northward from San Francisco for a two-year hunt for baleen (“whalebone”) and whale oil in the Arctic. The plan was for the Allen to hunt whales in the Arctic and winter at the whaling grounds of Herschel A whaling bark typical of the James Allen Island off Canada’s Mackenzie River Delta. The Morning Call (San Francisco), August 13, 1892. The Allen, itself worth $10,000.00, was insured for $14,000.00. The Allen also carried 250 tons of cargo, supplies for other northern whalers, worth $30,000. 1 The 348-ton, 117-foot-long Allen had been built in Bath, Maine, in 1877 and sailed on whaling voyages out of its home port of New Bedford, Massachusetts, until 1888, when it was purchased by whaling merchant James McKenna. During its voyages between 1888 and 1893 from its new home port in California, the Allen had returned with 740 barrels of whale oil and 19,300 pounds of the more valuable “bone.”2 Barely a month into its 1894 voyage, heading north through the Aleutian Islands by way of Seguam Pass, the Allen struck a reef off the eastern end of Amlia Island and quickly sank. Because of the wealth of first-hand information available relating to the Allen—government reports, correspondence, diaries, logbooks, and dozens of articles in newspapers across the country—the story of its loss, the sufferings of its crew, and the CORIOLIS, Volume 7, Number 2 Page 21 rescue attempts constitute one of the most detailed accounts we have of any wreck of a single whaling vessel in Alaskan waters.3 The Aleutian Islands and the passes between them have a reputation for their weather—it is mostly bad.

    Of Ice and Men Byrd Antarctic Expeditions I-V In 1925 Commander Richard E. Byrd led the naval party that accompanied the MacMillan Greenland expedition. His use of polar aviation returned valuable hydrographic, magnetic, and geographical information, including the possible discovery of new territory. His fl ights, which pioneered the use of the sun compass and shortwave aerial radio, covered more in one day’s fl ight than a month of sledding. Denied permission to make a dash for the North Pole by the Navy he returned the following year with Floyd Bennett and made claim to the fi rst fl ight over the top of the world. In 1927 he fl ew the fi rst transatlantic airmail aft er losing out on the fi rst nonstop New York to Paris fl ight to Charles Lindbergh. Byrd ushered in the Mechanical Age of Antarctic exploration from 1928 until his death nearly 30 years later. Th e postal history of the Byrd Antarctic Expeditions is traced with particular attention to the aerial fl ights which brought him acclaim and success.
