NIVI Rapport 2019:4 Status for interkommunalt samarbeid i Troms og Finnmark Utarbeidet på oppdrag av Fylkesmannen Notat 2020- Av Geir Vinsand - NIVI Analyse AS FORORD På oppdrag fra Fylkesmannen i Troms og Finnmark har NIVI Analyse gjennomført en kartlegging av det formaliserte interkommunale samarbeidet i alle fylkets 43 kommuner. Kartleggingen har form av en kommunevis totalkartlegging og bygger på NIVIs kartleggingsmetodikk som er brukt i flere andre fylker. Prosjektet er gjennomført i nær dialog med Fylkesmannen og rådmennene i kommunene. Prosjektet ble startet opp i august 2019. Kontaktperson hos oppdragsgiver har vært fagdirektør Jan-Peder Andreassen. (Online) 2015 Available: http://www.rrh.org.au A B S T R A C T Senja, the second largest island in Norway, encompasses four municipalities. For decades the island has faced serious challenges concerning recruiting and retaining general practitioners (GPs). In 2001 the county medical officer suggested a plan for improvement of GP service based on inter-municipal collaboration. The plan was rejected by the three small and remote municipalities of Senja. In 2007, after further deterioration of the situation, one of the small municipalities initiated a process to establish a joint service. This was very similar to the one previously proposed by the county medical officer. Within the next few years all the municipalities gradually announced their interest in the development of Senjalegen – the Senja Doctor – an inter- municipal GP service. This has resulted in improved continuity of GP care to the population of Senja. In this article we present experiences and discuss effects of creating a robust professional environment securing support and guidance of young doctors. The importance of local involvement and ownership during development of a joint healthcare service is also discussed. Key words: district, GP services, intermunicipal, recruiting, retaining. -

Tromsø, Norway: May 2016 "1 Abstract The present thesis involves a study of the various ways in which the Northernmost regions of Fenno-Scandinavia and their inhabitants were depicted as being associated with the supernatural in pre-Modern literature. Its findings are based on an exhaustive study of the numerous texts engaging with this subject, ranging from the Roman era to the publication of the Historia de Gentibus Septentrionalibus of Olaus Magnus in 1555. The thesis presents and analyses the most common supernatural motifs associated with this Far- Northern area, which include animal transformation, sorcery and pagan worship, as well as speculating about their origins, and analyzes the ways in which such ideas and images evolved, both over time and depending on the nature of the written sources in which they appear. -

Reinert Tallinn University of Technology, Tallinn, Estonia and Norwegian Institute of Strategic Studies (NORISS), Oslo, Norway Abstract Purpose – This paper attempts to explain the drastic fall in income experienced by Saami reindeer herders in Northern Norway between 1976 and 2000, in spite of increasing government subsidies. Saami herders maintain a legal monopoly as suppliers of reindeer meat, a traditional luxury product in Norway. Design/methodology/approach – This paper shows that a review of the literature is supported by qualitative interviews. Findings – The paper argues that main explanatory variables are to be found in the interaction of a number of factors, mainly: cyclical climatic variation in Northern Norway; a system with fixed prices, independent of the variations in supply, that magnified the effects of the natural cycles; increasingly severe sanitary regulations forcing Saami herders to abandon slaughtering and preparation; and the oligopoly market powers of the non-Saami actors taking over slaughtering and processing. It is argued that the fall in herders’ income resulted from a failure of the Norwegian Department of Agriculture to understand key factors distinguishing sub-Arctic herding from sedentary agriculture. Sanitary requirements and the government’s quest for economies of scale in processing contributed to playing the volume of production into the hands of non-Saami oligopolies. In this way the Saami herders lost the meat production that traditionally was at the core of both their culture and their economic livelihood. -

DMS Midt-Troms Senjalegen Interkommunal allmennlegetjeneste for kommunene: Berg, Torsken, Tranøy og Lenvik • Evy Nordby ,virksomhetsleder Lenvik kommune for interkommunale tjenester i inntil 6 kommuner • Senjalegen er en felles IK allmennlegetjenester for 4 kommuner • Berg, Torsken, Tranøy og Lenvik kommune med til sammen 15.000 innbyggere • Fra 2020 felles kommune «Senja» kommune» • På lik linje med mange små og mellomstore kommuner Nord-Norge har Senjalegen brukt mye tid ,resurser og penger til rekrutering av fastleger. • Senjakommunene har hatt fram til 2010 hatt store utfordringer med å rekruttere fastleger.. • Senjalege samarbeidet har bidratt til en mye bedre stabil legedekning ,men vi er på ingen måte et «glansbilde» … Nye utfordringer • Dele erfaring fra Senjalegeprosjektet. De fleste med leger på fra utlandet med store språk problemer og ingen lege kollegaer.Korte vikarperioder • Anmodning om at Senjakommunene bør samarbeide om å få på plass en mer stabil legedekning. • Periodevise dialogmøter: folkevalgte, administrativ og faglige drøftinger…….. uten konkrete tiltak. • 2004: Felles interkommunal legevaktsamarbeid på helg og høytid. for 6 samarbeidskommuner. Finnsnes interkommunale legevakt. Sammen skaper vi tiltak og trivsel! • 2007 tok ordføreren i Torsken kontakt med Lenvik og ba hjelp fra «storebror» Lenvik kommune • 2008 : Berg og Torsken. Slutter seg til samarbeidet og det etableres en styringsgruppe for Senjalegen. -
A Study of Migration in the Province of Troms 1865-1900 Based on the Censuses
A STUDY OF MIGRATION IN THE PROVINCE OF TROMS 1865-1900 BASED ON THE CENSUSES By Gunnar Thorvaldsen In this dissertation I attempt to map the migration that took place in the province called Troms in Northern Norway during the second half of the nineteenth century, the period when net in-migration turned into net out-migration. With the censuses as my main source material, I estimate the amount of migration both in and out of the province, between its constituent communes and within the communes. Then I describe to what extent the in- and out-migrants differ from other people with reference to characteristics like sex, civil status, occupation etc. My empirical aim is to explain the relative amount of migration compared to other parts of Norway, and what made the different types of migrants move, while other people stayed put in the same place. 9.1 New methods Much effort has had to be put into the development and description of new methodology. The dissertation is the first one entirely dedicated to the study of historical migration in Norway. It is also the first attempt to study the development of an entire province ("fylke") with statistics based on individual level data. In this connection, out- migrants from the municipalities are traced to their new domicile. Moreover, for the first time in Scandinavia, programs for automatic record linkage is used in historical research. The empirical results are summarized in a new migration model based on the concept of the frontier. 9.2 The province of Troms Troms is the second northernmost province in Norway, and all its territory of 26203 km2 is situated to the north of the polar circle. -

This is the main question of this paper, and is a central question in the discussion of the relationship between public innovation and democracy. The background for asking it, is the possible differences in the dynamics of innovations and the way representative democracy works. The paper offers a model for assessing accountability in innovation processes by combining which actors participate in different phases of the innovation process with the motivations of the central actors for carrying out innovations. The analysis is anchored in institutionalised forms of accountability. Empirically, it is based on seven in-depth case studies of innovation processes in Norwegian municipalities. -
