Learned Society of Wales Response Constitutional and Legislative Affairs Committee Consultation – A Stronger Voice for Wales September 2017 1. The Learned Society of Wales (LSW) is an independent, all-Wales, self-governing, pan-discipline educational charity that was established in 2010. As Wales’s first National Academy of science and letters, the Learned Society of Wales, like similar societies in Ireland and Scotland, brings together the most successful and talented Fellows connected with Wales, for the shared purpose and common good of advancing and promoting excellence in all scholarly discipline across Wales. 2. The Learned Society of Wales welcomes this opportunity to submit comment to the Stronger Voice for Wales consultation. 3. Relations between Westminster/Whitehall and Cardiff of necessity assumed greater importance following devolution. The need for a better system of consultation and coordination grew with successive Government of Wales Acts. This development of devolution has increased the requirement for better functioning inter-governmental mechanisms. 4. In practice the process of consultation and coordination has been patchy. The lack of a coherent strategic approach to devolution hampered progress from the beginning. Additionally there was a tendency, still sometimes discernible, for parts of Whitehall to be reluctant to cede competence to devolved administrations, and even to seek to claw back powers which had been devolved. That risk is now in sharp focus in the draft EU Withdrawal Bill which by legislating for a retained EU law element would reduce and limit the exercise of powers already devolved to Wales. Additionally the public statements of some Ministers in London show scant regard or knowledge of the UK’s constitutional arrangements. -

He is interested in theoretical and empirical work on social change and processes of social change. He is currently engaged in a series of research projects that addresses processes of social change and their impact on individuals, institutions, communities and civil society. He is also undertaking research specifically addressing ageing, later life and the experience of dementia. This includes work looking at class and health inequalities in later life, generational relations, social engagement and participation and changes in consumption patterns as people age. He was educated at St John’s College Oxford and Harvard University. After working as the Industrial Development Officer for South Glamorgan County Council from 1974 to 1980 he became Head of the European Commission Office in Wales form 1980 to 1987. -

Tucker Abstract Richard Price (1723–1791) was born in south Wales and practised as a minister of religion in London. He was also a keen scientist who wrote extensively about mathematics, astronomy, and electricity, and was elected a Fellow of the Royal Society. Written in support of a national history of science for Wales, this article explores the legacy of Richard Price and his considerable contribution to science and the intellectual history of Wales. -

The School of Chemistry at the University of Sydney is one of the main centres for chemical research and education in Australia and has access to a comprehensive range of modern research and teaching facilities. The School attracts an outstanding cohort of undergraduate students including talented students from all states of Australia. It has a large cohort of both local and international postgraduate research students and offers a vibrant and world class research environment. GENERAL INFORMATION 3 WELCOME HEAD OF SCHOOL Professor Phil Gale at such conferences, reflecting both the excellence of the Head of School School of Chemistry research they are undertaking and their outstanding ability to present this to an audience. Highlights of the awards to staff and students in 2017 include the RJW Le Fèvre Memorial Prize to A/Prof Deanna D’Alessandro; Dr Ivan Kassal was the recipient of the Tall Poppy Award; A/Prof Liz New was a finalist in the 3M Eureka Prize for emerging leader in science; Prof Kate Jolliffe was awarded A.J. Birch Medal; Mr Phil Karpati was the global winner of the 2017 Undergraduate Awards - Phil was also awarded a 2017 Westpac Future Leaders scholarship; and the RACI Cornforth Medal for the best PhD thesis in Australia went to Ms Amandeep Kaur. -

Election to Fellowship | Election Cycle 2015/16 Guidance Notes for Proposers and Candidates Proposers and Candidates are advised that: 1. The Candidate must be nominated by TWO Fellows: a Lead Proposer and a Seconding Proposer. A list of current Fellows is appended. 2. In order to help correct the under-representation of women in the Fellowship, Fellows are permitted to act as the Lead Proposer for three NEW candidates only each election cycle. However, the nomination of female candidates is exempt from this restriction. 3. All nominations must include: a completed Summary Statement of Recommendation (to include the Candidate’s name, the text of the Statement, the Lead Proposer’s name and signature, and the name of the Seconding Proposer; a completed Summary Curriculum Vitae for the Candidate (to be signed by both the Candidate and the Lead Proposer); and one completed Seconding Proposer Form. 4. These, together with Referees’ reports (see paragraph 12, below), are the only documents that will be used by the Society in considering the nomination. No unsolicited additional materials, references or letters of support will be accepted as part of the nomination. It is therefore imperative that all the relevant sections of the documents are completed as fully as possible. 5. It is the overall responsibility of the Lead Proposer to formulate and present the case for election and to collate all of the relevant forms for submission to the Society. The Lead Proposer must complete the Summary Statement of Recommendation and the Summary Curriculum Vitae; the Seconding Proposer is responsible for completing a Seconding Proposer’s Form and sending it to the Lead Proposer in electronic form (WORD, pdf or scanned). -

Overview Paul Murphy MP was appointed as Oxbridge Ambassador to establish the reasons behind the decline in Welsh applications and admissions to the universities of Oxford and Cambridge. The final report builds upon the findings of the interim report that was published in December 2013, and takes into account all of the feedback received to date. The report summarises the findings of the project based on an analysis of relevant data and a broad consultation with students, teachers and other key stakeholders. The report identifies some of the main issues around raising standards, boosting self-esteem and sharing best practice in building up our most able and talented young people, presents recommendations to address them and identifies areas of effective practice. The accompanying fundraising plan and communications plan have been planning reviewed and approved by the General Purposes Committee, and (along with the strategic equality plan) are presented to Council elsewhere in this meeting. Work towards Following an excellent set of nominations, our committees have awarded a total of operational seven medals this year – two Dillwyn Medals for social sciences (Dr Stuart Fox and Dr objective 1: Luke Sloan, both Cardiff University); two Dillwyn Medals for STEMM (Dr Emily Shepard, Swansea University and Dr Rebecca Melen, Cardiff); the Frances Hoggan Medal Champion (Professor Tavi Murray, Swansea); the Menelaus Medal (Professor Roger Owen, research Swansea emeritus); and the Hugh Owen Medal (Professor Enlli Thomas, Bangor University). We plan to launch our Wales Studies prospectus – alongside a PhD poster competition – at an event in the Senedd in early October. Two charitable trusts have been approached for financial support towards the prospectus and for related developments to the LSW website. The President, Vice-President (Arts, Humanities & Social Sciences) and Chief Executive met the First Minister and Education Minister in March. We highlighted our work to support the HE sector and Wales Studies, and Kirsty Williams noted the helpfulness of the Society’s contributions to the new school curriculum. -

It was donated to the Victoria University of Wellington Art Collection in 1949 by Lady Easterfield, wife of the first Professor of Chemistry and hangs in Laby 101, the Level 1 Office of the School of Chemical and Physical Sciences in the Laby Build- ing. The laboratory was not on the Kelburn campus but housed in an upstairs room of the then Wellington Technical School in Victoria Street. The photograph on the back cover is of the author at age 70 years, taken by Sean Craig in 2011. - iv - Foreword Brian Halton’s autobiography tells the story of one of New Zealand’s most dis- tinguished organic chemists, from his birth and early life in Lancashire, his uni- versity education at Southampton, his migration to New Zealand in 1968, and his subsequent life as an international research chemist and academic from his base at Victoria University of Wellington. The book is full of contemporary detail and illustrated with interesting pictures and diagrams. Professor Halton tells of the intricate interplay of events and interactions which led him through various way- points and junctions on his remarkable professional career. -
