Learned Society of Wales Response Constitutional and Legislative Affairs Committee Consultation – A Stronger Voice for Wales September 2017 1. The Learned Society of Wales (LSW) is an independent, all-Wales, self-governing, pan-discipline educational charity that was established in 2010. As Wales’s first National Academy of science and letters, the Learned Society of Wales, like similar societies in Ireland and Scotland, brings together the most successful and talented Fellows connected with Wales, for the shared purpose and common good of advancing and promoting excellence in all scholarly discipline across Wales. 2. The Learned Society of Wales welcomes this opportunity to submit comment to the Stronger Voice for Wales consultation. 3. Relations between Westminster/Whitehall and Cardiff of necessity assumed greater importance following devolution. The need for a better system of consultation and coordination grew with successive Government of Wales Acts. This development of devolution has increased the requirement for better functioning inter-governmental mechanisms. 4. In practice the process of consultation and coordination has been patchy. The lack of a coherent strategic approach to devolution hampered progress from the beginning. Additionally there was a tendency, still sometimes discernible, for parts of Whitehall to be reluctant to cede competence to devolved administrations, and even to seek to claw back powers which had been devolved. That risk is now in sharp focus in the draft EU Withdrawal Bill which by legislating for a retained EU law element would reduce and limit the exercise of powers already devolved to Wales. Additionally the public statements of some Ministers in London show scant regard or knowledge of the UK’s constitutional arrangements. -

The Work of Charles Mason and Jeremiah Dixon Edwin DANSON, United Kingdom Key words: Mason, Charles; Dixon, Jeremiah; Mason-Dixon Line; Pre-revolutionary History; Surveying; Geodesy; US History; Pennsylvania; Maryland. ABSTRACT The geodetic activities of Charles Mason and Jeremiah Dixon in America between 1763-68 were, for the period, without precedent. Their famous boundary dividing Maryland from Pennsylvania, the Mason-Dixon Line, today remains a fitting monument to these two brave, resourceful and extremely talented scientists. Tutored by Astronomer Royal Dr James Bradley, Charles Mason was aware of the contemporary theories and experiments to establish the true shape of the Earth. He was also cognisant of what was being termed “the attraction of mountains” (deviation of the vertical). However, at the time it was no more than a theory, a possibility, and it was by no means certain whether the Earth was solid or hollow. The Mason-Dixon Line, a line of constant latitude fifteen miles south of Philadelphia, although the most arduous of their tasks, was only part of their work for the proprietors of Maryland and Pennsylvania. For the Royal Society of London, they also measured the first degree of latitude in America. In recent years, the Mason-Dixon Line Preservation Partnership has located many of the original markers and surveyed them using GPS. The paper reviews the work of Mason and Dixon covering the period 1756-1786. In particular, their methods and results for the American boundary lines are discussed together with comments on the accuracy they achieved compared with GPS observations. For I do not think that thanks, and compliments, though repeated weekly, can discharge our real obligations to each other, and much less those to our Creator… The faith you mention has doubtless its use in the world; I do not desire to see it diminished, nor would I endeavour to lessen it in any man. But I wish it were more productive of good works than I have generally seen it: I mean real good works, works of kindness, charity, mercy, and publick spirit; not holiday-keeping, sermon-reading or hearing, performing church ceremonies, or making long prayers, filled with flatteries or compliments, despised even by wise men, and much less capable of pleasing the deity. The worship of God is a duty, the hearing and reading of sermons may be useful; but if men rest in hearing and praying, as too many do, it is as if a tree should value itself on being watered and putting forth leaves, though it never produced any fruit. -

What can we know? What should we believe and how strongly? How should we act based on our beliefs and values? We begin by modelling phenomena like knowledge, belief, and desire using mathematical machinery, just as a biologist might model the fluc- tuations of a pair of competing populations, or a physicist might model the turbulence of a fluid passing through a small aperture. Then, we ex- plore, discover, and justify the laws governing those phenomena, using the precision that mathematical machinery affords. For example, we might represent a person by the strengths of their beliefs, and we might measure these using real numbers, which we call credences. Having done this, we might ask what the norms are that govern that person when we represent them in that way. -
Cavendish Weighs the Earth, 1797
CAVENDISH WEIGHS THE EARTH Newton's law of gravitation tells us that any two bodies attract each other{not just the Earth and an apple, or the Earth and the Moon, but also two apples! We don't feel the attraction between two apples if we hold one in each hand, as we do the attraction of two magnets, but according to Newton's law, the two apples should attract each other. If that is really true, it might perhaps be possible to directly observe the force of attraction between two objects in a laboratory. The \great moment" when that was done came on August 5, 1797, in a garden shed in suburban London. The experimenter was Lord Henry Cavendish. Cavendish had inherited a fortune, and was therefore free to follow his inclinations, which turned out to be scientific. In addition to the famous experiment described here, he was also the discoverer of “inflammable air", now known as hydrogen. In those days, science in England was often pursued by private citizens of means, who communicated through the Royal Society. Although Cavendish studied at Cambridge for three years, the universities were not yet centers of scientific research. Let us turn now to a calculation. How much should the force of gravity between two apples actually amount to? Since the attraction between two objects is proportional to the product of their masses, the attraction between the apples should be the weight of an apple times the ratio of the mass of an apple to the mass of the Earth. The weight of an apple is, according to Newton, the force of attraction between the apple and the Earth: GMm W = R2 where G is the \gravitational constant", M the mass of the Earth, m the mass of an apple, and R the radius of the Earth. -

He is interested in theoretical and empirical work on social change and processes of social change. He is currently engaged in a series of research projects that addresses processes of social change and their impact on individuals, institutions, communities and civil society. He is also undertaking research specifically addressing ageing, later life and the experience of dementia. This includes work looking at class and health inequalities in later life, generational relations, social engagement and participation and changes in consumption patterns as people age. The Bayesian Approach to the Philosophy of Science Michael Strevens For the Macmillan Encyclopedia of Philosophy, second edition The posthumous publication, in 1763, of Thomas Bayes’ “Essay Towards Solving a Problem in the Doctrine of Chances” inaugurated a revolution in the understanding of the confirmation of scientific hypotheses—two hun- dred years later. Such a long period of neglect, followed by such a sweeping revival, ensured that it was the inhabitants of the latter half of the twentieth century above all who determined what it was to take a “Bayesian approach” to scientific reasoning. Like most confirmation theorists, Bayesians alternate between a descrip- tive and a prescriptive tone in their teachings: they aim both to describe how scientific evidence is assessed, and to prescribe how it ought to be assessed. This double message will be made explicit at some points, but passed over quietly elsewhere. Subjective Probability The first of the three fundamental tenets of Bayesianism is that the scientist’s epistemic attitude to any scientifically significant proposition is, or ought to be, exhausted by the subjective probability the scientist assigns to the propo- sition. A subjective probability is a number between zero and one that re- 1 flects in some sense the scientist’s confidence that the proposition is true. (Subjective probabilities are sometimes called degrees of belief or credences.) A scientist’s subjective probability for a proposition is, then, more a psy- chological fact about the scientist than an observer-independent fact about the proposition. Very roughly, it is not a matter of how likely the truth of the proposition actually is, but about how likely the scientist thinks it to be. -

Tucker Abstract Richard Price (1723–1791) was born in south Wales and practised as a minister of religion in London. He was also a keen scientist who wrote extensively about mathematics, astronomy, and electricity, and was elected a Fellow of the Royal Society. Written in support of a national history of science for Wales, this article explores the legacy of Richard Price and his considerable contribution to science and the intellectual history of Wales. -

CHAPTER 14 The Many Ways to Talk about the Transits of Venus Astronomical Discourses in Philosophical Transactions, 1753–1777 Reetta Sippola A Popular Astronomical Event In the 1760s, one of astronomy’s rarest predictable phenomena, the so-called Transit of Venus, was calculated to take place twice: in 1761 and in 1769. This phenomenon, when the planet Venus passes across the Sun, from the Earth’s vantage point, was not only extremely rare, as the previous transit had taken place in 1639 and the next was to follow in 1874, but also very valuable scien- tifically, as observing this kind of transit would make it possible to determine the distance between the Earth and the Sun more accurately than before. This could in turn make it easier to improve a number of practical issues relying on astronomical knowledge, foremost among them to improve the accuracy of calculating locations at sea, which at this time was at best inaccurate, often resulting in costly and deadly accidents. Dale Springer-Verlag, New York, 2003 668 pages with 29 illustrations The author of this book is professor of the Department of Mathematical Statistics at the University of Natal in South Africa. Andrew I. Dale is a world known expert in History of Mathematics, and he is also the author of the book “A History of Inverse Probability: From Thomas Bayes to Karl Pearson” (Springer-Verlag, 2nd. Ed., 1999). The book is very erudite and reflects the wide experience and knowledge of the author not only concerning the history of science but the social history of Europe during XVIII century. The book is appropriate for statisticians and mathematicians, and also for students with interest in the history of science. Chapters 4 to 8 contain the texts of the main works of Thomas Bayes. Each of these chapters has an introduction, the corresponding tract and commentaries. The main works of Thomas Bayes are the following: Chapter 4: Divine Benevolence, or an attempt to prove that the principal end of the Divine Providence and Government is the happiness of his creatures. Being an answer to a pamphlet, entitled, “Divine Rectitude; or, An Inquiry concerning the Moral Perfections of the Deity”. With a refutation of the notions therein advanced concerning Beauty and Order, the reason of punishment, and the necessity of a state of trial antecedent to perfect Happiness. This is a work of a theological kind published in 1731. The approaches developed in it are not far away from the rationalist thinking. -

The Edition Open Access (EOA) platform was founded to bring together publi- cation initiatives seeking to disseminate the results of scholarly work in a format that combines traditional publications with the digital medium. It currently hosts the open-access publications of the “Max Planck Research Library for the History and Development of Knowledge” (MPRL) and “Edition Open Sources” (EOS). EOA is open to host other open access initiatives similar in conception and spirit, in accordance with the Berlin Declaration on Open Access to Knowledge in the sciences and humanities, which was launched by the Max Planck Society in 2003. By combining the advantages of traditional publications and the digital medium, the platform offers a new way of publishing research and of studying historical topics or current issues in relation to primary materials that are otherwise not easily available. The volumes are available both as printed books and as online open access publications. They are directed at scholars and students of various disciplines, and at a broader public interested in how science shapes our world.
