“Government Strategies for Employing High Skilled Immigrants” Sam Yildirim, Integration Policy Expert Stockholm County Administration Introduction to the Stockholm County Administration The Stockholm County Administration is a knowledge-based organization, which guarantees that the Parliament and the Government’s decisions are realized. The Administration coordinates the county’s different interests and assures sustainable economic, social and environmental development. It is assigned to very many different duties including supporting equal rights for all despite ethnic and cultural background. It prevents discrimination and racism as well as supports social development. Introduction Many of the immigrants and refugees that come to Sweden and the Stockholm region have high academic degrees as well as many years of skilled labor behind them. As an example, 80% of the newly arrived in Södertälje, a city south of Stockholm, are high skilled immigrants. This is an important asset to our society, both with regards to a socioeconomic and labor market perspective. A study carried out by the Swedish National Labor Market Administration, shows that only four out of ten high skilled immigrants have jobs equal to their level of education. Most immigrants feel forced to take jobs far below their level of competence. At the same time the labor market, despite the current slowdown in economy, lacks high skilled labor. The labor market has, simply far too many times failed to take advantage of the available skilled labor. The Need to Recruit is Extensive There is a large shortage of skilled labor within the public sector and the need to recruit teachers, guardians, nurses and doctors is extensive. -

The study was conducted in collaboration with Roslagsvatten AB, a Swedish water utility, about Margretelund wastewater treatment plant’s dissolved air flotation process. The study was held during a period of 20 weeks in the spring of 2021, corresponding to 30 ECTS. There are a lot of people I am thankful for helping me through this master thesis, and especially my supervisor at Luleå university of technology (LTU), Inga Herrmann, for helping me sort through all my ideas and thoughts and encourage me during these 20 weeks. I wish to both congratulate and thank my fellow classmates from LTU, and all the discussions we have had together, through both high and lows. I would also like to direct a special thank you to my supervisor from Roslagsvatten, Daniel Zetterström, for helping me with everything and anything on-site during the thesis and always came with a good answer no matter the question. Homelessness has increased substantially in Sweden in the last decade with an emphasis on structural homelessness. Further, municipalities have the responsibility to house a certain number of newly arrived immigrants under the Settlement Act. Many municipalities have had difficulties in meeting the acute housing need, as well as its costs, and have started to look at new types of housing solutions. Initiatives of the civil society and private developers have been encouraged. This paper investigates three civil society and private housing developments and how they might contribute to socially and economically sustainable housing solutions for households in or on the verge to homelessness. In order to operationalize social and economic sustainability in relation to these local projects, a definition and an analytical set of questions have been developed based on the literature and project data. It is concluded that all three projects are socially and economically sustainable at the outset, but that certain traits of the project set-ups make them more uncertain in the longer run. The concept of sustainability proved fruitful in analysing the projects, but in many cases, non-physical factors will be person dependent and therefore difficult to generalise. -

Summary Summary The conflict in Syria and Iraq has resulted in an increase in the number of violent Islamist extremists in Sweden, and a significant increase of people from Sweden travelling to join terrorist groups abroad. Since 2012 it is estimated that about 300 people from Sweden have travelled to Syria and Iraq to join terrorist groups such as the Islamic State (IS) and, to a lesser extent, al-Qaeda affiliated groups such as Jabhat al-Nusra. Even though the foreign fighter issue has been on the political agenda for several years and received considerable media attention, very little is known about the Swedish contingent. -

In this dissertation I present theories and methodological approaches that enable a context sensititve use and reuse of geographic data in geographic information systems. A primary motive for the reported research is that the patrons interested in answering environmental questions have increased in number and been diversified during the last 10-15 years. The interest from international, national and regional authorities together with multinational and national corporations embrace a range of spatial and temporal scales from global to local, and from many-year/-decade perspectives to real time applications. These differences in spatial and temporal detail will be expressed as rather different questions towards existing data. It is expected that geographic information systems will be able to integrate a large number of diverse data to answer current and future geographic questions and support spatial decision processes. However, there are still important deficiencies in contemporary theories and methods for geographic information integration Literature studies and preliminary experiments suggested that any transformation between different users’ contexts would change either the thematic, spatial or temporal detail, and the result would include some amount of semantic uncertainty. -

The regional Structural Funds programme covers Stockholm County, which coincides with the geographical area of Stockholm in the European Union’s NUTS2 classification. Today, in 2013, the region has a population of just over 2.1 million, divided between 26 municipalities. The largest municipality, Stockholm City, in addition to being the national capital, is the largest municipality in the region (and in Sweden), with nearly 900 000 inhabitants. The smallest municipalities in the county, by comparison, have a population of around 10 000. The annual increase in population during the programming period 2007-2013 was just over 35 000.
