Assembling States: Community Formation And The meE rgence Of The Inca Empire Abstract This dissertation investigates the processes through which the Inca state emerged in the south-central Andes, ca. 1400 CE in Cusco, Peru, an area that was to become the political center of the largest indigenous empire in the Western hemisphere. Many approaches to this topic over the past several decades have framed state formation in a social evolutionary framework, a perspective that has come under increasing critique in recent years. I argue that theoretical attempts to overcome these problems have been ultimately confounded, and in order to resolve these contradictions, an ontological shift is needed. I adopt a relational perspective towards approaching the emergence of the Inca state – in particular, that of assemblage theory. Treating states and other complex social entities as assemblages means understanding them as open-ended and historically individuated phenomena, emerging from centuries or millennia of sociopolitical, cultural, and material engagements with the human and non-human world, and constituted over the longue durée.

    LA LEGISLACIÓN Y LOS HÉROES NACIONALES1 Monumento al Gran Mariscal Ramón Castilla Marquesado, Marco teórico El concepto de heroísmo y de héroe (o de heroína) está vinculado a la evolución y a las transformaciones de la sociedad a lo largo del tiempo. La humanidad desde sus inicios siempre ha contado con los héroes. En ellos se encarnan las virtudes, los principios, el coraje y la valentía a las que los hombres aspiramos, generando para el conjunto social modelos de conducta dignos de imitar. El héroe tiene como objetivo principal el bien común. Para ello arriesga o sacrifica su bienestar individual, cuando no su propia existencia. Una persona se convierte en héroe al realizar una hazaña extraordinaria y digna de elogio, como, por ejemplo, el dar la vida por la patria en un campo de batalla, ofrendar la vida en el cumplimiento del deber, salvar personas de una muerte segura poniendo en grave riesgo su vida, etc. “Para que aparezca el héroe la sociedad ha de tener un grado de cohesión suficiente como para que existan unos valores reconocidos y comunes. Sin valores no hay héroe; sin valores compartidos, precisando más, no puede existir un personaje que permita la ejemplificación heroica. El héroe es siempre una propuesta, una encarnación de ideales. La condición de héroe, por tanto, proviene tanto de sus acciones como del valor que los demás le otorgan. NUMBER 2 028 MAY 8, 196I Birds of the Western Slope of the Andes of Peru1 BY MARIA KOEPCKE2 INTRODUCTION During the ecological and zoogeographical studies that I undertook with my husband, H.-W. Koepcke, in the course of nine years on the western side ofthe Peruvian Andes, I observed that a considerable num- ber of birds have a more extensive distribution than had been known heretofore. It had not been perceived that several life zones ofnorthwest- ern Peru and western Ecuador, with their special biotopes, extend along the western slope of the Andes to middle Peru and beyond. The most interesting findings seem to be that the humid division of the temperate zone described by Chapman (1926) for Ecuador and northwestern Peru extends at least to middle Peru, split into a chain of "insular woods" (M. Koepcke, 1954, 1957, 1958; H.-W. Koepcke, 1958, and MS), and, moreover, the fact that we find in middle Peru, in the lower part of the western Andean slope, the southernmost patches of forest composed of trees which shed their leaves during the dry season. I have included a few observations on birds of the ocean shores and on migratory birds. I found further novelties in relation to distribution during a revision of Peruvian birds in the American Museum of Natural History in New 'Taxonomical and faunal bases for the ecological-zoogeographical studies of H.-W. and M. Koepcke, No. 27, with support from the Deutsche Forschungsgemeinschaft, Bad Godes- berg, Germany.

    WAS HUARI A STATE? William H. Isbell and Katharina J. Schreiber Pristine state government evolved among the indigenous cultures of the central Andes, but archaeologists have not demonstrated when and where. Conceptualization of the state as an integrative mechanism for gathering and processing information and for deliberating decisions provides explicit archaeological criteria for statehood. Examination of the archaeological record reveals that Middle Horizon Huari fulfills almost all of these criteria for statehood, although many data remain to be collected before the processes of prehistoric An- dean state formation will be fully understood. PRISTINE STATES contrast with other states in that they arose through internal evolutionary processes, uninfluenced by more complex state societies (Fried 1960, 1967). Known cases are limited to a few centers of prehistoric civilization, perhaps to only 2. Pristine state formation, a process often associated with the urban "revolution" (Childe 1950), provides archaeology with one of its best opportunities to study prehistoric cultural transformation and to contribute evolu- tionary information to the anthropological goal of explaining culture change. Archaeological study of prehistoric state formation has been restricted by definitions of statehood that tie investigations to written documents. Conceptualized as a collection of organiza- tional features, state definitions reflect more interest in jurisprudence than in sociocultural evolu- tion. Three criteria generally appear in all definitions of the state (Adams 1966; Fried 1967; Krader 1968; Service 1975). First, the state exercises a monopoly upon the right to use force in the execution of decisions and in the maintenance of order. Second, the state defends a territory against encroachment upon its sovereignty.

Pizarro's expeditionary I force occupied Tumbez in 1532, and it was not until 1539, when the Inca army of Charcas surrendered and Manqo 'Inka retired to Vileabamba, that Spanish control of the country was secure. The story of Inca resistance in this period has never been told in a co­ herent fashion, but it would be perfectly possible to reconstruct it, at least in itf; general outlines, from the records already published. The literatun~ on the conquest is so abundant, however, and the prob­ lems involved so complex, that it would be impractical to attempt to review the subject in a survey of the scope of the present one. Although the year 1539 marks an important turning point in the history of the conquest, armed resistance was not ended. Manqo 'Inka set up a government in exile in the mountain fastnesses of Vileabamba from which he and his successors continued to harass the Spanish conquerors and their native collaborators until 1572. In 1565 the Vileabamba government made an attempt to stir up a large scale rebellion, combining military preparations with a very successful effor't to revi ve faith in Inca religion.
