OFFICIAL The Yuranga Local Aboriginal Network in Mildura was established in 2008, as part of the then Victorian Government’s New Representative Arrangement for Aboriginal People living in Victoria. The LAN’s original Community Plan was Titled: “The Mildura Local Indigenous Network – The Yuranga Aboriginal Committee, Community Plan.” It’s overarching framework was the VIAF of the time. Local Aboriginal Networks (LANs) bring Aboriginal people together to set priorities develop community plans and improve social connection. Our Mildura LAN has an Aboriginal name, which means “bend in the river.” The LAN in Mildura has been active within the Mildura community and over the years has held a number of Projects and supported others, however we have worked with the local Mildura Rural City Council and have produced a video that sits on the AV Website. MRCC have endorsed our Community Plan and it also sits on their Website along with all of the Geographical Community Plans, as the Municipality’s first Cultural Plan. Our LAN now has approximately 212 participants and there are 39 LANs in the State of Victoria.

    SOUTHWARD MOVEMENT OF WATER – THE WATER WAYS A thesis submitted by Dale Wayne Kerwin For the award of Doctor of Philosophy 2020 Abstract This thesis explores the acculturation of the Australian landscape by the First Nations people of Australia who named it, mapped it and used tangible and intangible material property in designing their laws and lore to manage the environment. This is taught through song, dance, stories, and paintings. Through the tangible and intangible knowledge there is acknowledgement of the First Nations people’s knowledge of the water flows and rivers from Carpentaria to Goolwa in South Australia as a cultural continuum and passed onto younger generations by Elders. This knowledge is remembered as storyways, songlines and trade routes along the waterways; these are mapped as a narrative through illustrations on scarred trees, the body, engravings on rocks, or earth geographical markers such as hills and physical features, and other natural features of flora and fauna in the First Nations cultural memory. The thesis also engages in a dialogical discourse about the paradigm of 'ecological arrogance' in Australian law for water and environmental management policies, whereby Aqua Nullius, Environmental Nullius and Economic Nullius is written into Australian laws. It further outlines how the anthropocentric value of nature as a resource and the accompanying humanistic technology provide what modern humans believe is the tool for managing ecosystems. In response, today there is a coming together of the First Nations people and the new Australians in a shared histories perspective, to highlight and ensure the protection of natural values to land and waterways which this thesis also explores.

It’s wingspan of over 2 metres and weight of sometimes more than 5kg makes it one of the largest eagles in the world. As the birds age they become progressively darker, until at 10 years they are a very dark brown, almost black. Indeed the birds can live for up to 40 years, and mate for life, though if a mate dies they will seek a new partner. The Wedge-tailed Eagle has long been a part of Aboriginal culture, particularly in the Kimberley and around the Murray-Darling river complex. The Eagle and Crow appear in a number of Aboriginal stories. The eagle was also hunted in some communities, and tribes would use smoke to attract raptors hopeful of catching vulnerable prey. Early farmers took the bird as a pest because of its reputation of killing lambs. Up to 30,000 birds were killed in a single year, and the endangered Tasmanian subspecies has still not recovered.

But, despite a growing body of literature on Aboriginal history in the intervening colonial period, this remains an under-studied period from the viewpoint specifically of Aboriginal health. This thesis is a contribution to filling that gap through an examination of documentary and skeletal evidence on the changing bio-medical situation experienced by Aboriginal populations of Southeast Australia from 1788 to 1900. This thesis examines one of the major biological components of this change - the diseases that were introduced into Australian Aboriginal populations during the process of colonisation. The epidemiology, timing, diffusion of diseases are considered with specific attention given to infectious and respiratory diseases that were responsible for causing major epidemics of morbidity and mortality.
