A Thesis Submitted by Dale Wayne Kerwin for the Award of Doctor of Philosophy 2020 SOUTHWARD MOVEMENT OF WATER – THE WATER WAYS A thesis submitted by Dale Wayne Kerwin For the award of Doctor of Philosophy 2020 Abstract This thesis explores the acculturation of the Australian landscape by the First Nations people of Australia who named it, mapped it and used tangible and intangible material property in designing their laws and lore to manage the environment. This is taught through song, dance, stories, and paintings. Through the tangible and intangible knowledge there is acknowledgement of the First Nations people’s knowledge of the water flows and rivers from Carpentaria to Goolwa in South Australia as a cultural continuum and passed onto younger generations by Elders. This knowledge is remembered as storyways, songlines and trade routes along the waterways; these are mapped as a narrative through illustrations on scarred trees, the body, engravings on rocks, or earth geographical markers such as hills and physical features, and other natural features of flora and fauna in the First Nations cultural memory. The thesis also engages in a dialogical discourse about the paradigm of 'ecological arrogance' in Australian law for water and environmental management policies, whereby Aqua Nullius, Environmental Nullius and Economic Nullius is written into Australian laws. It further outlines how the anthropocentric value of nature as a resource and the accompanying humanistic technology provide what modern humans believe is the tool for managing ecosystems. In response, today there is a coming together of the First Nations people and the new Australians in a shared histories perspective, to highlight and ensure the protection of natural values to land and waterways which this thesis also explores. As a Worimi man I have been part of this community coming together of Australians which recognises the First Nations people’s cultural obligations to water and land. This has also extended to the legal theatre where Aboriginal jurisprudence is slowly being recognised in land Rights and Native Title. Hence it is like the Lore for the Kadaitcha man and the Illapurinja (female Kadaitcha) pointing the bone at Australian common law for recognition of the First Nations people being in country and our beliefs for water. Australian law is awash with policy that favours the government and not the community; as a Worimi man I have been part of an Indigenous community thirsty for transformation of this bad policy. From my perspective as a Worimi man, despite the Australian historical record, popular culture and government acknowledgement of Aboriginal acculturation over many years, Aboriginal ownership of Australia's largest river system is not appropriately respected. This thesis surveys this evidence and compares it with non-Indigenous knowledge, governance and management. This thesis argues that there needs to be a more equitable footing in Australian law, whereby the First Nations laws (Earth-centred laws), of spiritual, religious and cultural beliefs about water, the natural environment, native title and cultural heritage are respected and valued. This is a movement for the First Nations to be engaged as equal partners for water, cultural heritage, and environmental legislation. Only in this way can cultural practices and knowledge of the waterways be passed on to future generations and so continue the First Nations’ obligation to protect the Mother (Earth) for the betterment of all earthly creatures. The thesis, can therefore be understood as a contribution to the field of Indigenous Cultural Studies. The thesis concludes that unless Aboriginal people are allowed equal participation in managing the Murray-Darling Rivers then ecological arrogance will continue to dominate to the detriment of the rivers and my people. ii Certification of Thesis This Thesis is entirely the work of Dale Wayne Kerwin except where otherwise acknowledged. Their term for themselves is BAMA [Bum-ah] — meaning 'people'. To the south are Dyirbal [Jirrbal] speaking tribes who are linguistically different from their northern Yidiny-speakers, as German is to French. There appears to have been quite a deal of animosity' between these linguistically different neighbours. To the north are the Kuku-Yalanji [Kookoo Ya-lan-ji] who seem to have a great deal more in common with their southern Djabugay- speaking neighbours. In the northern half of the Cairns rainforest region are the Djabugay-speaking tribal groupings; the Djabuganydji [Jabu-ganji], the Nyagali [Na-kali], the Guluy [Koo-lie], the Buluwanydji [Bull-a- wan-ji], and on the coastal strip, the Yirrganydji [Yirr-gan-ji].^ The clans within each tribal grouping spoke dialects of Djabugay — so that, although there were differences, they were mutually understandable.^ The southern half of the Cairns rainforest region is home to the linguistically related Yidiny-speaking people. Fifty- three percent of the Yidiny lexicon is derived from Djabugay." However in the same fashion as the Djabugay-speakers — each clan, and there are many in each tribe,^ considered itself an entity in its own right, despite the linguistic affinities. The tribes who spoke Yidiny-related dialects were the Gungganydji [Kung-gan-ji], the Yidinydji [Yidin-ji], the Madjanydji [Mad-jan-ji], and Wanjuru.

    Doubled up all over again: borrowing, sound change and reduplication in Iwaidja Nicholas Evans Department of Linguistics, Research School of Pacific and Asian Studies Australian National University [email protected] Abstract This article examines the interactions between reduplication, sound change, and borrowing, as played out in the Iwaidja language of Cobourg Peninsula, Arnhem Land, in Northern Australia, a non-Pama-Nyungan language of the Iwaidjan family. While Iwaidja traditionally makes use of (various types of) right-reduplication, contact with two other left-reduplicating languages – one Australian (Bininj Gun-wok) and one Austronesian (Makassarese) – has led to the introduction of several (non-productive) left-reduplicating patterns. At the same time as these new patterns have been entering the language, the cumulative effect of sweeping sound changes within Iwaidja has complicated the transparency of reduplicative outputs. This has left the language with an extremely varied and complicated set of reduplication types, for some of which the analysis is no longer synchronically recoverable by children. Introduction Despite growing interest in language contact on the one hand, and reduplication on the other, there has been little research to date on how diachrony and language contact impact upon reduplicative patterns. 1 In this article I examine precisely this theme, as played out in the Iwaidja language of Cobourg Peninsula, Arnhem Land, in Northern Australia, a non-Pama-Nyungan language of the Iwaidjan family spoken by around 150 people now mostly living on and around Croker Island in the Northern Territory (see Evans 2000 for a survey of this family).

The systematic removal and cultural genocide of children has an intergenerational, devastating effect on families and communities. Even Aboriginal people put into the Reserves and Missions under the Protectionist Policies would hide their children in swamps or logs. Families and communities would colour their faces to make them darker. Not that long after the First Fleet arrived in 1788, a large community of mixed ancestry children could be found in Sydney. They were named ‘Friday’, ‘Johnny’, ‘Betty’, and denied by their white fathers. Below is a writing by David Collins who witnessed this occurring: “The venereal disease also has got among them, but I fear our people have to answer for that, for though I believe none of our women had connection with them, yet there is no doubt that several of the Black women had not scrupled to connect themselves with the white men. Of the certainty of this extraordinary instance occurred. A native woman had a child by one of our people. On its coming into the world she perceived a difference in its colour, for which not knowing how to account, she endeavoured to supply by art what she found deficient in nature, and actually held the poor babe, repeatedly over the smoke of her fire, and rubbed its little body with ashes and dirt, to restore it to the hue with which her other children has been born.

Class This course offers an introduction to some of the classical and current issues in the Description anthropology of Indigenous Australia. The role of anthropology in the representation and governance of Indigenous life is itself an important subject for anthropological inquiry, considering that Indigenous people of Australia have long been the objects of interest and imagination by outsiders for their cultural formulations of kinship, ritual, art, gender, and politics. These representations—in feature films about them (such as Rabbit-Proof Fence and Australia), New Age Literature (such as Mutant Message Down Under), or museum exhibitions (such as in the Museum of Sydney or the Australian Museum)—are now also in dialogue with Indigenous forms of cultural production, in genres as diverse as film, television, drama, dance, art and writing. The course will explore how Aboriginal people have struggled to reproduce themselves and their traditions on their own terms, asserting their right to forms of cultural autonomy and self-determination. Through the examination of ethnographic and historical texts, films, archives and Indigenous life-writing accounts, we will consider the ways in which Aboriginalities are being challenged and constructed in contemporary Australia.
