In Latin America, bureaucracies have traditionally operated more as arms of the elected officials rather than an as professionals who are autonomous from the political process. In this dissertation, I explain that this politicization and its effects are defined by the process by which bureaucrats are appointed. The power to appoint bureaucrats is one of the president’s most important powers and is vital to the latter’s administrative power and policy influence. Given its importance, this dissertation explores the dynamics of presidential appointments to the bureaucracy by analyzing a database of more than thirty thousand presidential decrees and determining when the president decides to appoint an individual to a position (Minister, Deputy Minister, Secretary, Undersecretary or lower echelons).     CHEVRON AND YPF ANNOUNCED THEIR INTENTIONS TO DISCUSS A STRATEGIC ALLIANCE FOR THE EXPLORATION OF SHALE RESOURCES IN ARGENTINA Argentina's state-controlled oil company is holding important meetings with California-based Chevron Corp. to share strategies for developing the world's third-largest unconventional oil and gas reserves. YPF CEO Miguel Galuccio is calling his talks with Chevron's Latin America chief Ali Moshiri the first step toward a strategic alliance with Chevron, Latin America's leading private energy investor. He says YPF needs partners with Chevron's power and experience to develop Argentina's shale reserves, which trail only the U.S. and China in potential. The encounter between the two executives did not lead to any specific investment news, but sets the stage for Galuccio's formal presentation next Thursday August 30 of a five-year plan for the company Argentina expropriated from Spain's Grupo Repsol. YPF said Mr Moshiri had expressed interest “in associating with YPF on an unconventional cluster … in Vaca Muerta” and the talks with Chevron were “the first concrete step towards an alliance that will be strategic along the path that YPF’s president and CEO is leading”. Chevron said it would not comment “on any confidential discussions we hold with officials”. Mr Galuccio in June unveiled a taster of his five-year strategic plan that called for investment of $7bn a year to reverse falling production. Partnerships will be key to funding what he called the “ambitious but realistic” plan, which includes drilling 1,000 wells. Argentina is believed to be home to the world’s third-biggest reserves of unconventional oil and gas, largely in the Vaca Muerta formation in the western province of Neuquén.

    Encuesta de Satisfacción Política y Opinión Pública #ESPOP Abril 2018 1 Metodología • Estos son hallazgos de la encuesta de satisfacción política y opinion pública de la Universidad de San Andrés. En total fueron realizadas 1004 entrevistas entre el 16 y el 23 de Abril de 2018 a adultos de 18-64 años conectados a internet, en Argentina. • La encuesta se realiza en 23 provincias y la Ciudad Autónoma de Buenos Aires vía el Panel online de Netquest. La muestra es proporcional al tamaño de las provincias (con algunos ajustes para garantizar base de lectura) y representativa a nivel de las regiones. Las provincias fueron agrupadas en 5 regiones: NOA, NEA, Cuyo, Centro, Patagonia, y Buenos Aires dividida a su vez en CABA, GBA e interior de la Provincia de Buenos Aires. Se aplicaron cuotas de sexo, edad y nivel socioeconómico. • La encuesta versa sobre satisfacción con el desempeño de los poderes políticos y las políticas públicas y sobre la opinion respecto de los principals líderes politicos nacionales, grupos y sectores, ministros y gobernadores. Algunas preguntas siguen una serie de tiempo basada en la encuesta de Indicadores de Satisfacción Política Institucional (ISPI) realizada por la Universidad de San Andrés e Ipsos de Marzo de 2016 a Mayo de 2017. En la presente investigación se modificaron las escalas numéricas de satisfacción y opinion (antes de 1-10) por escalasordinales de 4 categorías (dos positivas y dos negativas). Los valores de las series de tiempo fueron recategorizados para ser comparabales con las nuevas mediciones. • Cuando los resultados no sumen 100, eso puede deberse a redondeos computacionales,, respuestas múltiples o la exclusión de los que no saben o no contestan.

Durante 2007 se observó una mejoría de los índices socioeconómicos (desempleo, pobreza e indigencia), así como un incremento de los niveles de conflictividad sindical, principalmente en las provincias. En el plano internacional, sobresalieron la conflictiva relación con Uruguay y la continuidad de la alianza económica con Venezuela.     IV REUNIÓN BINACIONAL DE MINISTROS ARGENTINA-CHILE DECLARACIÓN DE MINISTROS Buenos Aires, 8 de noviembre de 2012 Resaltando la Declaración Presidencial Conjunta suscrita el 16 de marzo en Santiago, Chile, por los Presidentes Cristina Fernández de Kirchner y Sebastián Piñera, en la que acordaron convocar durante el año 2012 la presente IV Reunión Binacional de Ministros en Argentina, a fin de continuar fortificando los lazos de amistad y de trabajo conjunto argentino-chileno. Teniendo presente la fructífera experiencia de la III Reunión Binacional de Ministros, celebrada en Santiago, Chile, el 27 de enero de 2011. Reafirmando que la concreción de la IV Reunión Binacional de Ministros es el reflejo de la voluntad de profundizar la relación estratégica entre ambos países y de fortalecer el proceso de integración binacional y de cooperación política, económica, social y cultural, que se viene desarrollando en el marco del Tratado de Maipú de Integración y Cooperación de 2009, complementario del Tratado de Paz y Amistad de 1984.
