On November 25, 2016, Trooper Cody Donahue was killed in the line of duty while investigating a crash on the highway. Trooper Donahue was the third line of duty death experienced by the Colorado State Patrol family in 18 months. After Cody’s tragic death, the community responded with an outpouring of support for the men and women of the Patrol and for law enforcement across the state. As the agency continues to grieve and heal, we will carry on Cody’s legacy as each of our members serve the public with dedication and honor in the fight to save lives. The Colorado State Patrol continues to focus its efforts on traffic safety and the reduction of fatal and injury crashes. Although fatal and injury crashes increased by 2.9 percent when compared CHIEF’S MESSAGE to 2015, the CSP did realize a 9 percent decrease in the number of unrestrained fatalities. In addition, the CSP made significant progress in the implementation of the traffic incident management (TIM) system. It is the Patrol’s goal to train other first responder agencies, partners and stakeholders in key crash reduction corridors in an effort to improve first responder safety, reduce crashes and improve traffic operations. The continued public outreach through the “Our Family Protecting Yours Since 1935” campaign again yielded great results during 2016. Efforts by every member in the agency resulted in over 500 scheduled events that directly educated and engaged over 400,000 people in the communities we serve. The Patrol realizes the importance of education and community involvement, making it a priority within our strategic plan. I sincerely appreciate all the members of the Colorado State Patrol who make this agency not just a place to work, but a family. KELLER An Examination of Recruiting and Selection Practices to Promote Diversity for Colorado State Troopers he Colorado State Patrol (CSP) has recently increased investments to attract, select, and train highly qualified troopers. An important component of these efforts is to increase the demographic composition of CSP to better reflect the communities it serves. Achieving Tthese goals can be challenging because the levels of interest and qualifications required to serve in law enforcement, and specifically as a state trooper, may not be equally distributed across the state. Furthermore, the strategies used to meet these goals must adhere to equal opportu- nity laws to ensure legal compliance and a fair selection process. Despite these difficulties, CSP’s 2019–2023 Strategic Plan emphasizes its continued commitment to these KEY FINDINGS objectives. Defendants broke down the door of Jason’s home after he refused to grant them entry without a warrant and after pepper-spraying Jason in the face. Shortly thereafter, Defendant Lawyer shot Jason in the chest, at point-blank range, even though he was unarmed. Jason died at the scene. 2. In this action, Jason’s parents, on behalf of themselves and Jason’s estate, seek recompense for these violations of their constitutional and other rights under state law and 42 U.S.C. § 1983. JURISDICTION AND VENUE 3. This action arises under the Constitution and laws of the United States, including 42 U.S.C. § 1983. This Court has jurisdiction pursuant to 28 U.S.C. §§ 1331 and 1343 and over pendent state law claims pursuant to 28 U.S.C. § 1367. 4. Venue is proper in the District of Colorado pursuant to 28 U.S.C. § 1391(b). All defendants reside within the District of Colorado, and the events described in this Complaint occurred in the District of Colorado. 5. Plaintiffs have complied with the notice requirements of the Colorado Governmental Immunity Act, C.R.S. § 24-10-109, by sending a letter dated January 12, 2011, to the Colorado Attorney General.
