An important component of these efforts is to increase the demographic composition of CSP to better reflect the communities it serves. Achieving Tthese goals can be challenging because the levels of interest and qualifications required to serve in law enforcement, and specifically as a state trooper, may not be equally distributed across the state. Furthermore, the strategies used to meet these goals must adhere to equal opportu- nity laws to ensure legal compliance and a fair selection process. Despite these difficulties, CSP’s 2019–2023 Strategic Plan emphasizes its continued commitment to these KEY FINDINGS objectives. On November 25, 2016, Trooper Cody Donahue was killed in the line of duty while investigating a crash on the highway. Trooper Donahue was the third line of duty death experienced by the Colorado State Patrol family in 18 months. After Cody’s tragic death, the community responded with an outpouring of support for the men and women of the Patrol and for law enforcement across the state. As the agency continues to grieve and heal, we will carry on Cody’s legacy as each of our members serve the public with dedication and honor in the fight to save lives. The Colorado State Patrol continues to focus its efforts on traffic safety and the reduction of fatal and injury crashes. Although fatal and injury crashes increased by 2.9 percent when compared CHIEF’S MESSAGE to 2015, the CSP did realize a 9 percent decrease in the number of unrestrained fatalities. In addition, the CSP made significant progress in the implementation of the traffic incident management (TIM) system.
