In 2011, SEPA produced the National Flood Risk Assessment which investigated all sources of flooding as well as the likely impact of climate change. The assessment identified that Thurso was potentially at risk of coastal and river flooding and further investigation was required. What have we done so far? Work to date has consisted of the following: • Joint probability assessment of coastal and fluvial flooding; • Coastal modelling to calculate wave climate and extreme sea levels; • Linked 1D/2D modelling of the River Thurso and coastal inundation; • Topographical surveys of the study area; • Stakeholder meeting with statutory bodies; • Environmental survey. At this point we want to present the baseline flood risk in the town and offer some potential solutions to protect vulnerable areas from future flooding. -

Caithness and Sutherland Proposed Local Development Plan Committee Version November, 2015 Proposed CaSPlan The Highland Council Foreword Foreword Foreword to be added after PDI committee meeting The Highland Council Proposed CaSPlan About this Proposed Plan About this Proposed Plan The Caithness and Sutherland Local Development Plan (CaSPlan) is the second of three new area local development plans that, along with the Highland-wide Local Development Plan (HwLDP) and Supplementary Guidance, will form the Highland Council’s Development Plan that guides future development in Highland. The Plan covers the area shown on the Strategy Map on page 3). CaSPlan focuses on where development should and should not occur in the Caithness and Sutherland area over the next 10-20 years. Along the north coast the Pilot Marine Spatial Plan for the Pentland Firth and Orkney Waters will also influence what happens in the area. This Proposed Plan is the third stage in the plan preparation process. It has been approved by the Council as its settled view on where and how growth should be delivered in Caithness and Sutherland. However, it is a consultation document which means you can tell us what you think about it. It will be of particular interest to people who live, work or invest in the Caithness and Sutherland area. In preparing this Proposed Plan, the Highland Council have held various consultations. These included the development of a North Highland Onshore Vision to support growth of the marine renewables sector, Charrettes in Wick and Thurso to prepare whole-town visions and a Call for Sites and Ideas, all followed by a Main Issues Report and Additional Sites and Issues consultation. -

I have examined the submitted documents and focussed on those matters of relevance to the Highland Council its role as local planning authority. Consequently, I am satisfied that the transport and traffic impacts have been assessed appropriately by Transport Scotland and that issues of marine ecology can be properly considered as part of the marine licensing process in consultation with SNH, SEPA and other bodies. In terms of visual amenity, the proposal is considered unlikely to result in any significant overall material visual change to the harbour area as a whole. The one aspect where the authority has some concern is in respect of construction noise which will inevitably have some impact on the nearest residential properties for a period of time. Although the separation distances in this case are greater (250m – 500m), consultation responses received from my environmental health colleagues in respect of the Uig project on Skye are pertinent. -

Item Sutherland County Committee Report CC/ Caithness Committee No 16/16 30 August 2016 31 August 2016 Caithness and Sutherland Local Development Plan Report by Director of Development and Infrastructure Summary This report presents a summary of issues raised in comments received on the Proposed Caithness and Sutherland Local Development Plan (CaSPlan) and seeks approval for the Council’s response to these issues and next steps. In accordance with the Council’s Scheme of Delegation, the two Local Committees are asked to consider the report and decide on these matters. The recommended Council position is to defend the Proposed Plan, subject to only minor modifications, which would mean that the next stage would be submission to Ministers and progression to Examination. Other options would involve further consultation on a Modified Plan. The report explains the implications of each way forward. 1. Background 1.1 The Caithness and Sutherland Local Development Plan (CaSPlan) is the second of three area local development plans to be prepared by the Highland Council. Together with the Highland-wide Local Development Plan (HwLDP) and more detailed Supplementary Guidance, CaSPlan will form part of the Council’s Development Plan against which planning decisions will be made in the Caithness and Sutherland area. 1.2 The Proposed Plan consultation for CaSPlan ran from 22 January to 18 March 2016. Around 201 organisations or individuals responded, raising around 636 comments. This includes a few comments received on the associated Proposed Action Programme. All these comments have been published on the development plans consultation portal consult.highland.gov.uk. -

A vast expanse of blanket bog, sheltered straths, moorland and mountain covers much of Caithness and Sutherland. Known as The Flow Country, or the Flows, it is one of Scotland’s most important natural resources. Blanket bog is a rare type of peatland which forms only in cool places with plenty of rain and covers the landscape like a blanket. SCOTTISH STATUTORY INSTRUMENTS 2000 No. 32 Scrabster (Inner Harbour Development) Harbour Revision Order 2000 PART I PRELIMINARY Citation, commencement and extent 1.—(1) This Order may be cited as the Scrabster (Inner Harbour Development) HarbourRevision Order 1999 and shall come into force on 29th February 2000. (2) The Scrabster Harbour Acts and Orders 1841 to 1998 and this Order may be cited together as the Scrabster Harbour Acts and Orders 1841 to 2000. (3) This Order extends to Scotland only. Bathing Water Profile for Thurso Bay (Central) Thurso, Scotland _____________ Current water classification https://www2.sepa.org.uk/BathingWaters/Classifications.aspx _____________ Description Thurso Bay (Central) bathing water is situated on the north coast of Scotland adjacent to the town of Thurso. The designated bay is less than 1 km long and extends from Rockwell Point in the west to Little Ebb in the east. The beach is popular with bathers and water sport enthusiasts. During high and low tides the approximate distance to the water’s edge can vary from 0–160 metres. The sandy beach slopes gently towards the water. Site details Local authority Highland Council Year of designation 2008 Water sampling location ND 11697 68860 EC bathing water ID UKS7616085 Catchment description The catchment draining into the Thurso bathing water extends to 487 km2. The catchment varies in topography from hills (maximum elevation 440 metres) in the south to the low-lying land (average elevation 5 metres) along the coast. The main river within the bathing water catchment is the River Thurso which discharges to the east of the designated bathing water. Land use in the catchment is mainly split between rural land and bog. The principal rural land uses in the area are improved grassland (14%), shrub (12%) and coniferous woodland (10%). The upper catchment around Halkirk is mainly sheep farming with beef farming around Thurso. Less than one percent of the bathing water catchment is urban. The main population centre is the town of Thurso situated adjacent to the bathing water. Population density outside of Thurso is generally low (Map 2). -
