Far North Line Review Team Consolidation Report “It is essential we make the most of this important asset for passengers, for sustainable freight transport, and for the communities and businesses along the whole route.” Fergus Ewing, 16 December 2016 August 2019 Remit Fergus Ewing MSP, Cabinet Secretary for Rural Economy, established the Far North Line Review Team in December 2016 with a remit to identify potential opportunities to improve connectivity, operational performance and journey time on the line. Membership The Review Team comprised senior representatives from the railway industry (Transport Scotland, Network Rail, ScotRail) as well as relevant stakeholders (HITRANS, Highland Council, HIE, Caithness Transport Forum and Friends of the Far North Line). The Team has now concluded and this report reviews the Team’s achievements and sets out activities and responsibilities for future years. Report This report provides a high-level overview of achievements, work-in-progress and future opportunities. Achievements to date: Safety and Improved Journey Time In support of safety and improved journey time we: 1. Implemented Stage 1 of Level Crossing Upgrade by installing automatic barrier prior to closing the crossing by 2024. 2. Upgraded two level crossings to full barriers. 3 4 3. Started a programme of improved animal 6 6 fencing and removed lineside vegetation to 6 reduce the attractiveness of the line to livestock and deer. 4. Established six new full-time posts in Helmsdale to address fencing and vegetation issues along the line. 1 5. Removed the speed restriction near Chapelton Farm to allow a linespeed of 75mph. 6. Agenda Item 16 Report No ECI/37/20 HIGHLAND COUNCIL Committee: Economy and Infrastructure Date: 4 November 2020 Report Title: Biodiversity Duty Report Report By: Executive Chief Officer, Infrastructure and Environment 1 Purpose/Executive Summary 1.1 This report presents the draft Biodiversity Duty Report 2018-2020. This report has been produced in response to the statutory requirement that all public bodies must provide a publicly available report every three years that sets out the actions they have taken to meet their biodiversity duty. 2 Recommendations 2.1 Members are asked to: i. approve the Biodiversity Duty Report 2018-2020 (Appendix 1) for publication on the Council’s website by the end of December 2020; and ii. note the content and breadth of work related to biodiversity undertaken across the organisation, accepting that the report still needs to incorporate the work of the High Life Highland Rangers (following return from furlough) and may be subject to a number of presentational and typographical changes prior to publication. 3 Implications 3.1 Resource: None. This report outlines the actions taken over the last 3 years to meet the Council’s biodiversity duty. Future resource requirements will be carefully assessed, given the Council’s financial position, and the Council will work with external partners to identify opportunities. 3.2 Legal: This report is produced in accordance with the requirements set out in The Wildlife and Natural Environment (Scotland) Act 2011. Publication of the Biodiversity Duty Report towards the end of December 2020 fulfils this statutory duty. 3.3 Community (Equality, Poverty and Rural): There are no Community (Equality, Poverty and Rural) implications arising directly from this report. -

I hope you enjoy reading the various items in this issue. My term as a Board member and chair of SAC ends in March, so I want to take this opportunity to say thank you very much indeed to all of the SAC members, past and present, for their contributions to SAC during my time as chair. Thanks to their efforts, the SAC has functioned in a highly collegiate manner – providing concise and clear advice to NatureScot staff and Board on a wide range of difficult scientific issues. I look forward to a seamless transition when the next chair is appointed. I also want to thank the many NatureScot staff who over the years have helped so efficiently, with briefings on the topics being brought to SAC, with preparing the papers for the committee, and managing the business of the committee. I’m especially grateful to Lynne Clark and Sarah Hutcheon for managing to keep me on track (most of the time), and to Des Thompson for always being there to discuss and to advise. -

THE HIGHLAND COUNCIL Agenda Item CAITHNESS, SUTHERLAND & EASTER ROSS PLANNING Report No APPLICATIONS AND REVIEW COMMITTEE – 17 March 2009 07/00448/FULSU Construction and operation of onshore wind development comprising 2 wind turbines (installed capacity 5MW), access track and infrastructure, switchgear control building, anemometer mast and temporary control compound at land on Skelpick Estate 3 km east south east of Bettyhill Report by Area Planning and Building Standards Manager SUMMARY The application is in detail for the erection of a 2 turbine windfarm on land to the east south east of Bettyhill. The turbines have a maximum hub height of 80m and a maximum height to blade tip of 120m, with an individual output of between 2 – 2.5 MW. In addition a 70m anemometer mast is proposed, with up to 2.9km of access tracks. The site does not lie within any areas designated for their natural heritage interests but does lie close to the: • Caithness and Sutherland Peatlands Special Area of Conservation (SAC) • Caithness and Sutherland Peatlands Special Protection Area (SPA) • Caithness and Sutherland Peatlands RAMSAR site • Lochan Buidhe Mires Site of Special Scientific Interest (SSSI) • Armadale Gorge Site of Special Scientific Interest (SSSI) • Kyle of Tongue National Scenic Area (NSA) Three Community Councils have been consulted on the application. Melvich and Tongue Community Councils have not objected, but Bettyhill, Strathnaver and Altnaharra Community Council has objected. There are 46 timeous letters of representation from members of the public, with 8 non- timeous. The application has been advertised as it has been accompanied by an Environmental Statement (ES), being a development which is classified as ‘an EIA development’ as defined by the Environmental Impact Assessment Regulations. -

Information Sheet on Ramsar Wetlands (RIS) Categories approved by Recommendation 4.7 (1990), as amended by Resolution VIII.13 of the 8th Conference of the Contracting Parties (2002) and Resolutions IX.1 Annex B, IX.6, IX.21 and IX. 22 of the 9th Conference of the Contracting Parties (2005). Notes for compilers: 1. The RIS should be completed in accordance with the attached Explanatory Notes and Guidelines for completing the Information Sheet on Ramsar Wetlands. Compilers are strongly advised to read this guidance before filling in the RIS. 2. Further information and guidance in support of Ramsar site designations are provided in the Strategic Framework for the future development of the List of Wetlands of International Importance (Ramsar Wise Use Handbook 7, 2nd edition, as amended by COP9 Resolution IX.1 Annex B). A 3rd edition of the Handbook, incorporating these amendments, is in preparation and will be available in 2006. 3. Caithness and Sutherland Proposed Local Development Plan Committee Version November, 2015 Proposed CaSPlan The Highland Council Foreword Foreword Foreword to be added after PDI committee meeting The Highland Council Proposed CaSPlan About this Proposed Plan About this Proposed Plan The Caithness and Sutherland Local Development Plan (CaSPlan) is the second of three new area local development plans that, along with the Highland-wide Local Development Plan (HwLDP) and Supplementary Guidance, will form the Highland Council’s Development Plan that guides future development in Highland. The Plan covers the area shown on the Strategy Map on page 3). CaSPlan focuses on where development should and should not occur in the Caithness and Sutherland area over the next 10-20 years. Along the north coast the Pilot Marine Spatial Plan for the Pentland Firth and Orkney Waters will also influence what happens in the area. This Proposed Plan is the third stage in the plan preparation process. It has been approved by the Council as its settled view on where and how growth should be delivered in Caithness and Sutherland. However, it is a consultation document which means you can tell us what you think about it. It will be of particular interest to people who live, work or invest in the Caithness and Sutherland area. In preparing this Proposed Plan, the Highland Council have held various consultations. These included the development of a North Highland Onshore Vision to support growth of the marine renewables sector, Charrettes in Wick and Thurso to prepare whole-town visions and a Call for Sites and Ideas, all followed by a Main Issues Report and Additional Sites and Issues consultation. -

Role Title: People Engagement Volunteer Where: Forsinard but with travel across Caithness and Sutherland When: Mid October – Late February Commitment: 5 days a week for 4 months. Why We Want You: We are looking for a new member of our team to help us engage with a wide range of people and raise awareness of the global importance of the peatlands of Caithness and Sutherland known as The Flow Country. As part of the Flows to the Future Team you will work closely with our project partners: Scottish Natural Heritage, the Highland Council and Environmental Research Institute (North Highland College UHI) to create exciting and innovative ways to tell people about our work. You will work primarily with our Learning Development and Communities Officers to build upon our existing work and increase our reach across this large area and beyond. This includes supporting the development and delivery of learning sessions for primary and secondary schools, organising and supporting a programme of community events across the Flow Country, contributing to our marketing and communications work and exploring the opportunities to promote our new film, 3D landscape model and computer game to a wider audience. The Flow Country is the best blanket bog of its type in the world and a key resource in the fight against climate change. The Flows to the Future Project is far reaching, ambitious and aims to significantly increase the level of conservation management and promotional activities currently being undertaken.
