They discussed the ongoing political crisis and urged the leaders to find a solution that would allow the Federal Government to implement the Vision 2016 plan for Somalia’s political transformation in a timely manner. Their meetings came as the Federal Government and Somalia’s international partners prepare for the first Ministerial-level High Level Partnership Forum (HLPF) in Copenhagen on 19 and 20 November. “The HLPF will be a critical opportunity to review progress and chart the way ahead for the implementation of the New Deal Somali Compact. The Compact brings together national priorities agreed amongst the Somali people, the Federal Government and the international community. Much has been achieved, particularly through the concerted and joint efforts of the Federal Government. But significant challenges remain. The ongoing political crisis in Somalia is a serious risk to further progress. -

"An improvised explosive device went off during the semifinal of a local soccer team's cup" in Barawe town, Bashir Mohamed Yusuf, the town's deputy commissioner for security, told VOA. Yusuf and hospital sources said at least 13 people were also wounded in Barawe, which is about 220 kilometers southwest of the Somali capital, Mogadishu. "The bomb was planted in the VIP section of the soccer stadium with the intention of harming the local authorities," said Yusuf. "But since we tactically sat at a different location today, it hit some of the football players and spectators." A spectator who was at the soccer field at the time and asked to remain anonymous said the bomb exploded at the start of the second half of the game between locally popular teams Elmen and SYL, and "it seems it was detonated remotely from the nearby areas." Barawe is a strategic port town and major base for African Union troops in the region. It is remembered for being a key stronghold of al-Shabab Islamists, but the Somali National Army captured it in 2014 with the backing of African Union forces. There was no immediate claim of responsibility for the attack. -

Licence: CC BY-SA 2.0 Excluding women: the clanization of Somali political institutions AUTHORS Hawa Jibril, a poetess and a long-time activist for Somali Ladan Affi women’s rights, identified male elders as a barrier to Zayed University, Abu Dhabi women’s inclusion in the politics and governance of their society. In her 1962 poem, ‘the old men who hold us back’ Hawa recited “don’t you see these old men; who hold us back, let them not prevail over us” (Jibril 2008:151). Sixty years later, Somali women still face elders attempting to hold them back. This CMI Brief examines the effects of the political institutionalization of clan and its effects on women’s aspirations to participate in politics and outlines how Somali women have responded to these obstacles. 2 CMI BRIEF 2020:09 Bypassed by clan elders Institutionalization of the electoral process and gender Somali society is a patriarchal clan-based society, where lineage quota is traced through the father. Somalia 2019 Crime & Safety Report This is an annual report produced in conjunction with the Regional Security Office at the U.S. Mission to Somalia. The current U.S. Department of State Travel Advisory at the date of this report’s publication assesses Somalia at Level 4, indicating travelers should not travel to the country due to crime, terrorism, and piracy. Overall Crime and Safety Situation The U.S. Mission to Somalia does not assume responsibility for the professional ability or integrity of the persons or firms appearing in this report. The American Citizen Services unit (ACS) cannot recommend a particular individual or location, and assumes no responsibility for the quality of service provided. Review OSAC’s Somalia-specific page for original OSAC reporting, consular messages, and contact information, some of which may be available only to private-sector representatives with an OSAC password. The U.S. government recommends U.S. citizens avoid travel to Somalia. Terrorist and criminal elements continue to target foreigners and locals in Somalia. Crime Threats There is serious risk from crime in Mogadishu. Violent crime, including assassinations, murder, kidnapping, and armed robbery, is common throughout Somalia, including in Mogadishu. Other Areas of Concern A strong familiarity with Somalia and/or extensive prior travel to the region does not reduce travel risk. Those considering travel to Somalia, including Somaliland and Puntland, should obtain kidnap and recovery insurance, as well as medical evacuation insurance, prior to travel. Inter- clan, inter-factional, and criminal feuding can flare up with little/no warning. After several years of quiet, pirates attacked several ships in 2017 and 2018.
