CRRMA BOARD PRESENTATION El Paso Streetcar Project Gilbert Gardner April 10, 2019 El Paso Streetcar Project AGENDA • Project Progress • Project Highlights • SCADA System • Change Order Summary • Questions 2 Project Progress • Percent Complete: – MSF Building 100% – Civil & Track 100% – Water & Sewer 100% – Storm Drain 99% – Total Infrastructure 99% – Father Rahm Improvements 100% – Cincinnati Improvements 100% – Vehicles 97% 3 Project Highlights • Currently in revenue service – Completed the first quarter of service • Processed cleanup change order (CO 50) • Received ADA certification • Contractor addressed final punch list items 4 Project Highlights • All Vehicles have been conditionally accepted • Sun Metro is in receipt of all necessary operational spares and supplies – with the exception of spare truck #2 which is shipping from Brookville very soon • Sun Metro has taken delivery of all salvaged PCC streetcar parts removed during rehabilitation process and they are stored at Cotton Streetcar Barn 5 Project Highlights • Left to complete? – Closeout and transfer documentation for COEP and TxDOT SSO – Deliver final set of civil and track as built drawings resubmittal to COEP – Review and complete EPWU storm drain punch list – Complete final acceptance of infrastructure and vehicle assets with COEP – Procure SCADA (instead of owner initiated COs) 6 SCADA System SCADA ‐ Supervisory Control And Data Acquisition • A SCADA system uses software, controllers, sensors and computers to control and monitor electrical equipment remotely • SCADA is a common way for rail & transit systems and agencies to help with safety and operations • E.g. Tucson Streetcar, Oklahoma City Streetcar, MARTA in Atlanta and DART in Dallas 7 SCADA System SCADA Benefits: • SCADA will provide Sun Metro a way of monitoring and controlling the status of electrical equipment from a computer – E.g. A substation loses power, Sun Metro can see and possibly fix it from a computer at the MSF • SCADA will provide a network for equipment to communicate and give status updates • SCADA improves safety and efficiency 8 SCADA System • Atkins is developing documents for possible procurement of a SCADA System – Initial plan was for an owner initiated change order, but quote was too expensive and delivery timeline was too lengthy – Allows RMA to closeout contract with PDNT • Any SCADA procurement would return to the CRRMA Board for review/input 9 Change Order No. 52 Platform Handrail Repair and ADA Ramp Modifications – Repair of Damaged Handrail • $3,046.03 to reimburse the contractor for the repair • Unclear as to who caused damage; change order reimburses contractor for repairs – Sidewalk ADA Ramp modifications (Stanton/Arizona) • $4,520.29 for removal and replacement of ramp • Ramp was installed in accordance with the Inspector’s direction to the Contractor; subsequent measurements determined that the cross slope did not meet ADA guidelines 10 Change Order Summary • Budget Impact – Change Order 52 $7,566 – Cost of Change Orders 1 to 51 $9,885,022 – Cost of ALL Change Orders 1 to 52 $9,892,588 11 Questions?
