Political Science 279/479 War and the Nation-State Hein Goemans Course Information: Harkness 320 Fall 2010 Office Hours: Monday 4{5 Thursday 16:50{19:30 [email protected] Harkness 329 This course examines the development of warfare and growth of the state. In particular, we examine the phenomenon of war in its broader socio-economic context between the emergence of the modern nation-state and the end of World War II. Students are required to do all the reading. Student are required to make a group presentation in class on the readings for one class (25% of the grade), and there will be one big final (75%). Course Requirements Participation and a presentation in the seminar comprises 25% of your grade. A final exam counts for 75%. The final exam is given during the period scheduled by the University. In particular instances, students may substitute a serious research paper for the final. Students interested in the research paper option should approach me no later than one week after the mid-term. Hitchcock, University of Virginia ’m writing in late April 2020 during a nation-wide shutdown in response to the public health threat of the COVID-19 virus. Travel has ceased; shops are closed; universities are quiet and empty. Three million people around the world have tested positive for this highly contagious and deadly virus. In less than three months, it has killed over 200,000 people, 56,000I in the United States alone. And these numbers climb daily. The real impact of the pandemic upon human life will not be known for many months and years. The impact upon the global economy has already been catastrophic. In the United States alone, the unemployment rate has hit 20%–a figure we have not seen since the 1930s. Economic activity around the world has sharply contracted, and massive stimulus efforts by the U.S. federal government have not adequately buoyed the economy. The crisis has struck quickly, unexpectedly, and savagely; we are all unsettled and anxious, facing the unknown. In such a context of trauma and global fracture, I worried it was self-indulgent to write about my career as a historian. Let’s face it, historians aren’t much use right now. No one is calling us to manufacture personal protective equipment for health care workers, or to develop vaccines, or even to figure out how far droplets of virus-laden phlegm travel in a crowded supermarket. -

Dates: 1933-2008 Level: Fonds Extent: 36 boxes (MS 413 (A)); 118 boxes (MS 413 (B)) Name of creator: Ian Kershaw Administrative / biographical history: A collection of material from various archives compiled by Professor Sir Ian Kershaw, historian, author and university academic, covering the social history of twentieth- century Germany, and Nazism and the Third Reich. MS 413 (B) also contains research material in medieval history. Ian Kershaw was born in Oldham, Lancashire in 1943. He was educated at Counthill Grammar School and St Bede's College, Manchester, before studying for a BA in History at the University of Liverpool. He followed this with a DPhil at Merton College, Oxford, editing a manuscript of the accounts of Bolton Priory in the late 15th and early 16th century, and producing his thesis Bolton Priory, 1286-1325: an economic study in 1969. Following his time at Oxford, Professor Kershaw took a post as lecturer in medieval history at the University of Manchester. He began learning German to assist in his research of the German peasantry in the Middle Ages. As his language skills improved he became increasingly interested in what was happening in Germany and how it was coping with the legacy of the Second World War. On a visit to West Germany in 1972 he encountered an aging Nazi who remarked that 'if you English had come in with us, we'd have destroyed Bolshevism' and that 'the Jew is a louse'. -

Good and Bad Lessons from “The Good War” David G. Rowley David G. Rowley is Associate Professor of History at the University of Wisconsin— Platteville where he teaches world, British, and Russian history. He is the author of a two- volume survey text, Exploring Russia’s Past (Prentice-Hall), and has published a number of articles on communism, nationalism, and democracy in The American Historical Review, The Journal of Contemporary History, Nations and Nationalism, and other publications. He is faculty adviser for Students for Peace and Justice at Platteville, and he serves on the Executive Council of the Wisconsin Institute for Peace and Conflict Studies. The example of World War II is a problem for peace advocates and anti-militarists.[1] While most wars, in retrospect, seem cruel, wasteful, and ultimately avoidable, World War II has gone down in history, journalism, and popular memory as a just and necessary war— just because it was a war against the very personification of evil, and necessary because it was forced by an aggressor on unwilling combatants. Thus the most destructive war in human history has become known as “the Good War.”[2] Moreover, in retrospect it seems obvious that Adolf Hitler came to power in Germany with the intention of refighting—and this time winning—the First World War, enlarging the German state at the expense of its eastern neighbors, and exterminating entire races of people. Hitler turned out to be insatiable and undeterrable, and it has seemed obvious to many that he should have been resisted with military force when he first began to threaten the peace.[3] Thus the lesson taken from World War II by the educated public, newsweekly journalists, and U.S. -

It focuses on how parts relate to the whole in whatever an individual, a corporation or a nation might be seeking to accomplish. The strategists considered range over some two and a half millennia. Some represent the best thinking and writing on this subject; others exemplify success and failure in the implementation of grand strategy. From a careful examination of them, we expect you to extract a set of principles for the making of grand strategy that will be useful in any future leadership role in which you may be called upon to connect desired ends with available means. COURSE STRUCTURE and REQUIREMENTS The course consists of a two-semester interdisciplinary seminar and an individual summer project. -

Pollack Let Us Now Praise Great Men Bringing the Statesman Back In In January 1762, Prus- sia hovered on the brink of disaster. Despite the masterful generalship of Fred- erick the Great, the combined forces of France, Austria, and Russia had gradually worn down the Prussian army in six years of constant warfare. Aus- trian armies had marched deep into Saxony and Silesia, and the Russians had even sacked Berlin. Frederick’s defeat appeared imminent, and the enemy co- alition intended to partition Prussia to reduce it to the status of a middle Ger- man state no more powerful than Bavaria or Saxony. And then a miracle occurred. The Prusso-phobic Czarina Elizabeth unexpectedly died, only to be succeeded by her son Peter, who idolized the soldier-king. Immediately Peter made peace with Frederick and ordered home the Russian armies. This rever- sal paralyzed the French and Austrians and allowed Frederick to rally his forces. Although Peter was soon ousted by his wife, Catherine, the allied ar- mies never regained their advantage. In the end, Frederick held them off and kept Prussia intact.1 Frederick’s triumph in the Seven Years’ War was essential to Prussia’s even- tual uniªcation of Germany and all that followed from it. -
