INTRODUCTION 1. Bi-Annual Monitoring Report is aimed to ensure and verify that the adjustments and measures identified in the approved Resettlement Due Diligence Report (DDR) have been properly implemented as per ADB guidelines. To avoid, minimize and to mitigate resettlement impacts during construction phase of Sindh Provincial Road Improvement Project under Loan 3305-PAK ADB which is covering about 328 km of the provincial highway network. These six roads include: i) Thull to Kandhkot, (ii) Sheranpur to Ratodero, (iii) Khyber to Sanghar, (iv) Sanghar to Mirpurkhas, (v) Tando Muhammad Khan to Badin, and (vi) Digri to Naukot and three more additional roads of 82 kilometers length designated as Lot 1 Tando Allahyar-Chamber Road (22 km)Lot 2 Sehwan-Dadu Road(32 KM) Lot3 Jahan Khan (N-65) To Faizu Larro (N-55) Road Section (28.4 km). 2. This is the fourth Bi-annual monitoring report on involuntary Resettlement (January- June2019) covering works needed to be monitored identified IR issues in DDR in 6 subprojects and three additional roads where some sections have been encroached by road-side structures. In these sections civil works in these 6 road packages is ongoing and is expected to be completed before August 2019, similarly three additional roads would be completed by June 2020. 3. The Project proposed to utilize project savings to rehabilitate three additional provincial road sections: (i) road from Jahan Khan to Faizu Larro via Chak town, (28.4 km connecting N-65 with N-55); (ii) road from Sehwan to Dadu (32 km); and (iii) road from Tando Allahyar to Chambar (22 km). Provincial Highways Divisions of Works and Services Department (WSD).A Resettlement Due Diligence Report (DDR) was prepared in March 2018 to assess if the proposed works in these additional roads will have involuntary resettlement (IR) risks that need to be addressed either through design adjustments, or compensated if cannot be avoided, following the ADB Safeguards Policy Statement (2009) and the loan covenants of the Project. In this regard DDR was prepared in July 2018 and the same was approved by ADB. 4. This fourth Bi-annual monitoring report on involuntary Resettlement (January- June2019) also included three additional roads to assess latest developments regarding Resettlement issues, if any, on these roads. 5. For this purpose, frequent field visits along with field staff of Supervision Consultants were undertaken from January to June 2019 to assess if project impacts are avoided based on design changes and if there are emerging IR issues during implementation. For this purpose all the 9 subproject roads were visited. 6. Public consultations with communities living around LAR areas and in project area were held with 86 shopkeepers and local people to seek their views on construction /rehabilitation of six sub-project roads. Meetings were also held with locals residents of three additional roads to discuss probable project impacts and their mitigation measures. 5 Fourth Bi-Annual Monitoring Report 2. STATUS OF CONSTRUCTION ACTIVITIES AT THE TIME OF FIELD VISIT 7. The progress of construction works up to June 2019 in all the 6 subprojects and three additional roads is given below which are at different stages of implementation. ICB-01: Thull to Kandhkot Section (44.0 Km) Achieved Progress: 100% ICB-02: Sheranpur to Ratodero Section (36.0 Km) Achieved Progress: 95% ICB-03: Khyber to Sanghar Section (64.0 Km) Achieved Progress: 99.50% ICB-04: Sanghar to Mirpurkhas Section (63.0 Km) Achieved Progress: 77.92% ICB-05: Tando Muhammad Khan to Badin Section (67.0 Km) Achieved Progress: 86.60% ICB-06: Digri to Naukot Section (54km) Achieved Progress: 80.64% ICB-07: LOT 1 Tando Allahyar- Chamber Road (18KM) Mobilization in process LOT 2 Sehwan- Dadu (32KM) LOT 3 Jahan khan to Faizu Larro (29.1 KM) 3. IMPLEMENTATION OF CONSTRUCTION ADJUSTMENTS TO AVOID IR IMPACTS 8. Adjustments in construction work were proposed to avoid IR impacts in 13 sections of Package-1 sub-projects Thull to Kandhkot, 10 sections of Pacakage-2 Sheranpur and 15 Sections of Package-6 Digri to Naukot. These included 15 commercial (small shops), 3 religious structures (mosques) and a graveyard. During field visits Monitoring Team observed that construction works in the encroached areas of the road sections of Pakage-1 and Package-2 have been fully completed by effectively avoiding IR impacts as identified in DDR August 2017. Details on observations made during the field visit are provided in Table-1 Below. Photos of the structures that were having no impact are also shown in figure-1 though figure-9.
