Damage Assessment, Emergency Relief and Rehabilitation Efforts

Introduction: Recent monsoon rains has caused havoc and created a flood like situation in lower parts of . District Badin, Mirpurkhas and Tando Mohammad Khan are among the severely hit areas resulting in thousands of people stranded in flooded villages. Various breaches in canals and drains connected with giant Left Bank Outfall Drain (LBOD) have left number of villages inundated. A large number of people, including women & children, have been displaced who have taken shelter on road side, canal embankments and other nearby government buildings. Huge losses to the crops, livestock, infrastructure, houses have been done. Communication systems have severely been disturbed hence restricting movement resulting in further fatalities. Disruption to communication networks has led to inaccurate reporting of the full scale of the disaster and the long-term implications for food security resulting from the losses in crops – yet to be determined.

Proactive Role of NRSP – Rapid Assessment of the Disaster NRSP is present in almost all flood affected area of the Districts of Badin, Mirpurkhas and Tando Mohammad Khan. As such, NRSP has been able to conduct a rapid assessment of flood damages. To complete this assessment, the organisation has capitalised its network of Local Support Organization, Community Organisations update and activists to facilitate information collection providing a full and up to date overview of the scale of the disaster, and the location of those affected. In the 70 UCs surveyed, 174,061 households were found to be severely affected by the floods. The total estimated population of Badin, Mirpurkhas and Tando Mohammad Khan is 1.0 million, 1 million and 0.27 million respectively. Following is demographic information of the two districts.

Scope & Extent of Damage According to the survey made by NRSP through its net work of grass roots level instituations immediately after the floods, it has been found that in District Badin; 8 UCs of Taluka Badin, 8 UCs of Taluka Shaheed FazilRahu,10 UCs Taluka ,3 Usc Taluka and 6 UCs of Taluka have been worst affected. While, 6 UCs of Taluka , 5 UCs of Taluka Jhudo, 6 UCs of , 4 UCs of Taluka Mirpurkhas, 3 UCs of Taluka Hussain Bux Mari and 3 UCs of Taluka Sindhri, and District Tando Mohammad Khan; 3 UCs of Taluka Tando Mohammad Khan, 2 UCs of Taluka Shah Karim, 3 UCs of Taluka Tando Ghulam Hyder have been worst affected. It is evident from the tables below that 48% of the population of worst affected union councils of District Badin, 36% population of worst

NRSP activities - emergency relief The NRSP has existing office infrastructure in most of the affected districts alongside its network of grassroots level community organisations and activists. This has enabled the NRSP to respond in both central and more remote areas.

Core initiatives are:

Human resources and vehicles: all staff and vehicles have been reassigned to emergency relief and rapid assessment activities. Funding: the NRSP allocated Rs.1 Million in the first 24 hours of the floods enabling regional and District Offices to begin distributing emergency provisions. Local Support Network: the NRSP engaged community activists, community organisations and its Union Council level federations (Local Support Organizations) to strengthen emergency relief operations. Rapid Response Unit: this has been established at Regional Office to coordinate the relief work of its district offices and field units. The provision of shelter: through tents/ tarpaulin, the NRSP arranged and distributed 571 tents in affected districts. Cooperation: the NRSP’s Districts and Regional Office is closely coordinating with the district governments Facilitation: the NRSP is facilitating other national and international humanitarian aid agencies to access affected communities through its network of community organisations and LSOs.

As of 16th August, through its emergency rescue and relief operations, the NRSP has assisted 27.047 households in the flood affected districts of Badin, Mirpurkhas and Tando Mohammad Khan Sindh. A summary of these activities is given in table 3.

The NRSP’s countrywide network of LSOs has been highly proactive in emergency efforts. Of the total households cited in table 3; 27,047 have received supported from these organisations.

The NRSP’s future strategy for emergency relief and rehabilitation The NRSP strategy is focused on three core areas: rescue & recovery, the provision of relief, and rehabilitation. To facilitate these operations, the organisation plans to set up a stockpile at its warehouses in Islamabad, Bahawalpur, AJK and Turbat. This stockpile will include Emergency Response Tool Kits and search and rescue equipment.

The NRSP has established an Emergency Response Unit to facilitate NRSP Emergency Relief operations countrywide.

Annex – II

About NRSP

Established in 1991, NRSP is the largest Rural Support Programme in the country in terms of outreach, staff and development activities. It is a not for profit organization registered under Section 42 of Companies Ordinance 1984. NRSP's mandate is to alleviate poverty by harnessing people's potential and undertake development activities in .

The NRSP’s core strength is in its outreach. It is the largest civil society organization in Pakistan. Operating in 56 districts, in all four provinces and AJK, the company covers more than 1.5 million households through 115,000 COs.This structure is overseen by 5,087 staff working from 167 field offices across Pakistan. Almost all staff is primarily field-based, each holding an extensive local knowledge base and network of local contacts, comprising community members, and local government and NGO workers.

NRSP works for the people through the community organizations which are essentially the “organizations of people”. As such it has developed an extensive network of more than 115,000 COs working for their own needs throughout the country. This model consists of four key stages: a) mobilization through CO formation; b) needs identification by the community; c) preparing development plans; d) implementation and assessment. The community therefore moulds its own development agenda taking ownership of the project and contributing to its implementation. Whereas the COs are the foundation of institutional structure of communities, the VOs and LSOs are the federations of COs at village and union council level respectively. NRSP is currently working with more than 1.5 million poor households organized into a network of Community Organizations. With sustained incremental growth, it is emerging as Pakistan's leading engine for poverty reduction and rural development.

NRSP believes and works to link the communities with government, private agencies and service providers to build the capacity of communities, enable efficient delivery of services and diversify development portfolios at the grassroots. Above all through the linkages, NRSP builds a cadre of human capital who take on the developmental agenda forward.

Being a support organization, NRSP attempts to complement the work of government by nurturing a network of Community Organizations as vehicles for delivery of projects to the poor people.
