Lema Bouza Abstract Abstract: This thesis focuses on the recent legislative measures introduced by Hungary aimed at kin minorities in the neighbouring countries. Considering as relevant the ones with the largest Hungarian minorities (i.e. Croatia, Romania, Serbia, Slovakia, Slovenia and Ukraine), the thesis starts by presenting the background to the controversy, looking at the history, demographics and politics of the relevant states. After introducing the human rights standards contained in international and national legal instruments for the protection of minorities, the thesis looks at the reasons behind the enactment of the laws. To do so the politically dominant concept of Hungarian nation is examined. Finally, the author looks at the legal and political restrictions these measures face from the perspective of international law and the reactions of the affected countries, respectively. The research shows the strong dependency between the measures and the political conception of the nation, and points out the lack of amelioration of the human rights situation of ethnic Hungarians in the said countries. The reason given for this is the little effects produced on them by the measures adopted by Hungary and the potentially prejudicial nature of the reaction by the home states. The author advocates for a deeper cooperation between Hungary and the home states. CLASSROOM COUNTRY PROFILES Hungary (Magyarország) The name “Hungary” is adapted from Hungaria, the Medieval Latin term derived by writers from the name of the people (H) ungari or ungri. Hungarians call their country Magyarország, derived from Magyars which likely refers to the most promi- nent Hungarian tribe known as the “Megyer “. King Stephen I (997-1038), defeated various tribes, implementing Christiani- ty, and ultimately founding the Hungarian state. After WWII, Hungary fell into the Soviet sphere. In 1956, Hungarians tried to put an end to Soviet control. Although Hungary enjoyed independence for centuries in its early history, the experience of foreign domination over the last five centuries is one of the defining features of Hungarian public consciousness. Most notably, Hungary was under the control of the Ottoman Empire in the sixteenth and seventeenth century, the Habsburgs in the eighteenth, nineteenth and the beginning of the twentieth century, and the Soviet Union from 1945 until the regime change in 1989. Therefore, Hungarians had to master the techniques of survival under foreign domination.1 They learned how to operate informally, under and within formal, rigid rules, which represented the interests of the dominant foreign power. Nonetheless, during its twentieth-century history, Hungary made some genuine albeit short-lived attempts to achieve democracy. First, there was the brief liberal-democratic government of Count Mihály Károlyi in late 1918. A second attempt was made during the semi-democratic coalition government between 1945 and 1947. Finally, Hungary operated as a democracy for twelve remarkable days during the anti-totalitarian revolution of October 1956. The Hungarian revolution was internally successful but was crushed by the inter- vention of the Soviet Red Army. These shining moments of recent Hungarian history cannot hide the fact that throughout the twentieth century Hungary enjoyed democracy for one decade only, the 1990s. -

MEMORANDUM on the HUNGARIAN NEW CONSTITUTION OF 25 APRIL 2011 This memorandum has been prepared, by Grégor Puppinck, PhD Alessio Pecorario, PhD Director Adviser May 19 th , 2011 European Centre for Law and Justice http://www.eclj.org ECLJ Memorandum on the Hungarian new Constitution of 25 April 2011 0 Introduction The President of the Republic of Hungary, Pál Schmitt signed Hungary’s new constitution on 25 April 2011 after the Hungarian Parliament approved it by an overwhelming majority. The ceremony took place at the President’s Sandor Palace office in Budapest. This new Hungarian Constitution has stirred much debate in Europe. An impartial analysis of the text suggests that Hungary’s new Supreme Law could surprise a secularist and postmodern Europe. However, the new Constitution’s content should not be considered innovative with regard to European constitutional practice. In large part, critics of the new Constitution 1 argue the document stems from Christian ideals and thought, as its Preamble references Christianity. It is also criticized for its choice to protect the right to life and human dignity from the moment of conception, as well as the marriage and family, and prohibits practices aimed at eugenics. Symbolically, the preamble of the Constitution starts with a deeply emblematic pledge, declaring the Hungarian people “ proud that one thousand years ago [its] King, Saint Stephen, based the Hungarian State on solid foundations, and made [the] country a part of Christian Europe .” 2 Additionally, the opposition objects to Parliament’s rapid adoption of the text, accusing the government of having been marginalized during the whole process of reform. -

Speech of Ms Teresa Cheng, SC Secretary for Justice Hungary National Day Reception 6 November 2019 (Wednesday) Consul General (Dr Pál Kertész), ladies and gentlemen, Good evening. It’s my pleasure to join you all this evening to celebrate the National Day of Hungary. On behalf of the Government of the Hong Kong Special Administrative Region, may I extend to you, Consul General, and the people of Hungary, our warmest congratulations on your Day of Freedom. Hungary’s Rapid Growth 2. Hungary today is one of the European Union’s leading economies in GDP growth. The Hungarian Government’s commendable efforts in driving its growth momentum are internationally recognised. International Monetary Fund recently commented last month that “Hungary’s growth has continued to exceed expectations” and that “its economy is now running above capacity”. Ties between Hungary and China 3. As mentioned by the Consul General earlier, this year marks the 70th anniversary of diplomatic ties between Hungary and China. With President Xi visiting Hungary last November and Hungarian Prime Minister Orban visiting Mainland China this April, the bilateral relations between the two nations will grow stronger and create limitless opportunities for businesses and people of both sides. 4. Indeed, Hungary has been a frontrunner in our national Belt and Road Initiative, being the first European country to sign a relevant Memorandum of Understanding 2 in 2015. Followed by the upgrade of Hungary-China relations to a comprehensive strategic partnership in 2017, the bonds between the two countries are envisaged to grow closer and closer on various fronts. Nonetheless, there was a lack of information about making paper by hand in Central and Eastern Europe, as it was highlighted during discussions.1 This paper is aimed at connecting east central and east southern parts of Europe (i.e. without Russia and Nordic countries) to the international stream of development in European hand papermaking before introducing paper-making machines into countries of the discussed region of Europe. Green Chances in the New Hungarian Parliament by Róbert László The next Hungarian parliament could include two green formations, one of which, Dialogue for Hungary (PM), will surely have some members in parliament, although very much open to question is whether it will have its own parliamentary group. At the moment, it is doubtful whether the other formation, Politics Can Be Different (LMP), will surpass the election threshold, but if it does an independent parliamentary group is guaranteed. The Hungarian Socialist Party (MSZP), Together 2014 (Együtt 2014), Dialogue for Hungary, the Democratic Coalition (DK) and the Hungarian Liberal Party (MLP) will contest the forthcoming parliamentary elections – scheduled for 6 April 2014 – with a joint list and common candidates. Apart from the far-right party Jobbik, only the green party Politics Can Be Different will contest the elections independently from the ruling parties and the left-of-centre Alliance. Many smaller formations running for election stand basically no chance of overcoming the 5% parliamentary threshold. The new electoral system benefits the relative winner even more than before, which is one of the key reasons why the divided left was forced to form an alliance. The other one is that support for Together 2014, the formation led by former Prime Minister Gordon Bajnai and reinforced by the representatives of PM who left LMP a year ago, was dangerously nearing the election threshold of 5%, while the formerly mere 1-2% support for DK rose to almost the same heights. This dynamic undermined the previous electoral agreement between the Socialists and Together 2014-PM, which envisaged the parties presenting their own candidate lists. -

The Political Context of Eu Accession in Hungary
European Programme November 2002 THE POLITICAL CONTEXT OF EU ACCESSION IN HUNGARY Agnes Batory Introduction For the second time since the adoption of the Maastricht Treaty – seen by many as a watershed in the history of European integration – the European Union (EU) is set to expand. Unlike in 1995, when the group joining the Union consisted of wealthy, established liberal democracies, ten of the current applicants are post-communist countries which recently completed, or are still in various stages of completing, democratic transitions and large-scale economic reconstruction. It is envisaged that the candidates furthest ahead will become members in time for their citizens to participate in the next elections to the European Parliament due in June 2004. The challenge the absorption of the central and east European countries represents for the Union has triggered a need for internal institutional reform and new thinking among the policy-makers of the existing member states. However, despite the imminence of the ‘changeover’ to a considerably larger and more heterogeneous Union, the domestic profiles of the accession countries have remained relatively little known from the west European perspective. In particular, the implications of enlargement in terms of the attitudes and preferences of the new (or soon to be) players are still, to a great extent, unclear. How will they view their rights and obligations as EU members? How committed will they be to the implementation of the acquis communautaire? In what way will they fill formal rules with practical content?
