The meeting covered a number of issues, from the economy, jobs and growth to progress on the European response to the refugee crisis and, more generally, the current state of European affairs. After the meeting, President Juncker underlined Italy's historic contribution to European integration, and spoke of a "large convergence of views" between the Italian government and the European Commission, including on the further deepening of the Economic and Monetary Union. In the refugee crisis, Italy's efforts were "exemplary and could serve as a role model for other Member States," President Juncker added. On Europe's economic policy, the President said: "This Commission does not condone blind austerity". The Commission last year granted Italy flexibility under the EU's Stability and Growth Pact, helping the country to reboot investment and pursue its ambitious programme of reforms. In January 2015 it adopted a Communication on how it intends to apply this flexibility under the Stability and Growth Pact. "There is an absolute need to rediscover the path of sustainable growth," insisted President Juncker. "From the start I have pleaded for a virtuous triangle of investment, structural reforms and responsible fiscal policy," he said of the Commission's broader economic strategy. Italy is the second-highest beneficiary of the Investment Plan for Europe, whose first wave of projects in Italy will trigger new investment worth 4.8 billion euros and create more than 3,200 new jobs.

Conclusions ABSTRACT The paper offers a first analysis of the recent plan to establish a Conference on the Future of Europe to reform the European Union (EU), comparing this initiative with two historical precedents to relaunch the EU – namely the Conference of Messina and the Convention on the Future of Europe – and considering the legal rules and political options for treaty reform in the contemporary EU. To this end, the paper overviews prior efforts to reform the EU, and points out the conditions that led to the success or failures of these initiatives. Subsequently it examines the technicalities of the EU treaty amendment rules and emphasizes the challenge towards treaty reform resulting from the need to obtain unanimous approval by all member states. The paper then assesses the increasing tendency by member states to use inter-se international treaties – particularly in response to the euro-crisis – and underlines how these have introduce new ratification rules, overcoming unanimity. Drawing lessons from these precedents, finally, the paper suggests what will be a condition for the success of the Conference on the Future of Europe, and argues that this should resolve to draft a new treaty – a Political Compact – designed to push forward integration among those member states that so wish.

The event, organised by the European University Institute (EUI), will take place from 10 to 12 May and will be held at the Badia Fiesolana, Palazzo Vecchio and Villa Salviati. The State of the Union has become an important meeting point for European politicians, opinion leaders, academics and representatives of the business world. The 2018 edition of The State of the Union revolves around the theme of Solidarity in Europe, encompassing economic, fiscal and monetary policies, social investment, defence and security strategies, migration, climate change, and energy programmes in Europe. The Badia Fiesolana will be the venue for the 10 May sessions. The President of the Italian Republic, Sergio Mattarella, will open the proceedings alongside the EUI President, Renaud Dehousse. On Friday 11 May, the President of the European Parliament, Antonio Tajani, and the President of the European Commission, Jean-Claude Juncker, will open the day’s discussions, while the Italian President of the Council of Ministers, Paolo Gentiloni, will hold the closing speech of the conference. Amongst the impressive line-up of speakers, the conference will host the former Italian Prime Minister Enrico Letta, the President of Ireland, Michael D. Higgins, the President of Portugal, Marcelo Rebelo de Sousa, the High Representative of the European Union for Foreign Affairs and Security Policy, Federica Mogherini, the President of the European Central Bank, Mario Draghi, the President of the Hellenic Republic, Prokopios Pavlopoulos, and the Spanish Minister of Foreign Affairs and Cooperation, Alfonso María Dastis Quecedo.

As his speeches may be considered a good source of information for grasping the transition between the so called "First" and the "Second" Republic, this study aims at analysing the 71 End of Year speeches pronounced by the 11 Presidents of the Italian Republic in order to check whether we are able to detect a clear-cut fracture within the corpus by means of supervised machine learning methods applied to texts. For this purpose, our corpus has been arranged in three different configurations to assess the performance of different classification tasks within the training set (cross-validation procedure) and to observe in which one of the three arrangements the algorithms perform better. For the final attribution task we chose the configuration that showed the highest accuracy and we split the set of speeches in a training set and a test set to observe how the algorithms assign the text chunks of the test set to the two classes (First or Second Republic). A comparison between the performance of the two different algorithms used in this work, i.e. Support Vector Machine (SVM) and Random Forest (RF) has been discussed throughout the whole study.
