However, communication with normal people is a major handicap for them since normal people do not understand their sign language. Sign language recognition is needed for realizing a human oriented interactive system that can perform an interaction like normal communication. Sign language recognition basically uses two approaches: (1) computer vision-based gesture recognition, in which a camera is used as input and videos are captured in the form of video files stored before being processed using image processing; (2) approach based on sensor data, which is done by using a series of sensors that are integrated with gloves to get the motion features finger grooves and hand movements. Different of sign languages exist around the world, each with its own vocabulary and gestures. Some examples are American Sign Language (ASL), Chinese Sign Language (CSL), British Sign Language (BSL), Indonesian Sign Language (ISL) and so on. The structure of Indonesian Sign Language (ISL) is different from the sign language of other countries, in that words can be formed from the prefix and or suffix. In order to improve recognition accuracy, researchers use methods, such as the hidden Markov model, artificial neural networks and dynamic time warping. Effective algorithms for segmentation, matching the classification and pattern recognition have evolved. The main objective of this study is to review the sign language recognition methods in order to choose the best method for developing the Indonesian sign language recognition system. Data Glove Approach One of the traditional sign capturing method is data glove approach ( Fig. 5 ). These methods employ mechanical or optical sensors attached to a glove that transforms finger flexions into electrical signals to determine the hand posture (Xingyan, 2003). Vision-based Sign Extraction Another common sign capturing method is vision- based sign extraction. This method is usually done by capturing an input image using a camera ( Fig. 6 ). In order to create a database for a gesture system, the gestures should be selected with their relevant meaning, in which each gesture may contain multi samples (Hasan and Mishra, 2010) to increase the accuracy of the system. Vision-based method is widely deployed for sign language recognition. Sign gestures are captured by a fixed camera in front of signers.

Despite this, the Filipino Deaf remain a vibrant and dynamic assemblage of communities throughout the archipelago bound by their visual language. This complex spatial-gestural rule-governed mode of communication endows a strong sense of collective identity. Sign language is at the core of the progressive view of deafness as a culture, and of deaf people as a linguistic minority.

Very minimal research is done regarding non-manual signals (Martinez and Cabalfin, 2008) despite the fact that non-manual signals play a significant role in conversations as it can be mixed freely with manual signals (Cabalfin et al., 2012). For other Sign Languages, there have been numerous researches regarding non-manual; however, most of these focused on the semantic and/or lexical functions only. Research on facial expressions in sign language that convey emotions or feelings and degrees of adjectives is very minimal. In this research, an analysis and recognition of non-manual signals in Filipino Sign Language are performed. The non-manual signals included are Types of Sentences (i.e. Statement, Question, Exclamation), Degrees of Adjectives (i.e. Absence, Presence, High Presence), and Emotions (i.e. Happy, Sad, Fast-approaching danger, Stationary danger). The corpus was built with the help of the FSL Deaf Professors, and the 5 Deaf participants who signed 5 sentences for each of the types in front of Microsoft Kinect sensor. Genetic Algorithm is applied for the feature selection, while Artificial Neural Network and Support Vector Machine is applied for classification. In examining these, I argue that the Deaf community occupies a unique sociolinguistic context as it relates to translation, and that this makes Deaf ownership of translation projects and training of Deaf people a high priority. I then look at three other salient issues in SL translation: personnel, exegesis, and the question of signing style, offering tentative solutions. In addition, I suggest that projects might benefit from: 1) engaging in discourse studies early in the SL translation process, 2) a single-line approach to glossing that works well with analytical software, 3) maintaining a pure sign language environment, and 4) implementing effective comprehension testing methods.

PLAI Newsletter 2017 1 The President’s Message Year in and out, PLAI is mandated to conduct a National Congress which aims at providing avenues for all members to be aware of the trends and developments in the field of librarianship. The Congress is a meeting place for librarian-scholars where new discoveries in the theory and practice of librarianship are shared and talked about. The Congress is a setting for creating acquaintances and deepening friendships, for rekindling relationships and strengthening our bond as colleagues in the profession as many, if not most of us, only meet once a year and that meeting happens only at the PLAI Congress.   • Malaysian Sign Language: a Phonological Statement
    Malaysian Sign Language: A phonological statement Hope M.Malaysian Sign Language Hurlbut SIL International Malaysian Sign Language (MSL) is the language used in daily communication by the Deaf in Malaysia.1 It was developed from American Sign Language (ASL), which was introduced to the Penang School for the Deaf in the mid 1970s. Many local signs have been added to the language until it now has approximately 75 percent similarity with ASL. The Deaf of Malaysia prefer to use the national language term for their language: Bahasa Isyarat Malaysia (literally ‘Language of Signs of Malaysia’). There are two other signed languages in Malaysia. One is Penang Sign Language, which was developed by the school children in the Penang School for the Deaf in the 1950s and 1960s. The other is Selangor Sign Language, which was developed by some Deaf from ASL, which they learned in the 1960s and 1970s in Kuala Lumpur. When they were older, these individuals went to the Penang School for the Deaf and added many signs from Penang Sign Language to their repertoire of signs. The latter two sign languages are only used by some of the older Deaf now, as most of them have learned Malaysian Sign Language and few of them are passing on their own sign language to their children. As Valli & Lucas (1998) note in their chapter on Phonology, “Phonology is the study of the smallest contrastive units of language.
