Z A P I S N I K s 09-21 sjednice Vijeća za elektroničke medije, održane dana 4. ožujka 2021. Započeto u 11.00 sati PRISUTNI: Josip Popovac, Robert Tomljenović, Damir Bučević, Anita Malenica, Katija Kušec, Vanja Gavran i Davor Marić NEDOSTAJE: OSTALI PRISUTNI: Miro Križan, Stanislav Bender i Roberta Grgić Sjednicu je otvorio predsjednik Vijeća g. Josip Popovac i konstatirao da postoji kvorum za donošenje pravovaljanih odluka, te je predložio sljedeći dnevni red: Predloženi dnevni red: 1. Ovjera zapisnika 2. Nadzor nad radom pružatelja medijskih usluga 3. Utvrđivanje formalnih uvjeta ponuda pristiglih na Obavijest o namjeri davanja koncesija broj 01/21 za obavljanje djelatnosti pružanja medijske usluge radija 4. Prijedlog Odluke o pravdanju dijela sredstava Fonda po Javnom natječaju 01/18 za 2020. 4. dio 5. Prijedlog Odluke o pravdanju dijela sredstava Fonda po Javnom natječaju 01/19 za 2020. 5. dio 6. Prijedlog Odluke o pravdanju dijela sredstava Fonda po Javnom natječaju 02/19 za 2020. 4. dio 7. Prijedlog odluke o raspodjeli sredstava Fonda za poticanje pluralizma i raznovrsnosti elektroničkih medija po natječaju br. 02/20 8. Zahtjev za ispisom iz Knjige pružatelja medijskih usluga satelitom, kabelom, internetom i drugim dopuštenim oblicima prijenosa za kanal NOVA SPORT 9. Prijedlog odluke o upisu pružatelja elektroničkih publikacija u Knjigu pružatelja i ispisu pružatelja elektroničkih publikacija iz Knjige pružatelja 10. Razno DNEVNI RED Dnevni red je jednoglasno usvojen Ad. 1. Jednoglasno je odlučeno: Ovjerava se zapisnik s 08-21 sjednice Vijeća. Ad. 2. Jednoglasno je odlučeno: a) Prima se na znanje očitovanje Telegram media grupa d.o.o. kao pružatelja elektorničke publikacije Telegram.hr radi mogućeg otkrivanja identiteta maloljetnika u članku „Telegram otkriva bešćutnu priču iz Siska: Socijalna služba uzela im djecu, jer je kuća u kojoj žive stradala u potresu“ koji je objavljen dana 3. veljače 2021. b) Po pritužbi na nakladnike Hrvatska radiotelevizija, Nova TV d.d. i RTL Hrvatska d.o.o. (kanali HTV1, RTL Televizija i Nova TV) zbog, kako se navodi, sadržaja neprimjerenog za maloljetnike - eksplicitni kadrovi cijepljenja emitirani u informativnim emisijama, utvrđuje se da nema kršenja ZEM-a. c) Po pritužbi na elektroničku publikaciju Srednja.hr na kojoj je objavljen članak „Ova osoba na rektoratu obavlja tri važne funkcije: Upisala je i doktorat, a mentor joj je – Boras“ u kojem autor navodno izvještava na "prijevaran način" o njenom zaposlenju na Sveučilištu, utvrđuje se da nema kršenja ZEM-a. Podnositeljicu pritužbe će se uputiti na mogućnost ispravka objavljene informacije u skladu s odredbama Zakona o medijima, te da se ili direktno obrati pružatelju elektorničke publikacije ili da svoja prava ostvari sudskim putem. d) Radi mogućeg kršenja članka 16. st. 1. i 2. i članka 17. st. 1. ZEM-a u programu IN Magazin (prilog o INA loyality programu) koji je prikazan dana 24. veljače 2021. u 17:30 sati na kanalu NOVA TV, od nakladnika NOVA TV d.d. će se zatražiti očitovanje. Ad. 3. Jednoglasno je odlučeno: Ponude ponuditelja Županijska lika protiv rada – Split, Enter Zagreb d.o.o. i Radio Dalmacija d.o.o. ispunjavaju formalne uvjete propisane Obaviješću broj 01/21. Ad. 4. Jednoglasno je odlučeno: Prema tekstu odluke dostavljenoj u materijalima, prihvaća se pravdanje sredstava Fonda za poticanje pluralizma i raznovrsnosti elektroničkih medija po Javnom natječaju broj 01/18 za 2020. godinu, za pružatelje medijskih usluga: 1. Kazališna udruga „Virko“ – Šibenik 2. Kurziv – Platforma za pitanja kulture, medija i društva Navedenim pružateljima medijskih usluga isplatit će se iznos od 20% dodijeljenih sredstava sukladno odredbama Ugovora o dodjeli sredstava Fonda za poticanje pluralizma i raznovrsnosti elektroničkih medija. Ova odluka stupa na snagu danom donošenja. Ad. 5. Jednoglasno je odlučeno: Prema tekstu odluke dostavljenoj u materijalima, prihvaća se pravdanje sredstava Fonda za poticanje pluralizma i raznovrsnosti elektroničkih medija po Javnom natječaju broj 01/19 za 2020. godinu, za pružatelje medijskih usluga: 1. Informativni centar Virovitica d.o.o. 2. Radio Blato j.t.d. 3. Radio Đakovo d.o.o. 4. Radio Banska Kosa d.o.o. 5. E-radio d.o.o. 6. Sveučilište u Zagrebu Fakultet političkih znanosti – TV Student 7. Radio Daruvar d.o.o. 8. Radio Baranja d.o.o. 9. VIP Media j.d.o.o. 10. Kulturno informativni centar Gospić 11. Rapsodija d.o.o. 12. Multikulturalna medijska udruga „Srijem“ – Radio Srijem 13. Radio postaja Nedelišće 14. Radio postaja Drniš d.o.o. 15. Ultra FM Split d.o.o. 16. Radio Terezija d.o.o. Navedenim pružateljima medijskih usluga isplatit će se iznos od 20% dodijeljenih sredstava sukladno odredbama Ugovora o dodjeli sredstava Fonda za poticanje pluralizma i raznovrsnosti elektroničkih medija. Ova odluka stupa na snagu danom donošenja. Ad. 6. Jednoglasno je odlučeno: Prema tekstu odluke dostavljenoj u materijalima, prihvaća se pravdanje sredstava Fonda za poticanje pluralizma i raznovrsnosti elektroničkih medija po Javnom natječaju broj 02/19 za 2020. godinu, za pružatelje medijskih usluga: 1. VTV – Varaždinska televizija d.o.o. 2. Radio Kaj d.o.o. 3. Televizija Jadran d.o.o. Navedenim pružateljima medijskih usluga isplatit će se iznos od 20% dodijeljenih sredstava sukladno odredbama Ugovora o dodjeli sredstava Fonda za poticanje pluralizma i raznovrsnosti elektroničkih medija. Ova odluka stupa na snagu danom donošenja. Ad. 7. Jednoglasno je odlučeno: I. Na temelju provedenog Javnog natječaja broj 02/20 za raspodjelu sredstava Fonda za poticanje pluralizma i raznovrsnosti elektroničkih medija – nakladnika radija, neprofitnih pružatelja medijskih usluga televizije i radija iz članka 19. i 79. ZEM-a, za 2021. godinu („Narodne novine“ broj 123/20, dalje u tekstu: Javni natječaj) dodijeljena su ukupna sredstva za: - 112 nakladnika radija u iznosu od =15.110.000,00 kuna, - 5 neprofitnih pružatelja medijskih usluga televizije i radija iz članka 19. i 79. INTRODUCTION The largest commercial terrestrial TV-channels on national level in Macedonia continue to represent a dominant source of information for the audience; hence, they continue to exert the greatest influence on the public opinion. Therefore, on one hand, it imposes expectations that the programme they offer to the viewers should reflect quality and diversity of content, and at the same time, it should set high standards for practitioners working in TV-channels, but on the other hand, they should promote democratic values and professional principles,1 so as to advance the development of the broadcasting industry. The quality of the media content is not an obligation explicitly regulated by law; however, the national commercial TV- channels, as the most viewed and the most influential, are expected to show a sense of social responsibility and work for the public interest, since they themselves are users of public resources.     KÖZ-GAZDASÁG 2021/1 159 Fran Galetić1: Changing the Market Position of Public Television – Case of Croatia, Slovenia and Hungary The market position of public television channels has been changing over the last three decades. From monopolists, public televisions have become just one of the players on the television market. This paper analyses the position of public television in Croatia, Slovenia and Hungary. These neighbouring countries are similar but have different market power of public TV. Croatia has a strong public television, Hungary has very week public television, and Slovenia is in the middle. The aim of this paper is to show how the audience of public TV channels has been changing and based on this data, the author will estimate regression models for future forecasting of audience share for public TV channels in all three countries. This will enable the analysis of the market position of the whole group of public TV channels in each country. 1. Introduction Public television was the first television that occurred in every European country. At the time of starting, these televisions were referred to as state televisions. Later, they moved from state television to public television, which is the form that is used nowadays. At the beginning, in the 1950s, all these televisions were monopolists. This means that they were the only television channels on the national level. In the 1970s state televisions have started to broadcast the second channel, but that was still monopoly, as both channels were broadcasted by the same television company. In most European countries, the late 1980s and early 1990s were characterized by the liberalization of the television market and first private television channels started to appear.
