Izvješće O Poslovanju Hrvatske Radiotelevizije Za 2015 Prijedlog Klasa: Urbroj: Zagreb, PREDSJEDNIKU HRVATSKOGA SABORA Predmet: Izvješće o poslovanju Hrvatske radiotelevizije za 2015. godinu - mišljenje Vlade Veza: Pismo Hrvatskoga sabora, klase: 021-12/16-09/66, urbroja: 65-16-03, od 22. prosinca 2016. godine Na temelju članka 122. stavka 2. Poslovnika Hrvatskoga sabora (Narodne novine, br. 81/13, 113/16 i 69/17), Vlada Republike Hrvatske o Izvješću o poslovanju Hrvatske radiotelevizije za 2015. godinu, daje sljedeće M I Š L J E N J E Vlada Republike Hrvatske predlaže Hrvatskome saboru da primi na znanje Izvješće o poslovanju Hrvatske radiotelevizije za 2015. godinu, koje je predsjedniku Hrvatskoga sabora podnio Glavni ravnatelj Hrvatske radiotelevizije, aktom od 21. prosinca 2016. godine. Izvješće o poslovanju Hrvatske radiotelevizije za 2015. godinu sadrži prikaz ostvarenja programa rada i financijskog plana Hrvatske radiotelevizije. Imajući u vidu protek vremena, predlaže se primanje navedenog Izvješća na znanje. Za svoje predstavnike, koji će u vezi s iznesenim mišljenjem biti nazočni na sjednicama Hrvatskoga sabora i njegovih radnih tijela, Vlada je odredila dr. sc. Ninu Obuljen Koržinek, ministricu kulture, Krešimira Partla i dr. sc. Ivicu Poljička, državne tajnike u Ministarstvu kulture, te Maricu Mikec i doc. dr. sc. Programsko vijeće HRT-a je na svojoj 39. sjednici održanoj 15. rujna 2016. godine dalo pozitivno mišljenje na Izvješće o poslovanju HRT-a za 2015. godinu. Nadzorni odbor HRT-a je na svojoj 14. sjednici održanoj 30. svibnja 2016. godine primio na znanje Izvješće neovisnog revizora o izvršenoj reviziji financijskih izvješća HRT-a za 2015. godinu, a na 28. sjednici održanoj 12. prosinca 2016. godine, Nadzorni odbor HRT-a je dao negativno mišljenje na Izvješće o poslovanju HRT-a za 2015. godinu. Sažetak Hrvatska radiotelevizija u 2015. godini nastavila je provedbu aktivnosti utvrđenih Programom restrukturiranja u svrhu ostvarivanja poslovnih i ostalih ciljeva strategijskog razvoja kako je utvrđeno Programom rada i Financijskim planom HRT-a za 2015. godinu usvojenim na 30. sjednici Nadzornog odbora održanoj 15. prosinca 2014. godine. S obzirom na utvrđena odstupanja u realizaciji prihoda i troškova HRT-a, HRT je u srpnju 2015. proveo rebalans financijskog plana (Rebalans usvojen na sjednici Nadzornog odbora održanoj 28. srpnja 2015.) kojim se izvršila korekcija planskih stavaka, kako bi u idućim razdobljima osigurali sredstva za nesmetano poslovanje. Temeljni pokretač rebalansa je utvrđivanje korekcije režijskih troškova za potrebe pokrića povećanih troškova proizvodnje programa i to prvenstveno amortizacije kapitaliziranih programskih sadržaja. Planski podaci korišteni u ovom dokumentu odnose se na novoutvrđene rebalansirane planske vrijednosti. U okviru ostvarenja ciljeva poslovne učinkovitosti i optimiziranja troškova rada, HRT je svoje aktivnosti u 2015. godini posebice usmjerio na unapređenje sustava upravljanja troškovima te daljnju optimizaciju troškova rada kao i ostalih operativnih troškova. Temeljna pretpostavka ispunjenja zadanih ciljeva kao i stabilnosti poslovanja čini regulatorna održivost i učinkovitost naplate mjesečne pristojbe koja je planirana i ostvarena tijekom 2015. godine u nominalnom iznosu od 80 kuna. Osim prihoda od mjesečne pristojbe, HRT ostvaruje i prihode s osnove oglašavanja, te u manjem dijelu proizvodnjom i prodajom audiovizualnog programa, nosača zvuka i slike, organiziranjem koncerata i drugih priredbi kao i obavljanjem drugih djelatnosti utvrđenih Statutom HRT- a i drugim izvorima u skladu sa Zakonom. Stabilnim prihodima unatoč, HRT je opterećen visokim udjelom fiksnih troškova, posebice troškova osoblja, zakonski utvrđenih davanja, troškova odašiljanja i amortizacije. S obzirom na planirana značajna investicijska ulaganja u 2015. godini vezana uz nastavak tehnološkog restrukturiranja vidljivo je povećanje troškova amortizacije u odnosu na 2014. godinu za 21%. Rebalansom plana investicija za 2015. godinu usvojenim na sjednici Nadzornog odbora održanoj 28. srpnja 2015. planirano je povećanje ulaganja u niz suvremenih tehnoloških rješenja, tehničkih postrojenja i opremu, te je dodan 41 investicijski projekt ukupne vrijednosti 60,3 milijuna kuna neto (73,7 milijuna kuna bruto) tako da plan investicija nakon rebalansa obuhvaća ukupno 153 investicijska projekata ukupne vrijednosti 133,4 milijuna kuna neto (163,4 milijuna kuna bruto). Od toga je do kraja godine pokrenuto 150 investicijskih projekta u vrijednosti 118 milijuna kuna neto (144,5 milijuna kuna bruto) što čini 88,5% ukupnih investicija. Za tri pokrenuta investicijska projekta ukupne vrijednosti 14,5 milijuna kuna (17,7 milijuna kuna bruto) što čini 10,8% ukupnih investicija poništen je postupak javne nabave te je njihova realizacija prolongirana za Plan investicija 2016. godine. Ukupno je završeno, s krajem 2015. godine, 98 investicijskih projekta ukupne vrijednosti 41,3 milijuna kuna neto (50,6 milijuna kuna bruto) što čini 31% ukupnih investicija. Završetak preostalih investicijskih projekata, kroz postupke javne nabave, očekuje se tijekom 2016. godine u skladu s planiranom dinamikom i međuovisnošću pojedinih investicijskih projekata. H'tVATSKA TADIOTElEViZIJA / wwvv h -1 >' < Hrvatska radiotelevizija Rezultat poslovanja za 2015. godinu je pozitivan i iznosi 18,3 milijuna kuna što je rezultat nastavka provođenja programa restriktivne troškovne politike te izvršenih ušteda u svim segmentima poslovanja, i predstavlja rezervu i pretpostavku za ostvarenje pozitivnog rezultata poslovanja na kraju godine. Prihodi u 2015. godini ostvareni su u iznosu od 1,399 mird. kuna što je 0,1% više od ostvarenja za 2014. godinu, a 1,2% manje od plana. Prihodi od mjesečne pristojbe su 0,1% manji od ostvarenih prihoda u 2014. godini te su 1,7% manji u odnosu na plan. Prihodi od oglašavanja su 6,5% manji nego u 2014.

INTRODUCTION The largest commercial terrestrial TV-channels on national level in Macedonia continue to represent a dominant source of information for the audience; hence, they continue to exert the greatest influence on the public opinion. Therefore, on one hand, it imposes expectations that the programme they offer to the viewers should reflect quality and diversity of content, and at the same time, it should set high standards for practitioners working in TV-channels, but on the other hand, they should promote democratic values and professional principles,1 so as to advance the development of the broadcasting industry. The quality of the media content is not an obligation explicitly regulated by law; however, the national commercial TV- channels, as the most viewed and the most influential, are expected to show a sense of social responsibility and work for the public interest, since they themselves are users of public resources.     DIRECTORATE GENERAL FOR INTERNAL POLICIES POLICY DEPARTMENT C: CITIZENS' RIGHTS AND CONSTITUTIONAL AFFAIRS CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS A comparative analysis of media freedom and pluralism in the EU Member States STUDY Abstract This study was commissioned by the European Parliament's Policy Department for Citizens' Rights and Constitutional Affairs at the request of the LIBE Committee. The authors argue that democratic processes in several EU countries are suffering from systemic failure, with the result that the basic conditions of media pluralism are not present, and, at the same time, that the distortion in media pluralism is hampering the proper functioning of democracy. The study offers a new approach to strengthening media freedom and pluralism, bearing in mind the different political and social systems of the Member States. The authors propose concrete, enforceable and systematic actions to correct the deficiencies found.
