Uvod Multiplatformsko okruženje u kojem živimo te brza izmjena konvencija gledanja u skupini djece i mladih nametnuli su tržištu, pa tako i javnom servisu izazovan zadatak kada je u pitanju proizvodnja sadržaja za spomenutu ciljanu skupinu. Djecu, koja najbrže od svih usvajaju nove gadgete, touchscreen tehnologije, nove žanrove te nove načine gledanja (nelinearno, video na zahtjev, putem YouTube kanala…) više nego ikada, a kada je u pitanju proizvodnja sadržaja, treba promatrati kao cjelovite osobe – od njihovog kognitivnog, motoričkog, emocionalnog, socijalnog i verbalnog razvoja do kontinuiranog istraživanja njihovih medijskih preferencija, načina ponašanja, odjevanja, humora kojeg koriste, potreba, nedostataka pa čak i brzine kojom zaprimaju informacije. Tek takav način upoznavanja i poznavanja djece može biti kvalitetna platforma za kreiranje i razvoj sadržaja za tu skupinu. Javni servis, kako na globalnoj razini, tako i u Hrvatskoj više nema monopol u proizvodnji dječjeg sadržaja; okolnosti su se potpuno promijenile. Doba proliferacije kanala - stvaranja nišnih kanala posvećenih isključivo jednoj temi (kuhanje, životinje, povijest, sport…) donijelo je i kanale posvećene samo djeci, a korporacije u čijim su vlasništvima ti kanali nerijetko raspolažu visokim budžetima koje ulažu u istraživanja publike, razvoj formata, brendiranje kanala i raskošne produkcije. U Hrvatskoj, osim dječjih kanala koji su u portfeljima televizija s nacionalnom koncesijom (Rtl Kockica, Mini TV – Nova TV) još je dostupno preko 10 dječjih kanala od kojih je većina sinkronizirana na hrvatski jezik tako da se izgubila i jezična barijera i ti su kanali tako postali potpuno dostupni djeci u Hrvatskoj. Uloga javnog servisa u takvim bi se medijskim okolnostima trebala kretati prema kreiranju sadržaja koji će promicati kulturni identitet Hrvatske, djecu upoznavati s krajolicima i vršnjacima iz drugih krajeva naše zemlje, poticati empatiju i zajedništvo s obitelji, prijateljima i susjedima, učiti ih o njima samima (osjećajima, samostalnosti, samopouzdanju) i to naravno sve kroz žanrove, narative, paletu boja i atmosfera koji po preferencijam odgovaraju djeci. S obzirom na ne postojanje specijaliziranog linearnog kanala za djecu, Hrvatska radiotelevizija sadržaj proizveden posebno za njih emitira najčešće unutar općeg kanala HRT2 u slotu od 6:30 do 10:00 sati. Naravno, treba spomenuti i dugu tradiciju dječjeg programa PJ PROGRAM / PRISAVLJE 3 / 10 000 ZAGREB / www.hrt.hr Str. 2 3 PROGRAMSKI SADRŽAJI ZA DJECU, 2017. godina Hrvatskog radija te naših regionalnih radijskih stanica. Također, iskorak na nelinearnoj platformi koji se dogodio početkom 2016. trebao bi za HRT donekle nadomjestiti nepostojanje linearnog kanala. I u 2017. godini HTV je nastavio proizvoditi i emitirati program za djecu i mlade, uvažavajući pritom odredbe Konvencije o pravima djeteta, Zakon o elektroničkim medijima, Zakon o HRT-u te Ugovor s Vladom RH od 2013. do 2017. godine. U ovom Izvješću donosimo podatke o ulaganjima u dječje programe, realizaciju emitiranog programa na televiziji, radiju i nelinearnim kanalima, naslove sadržaja i njihovu koncepciju, gledanost dječjih sadržaja, gledanost sveukupnih programa HRT-a u ciljanoj skupini djeca i mladi te informacije o strateškom projektu „Razvoj programskih usluga za djecu i mlade“ koji je predviđen Ugovorom Vlade i HRT-a za razdoblje od 2018-2022. II. Ulaganje u program za djecu i mlade U 2017. godini u programe za djecu i mlade HRT je uložio 5,743,836 kuna, od čega 4,866,611 na programe emitirane na HTV-u, 108,405 kuna za programe emitirane na HR-u te 768,740 kuna koje se odnose na investicije. U tablici 1. vidjljivo je ulaganje po naslovima te po platformi emitiranja. Odnos udjela sredstava za programe za djecu u odnosu na ostale programske sadržaje, odnosno postotak sredstva za dječji program u ukupnoj raspodjeli sredstava, vidljiv je u tablici 2. te u grafičkom prikazu na stranici broj 3.     KÖZ-GAZDASÁG 2021/1 159 Fran Galetić1: Changing the Market Position of Public Television – Case of Croatia, Slovenia and Hungary The market position of public television channels has been changing over the last three decades. From monopolists, public televisions have become just one of the players on the television market. This paper analyses the position of public television in Croatia, Slovenia and Hungary. These neighbouring countries are similar but have different market power of public TV. Croatia has a strong public television, Hungary has very week public television, and Slovenia is in the middle. The aim of this paper is to show how the audience of public TV channels has been changing and based on this data, the author will estimate regression models for future forecasting of audience share for public TV channels in all three countries. This will enable the analysis of the market position of the whole group of public TV channels in each country. 1. Introduction Public television was the first television that occurred in every European country. At the time of starting, these televisions were referred to as state televisions. Later, they moved from state television to public television, which is the form that is used nowadays. At the beginning, in the 1950s, all these televisions were monopolists. This means that they were the only television channels on the national level. In the 1970s state televisions have started to broadcast the second channel, but that was still monopoly, as both channels were broadcasted by the same television company. In most European countries, the late 1980s and early 1990s were characterized by the liberalization of the television market and first private television channels started to appear.
