7. The (Maha) Dalit Factor in Bihar’s Politics Shreyas Sardesai* Until the 2010 election for the Bihar Assembly, elections in the state were largely analysed in terms of a six caste categories – Upper castes, Yadavs, other OBCs, Pasis, other Dalits and Muslims. Since 2007 however, Bihar politics has witnessed new developments and the caste dimension of elections cannot be fully understood without taking into account two additional caste categories, namely EBCs or Extremely Backward Classes, and Mahadalits. This chapter seeks to analyse the emergence of latter and its implications. In August 2007, the Nitish Kumar led JDU-BJP government set up the Bihar State Mahadalit Commission to “identify the castes within Scheduled Castes who lagged behind in the development process” and to “study [their] educational and social status and suggest measures for [their] upliftment”. In April 2008, 18 Dalit castes were brought under the Mahadalit category to begin with. These are Bantar, Bauri, Bhogta, Bhuiya, Chaupal, Dabgar, Dom/Dhangad, Ghasi, Halalkhor, Hari/Mehtar/Bhangi, Kanjar, Kurariar, Lalbegi, Musahar, Nat, Pan/Swasi, Rajwar and Turi. Three months later Dhobi and Pasi castes were also added to the Mahadalit category based on the Commission’s recommendation and then Chamars were also included in the Mahadalit category by the state government in November 2009 on the grounds that they too were lagging in literacy and economic status and were victims of untouchability at the hands of other Mahadalit castes1. "Pan masala and gutkha are already banned in the state as these are enlisted among food products by the FSSAI. We need to crack down on khaini as every fifth person in FSSAI IN NEWS the state is said to be addicted to it", Kumar said. "We have urged the Union health ministry to direct the Food Safety and Standards Authority of India (FSSAI) to include khaini in the list of food products. As per FSSAI guidelines, all food products containing tobacco and nicotine can be banned", he said. Although the overall consumption of tobacco in Bihar has gone down in the past one decade, there has been little decrease in the proportion of those addicted to khaini. This is a cause of concern and needs intervention, he said. According to the Global Adult Tobacco Survey, conducted by the World Health Organisation, in 2016-17 those consuming khaini stood at around 20 per cent of the total population.

But the electoral cycle never really ceases in India and there is hardly a month that goes by without an election of some sort. The latest round of elections held on 21 August was not part of the normal electoral cycle, but one necessitated by either the death of an incumbent or the seat having been vacated for some other reason. What made the by-elections significant was that 18 seats spread across the states of Bihar, Punjab, Madhya Pradesh and Karnataka went to polls. The results, announced on 25 August, were disappointing for the Bharatiya Janata Party (BJP), which will soon complete 100 days in government at the Centre. The BJP and its allies won eight seats while the Congress and regional parties won 10. Re-alignment in Bihar Of the 18 seats where elections were held, the eastern state of Bihar had the lion’s share with 10 seats. Bihar was also important for another reason. The Union Minister for Home Affairs, Shri Amit Shah will chair this meeting. Chief Minister of Odisha, Shri Naveen Patnaik, is the Vice-Chairman and host. Chief Ministers of Bihar, West Bengal and Jharkhand respectively, Shri Nitish Kumar, Ms. Mamata Banerjee and Shri Hemant Soren, will also participate. The Chief Ministers will be accompanied by two Cabinet Ministers from each State, as members of the Council, and Chief Secretary & other senior officers of the States. Last meeting of the Eastern Zonal Council was last held in Kolkata on October 1, 2018. The upcoming meeting of the Eastern Zonal Council will deliberate upon nearly 4 dozen issues which inter alia include inter-State water issues, power transmission lines, royalty on & operationalization of coals mines, land & forest clearance of rail projects, investigation of heinous offences, cattle smuggling across country’s borders, lack of telecom & banking infrastructure in remote areas, petroleum projects, sharing pattern on centrally collected revenues etc. With such senior level participation of political leadership and officers, a large number of issues are likely to get resolved by consensus in the meeting.
