The (Maha) Dalit Factor in Bihar’s Politics Shreyas Sardesai* Until the 2010 election for the Bihar Assembly, elections in the state were largely analysed in terms of a six caste categories – Upper castes, Yadavs, other OBCs, Pasis, other Dalits and Muslims. Since 2007 however, Bihar politics has witnessed new developments and the caste dimension of elections cannot be fully understood without taking into account two additional caste categories, namely EBCs or Extremely Backward Classes, and Mahadalits. This chapter seeks to analyse the emergence of latter and its implications. In August 2007, the Nitish Kumar led JDU-BJP government set up the Bihar State Mahadalit Commission to “identify the castes within Scheduled Castes who lagged behind in the development process” and to “study [their] educational and social status and suggest measures for [their] upliftment”. In April 2008, 18 Dalit castes were brought under the Mahadalit category to begin with. These are Bantar, Bauri, Bhogta, Bhuiya, Chaupal, Dabgar, Dom/Dhangad, Ghasi, Halalkhor, Hari/Mehtar/Bhangi, Kanjar, Kurariar, Lalbegi, Musahar, Nat, Pan/Swasi, Rajwar and Turi. Three months later Dhobi and Pasi castes were also added to the Mahadalit category based on the Commission’s recommendation and then Chamars were also included in the Mahadalit category by the state government in November 2009 on the grounds that they too were lagging in literacy and economic status and were victims of untouchability at the hands of other Mahadalit castes1. Stating that the party would challenge the verdict after the quantum of sentence is announced on January 22, Arora said that INLD was fully prepared to face any situation, including what he described was a vilification campaign launched against it by Congress and the Kuldeep Bishnoi-led Haryana Janhit Congress. Arora said that the scam in the selection of teachers in 1999 – for which 53 others have been convicted along with the father-son duo – was set in motion by the then Bansi Lal-led Haryana Vikas Party (HVP) government before Chautala took over.

The petitioner was directed to be released on parole for a period of three weeks subject to terms vide order dated 06.02.2017 and the present petition was disposed of. 2. The petitioner had preferred this petition to assail the rejection of the parole application of the petitioner by the State vide order dated 14.12.2016 and to seek parole. The petitioner sought parole primarily on medical grounds. The averments made by the petitioner with regard to his medical condition are found in paragraphs 3 and 11, which read as follows: “3. That the petitioner is polio affected since birth and has permanent disability of 60 %. The Medical certificate issued by the Ram Manohar Lohiya Government Hospital is annexed herewith. It is pertinent to mention here that the petitioner was operated upon his deformity of legs by the Post Graduate Institute, Chandigarh in the year 2005 and presently the petitioner is facing acute pain and extreme hardship in daily chores. x x x x x x x x x x 11. That it is quite pertinent to mention here that the Petitioner’s health conditions were deteriorating in Jail and therefore a Writ Petition (Criminal) No 2151/2016 was filed before the Hon’ble High Court of Delhi for seeking treatment at the cost of the petitioner and only after filing of the said petition, the petitioner was later shifted to AIIMS, New Delhi for the purpose of treatment.

The state has written to the Union Health Ministry for intervention to facilitate introducing a ban on khaini, consumption of which is responsible for a number of serious ailments, the state's principal secretary (health) Sanjay Kumar told PTI. "Pan masala and gutkha are already banned in the state as these are enlisted among food products by the FSSAI. We need to crack down on khaini as every fifth person in FSSAI IN NEWS the state is said to be addicted to it", Kumar said. "We have urged the Union health ministry to direct the Food Safety and Standards Authority of India (FSSAI) to include khaini in the list of food products. As per FSSAI guidelines, all food products containing tobacco and nicotine can be banned", he said. Although the overall consumption of tobacco in Bihar has gone down in the past one decade, there has been little decrease in the proportion of those addicted to khaini. This is a cause of concern and needs intervention, he said. According to the Global Adult Tobacco Survey, conducted by the World Health Organisation, in 2016-17 those consuming khaini stood at around 20 per cent of the total population.
