Angola Janeiro - Fevreiro 2007 Imprensa internacional sobre Angola Janeiro - Fevreiro 2007 Angola economic boom even strengthens Afrol News, 23 February - Predictions of economic growth in Angola during this year vary from fantastic to incredible numbers. The most pessimistic forecasts foresee a GDP growth rate of 17 percent for 2007, while the IMF expects the Angola economy to grow by over 31 percent. Most of all, the oil sector is booming, with a production growth of around 40 percent this year. In 2007, Angola again is expected to become Africa's biggest economic success story. Several international institutions and the Luanda government have already presented their predictions for this year's development, and all agree that the Angolan boom is continuing at full speed. The International Monetary Fund (IMF) in its latest forecast for the Angolan economy expects a GDP growth of 31.4 percent this year, close to the World Bank's prognosis of 30.2 percent. The Angolan government is equally optimistic, putting 2007's GDP growth at 31.2 percent. While still being optimistic, the OECD foresees a growth of 20 percent and the EIU at 16.8 percent. These very optimistic forecasts for 2007 follow a year of unprecedented economic boom in Angola. While the figures for economic growth in 2006 still vary, the Luanda government puts it at 15.5 percent. The other sources vary from 14.2 percent (EIU) up to 26 percent (OECD). The unprecedented growth in the poverty-ridden nation even shows signs of being a sound growth. Inflation has started to get under control. According to the IMF, last year it had gone down to 10 percent, while it expected to lower to 8 percent by the end of this year. Not unexpectedly, much of the Angolan boom is driven by the expansion of oil production. While the oil sector grew by an estimated 15.0 percent last year - according to IMF figures - it is expected to boom by 40.9 percent this year. Angola's oil production is expected to rise from 1,434 thousands of barrels per day in 2006 to 2,019 this year - representing a growth of around 40 percent in just one year. But not only the oil sector is doing well. The non-oil sector last year was able to almost follow the growth in the oil sector, increasing by a rate of 13.8 percent. The IMF expects a similar growth in the non- oil sector this year, demonstrating that current economic development in Angola is broad-based. Also government revenues and investments are thus allowed to expand rapidly during this year - both at a rate of around 35 percent. While the IMF foresees a growth in government debts from US$ 15 to 16.3 billion, the external debt ratio on GDP will actually lower this year, due to the massive GDP growth, according to the IMF analysis. Further good news for Angolans is that investments in the country over the last four year now total over US$ 4 billion, according to Angola's National Private Investment Agency (ANIP). "In the last year alone, 463 investment projects have been approved, the highest number over the last three years, with a total value of US$ 794 million," said ANIP chief executive, Ari de Carvalho. Mr Carvalho noted that the construction sector saw the highest number of projects approved, with a total of 238, followed by industry with 173. "The growth of investment projects approved since 2003 shows the growing interest investors have in doing business in the country, motivated in part by macro-economic stability and economic growth," he noted. Como Angola transformou a sua inteligência externa VOA (Por :Luís Costa) Só agora, ou seja, um ano após o afastamento de Fernando Garcia Miala, as autoridades angolanas parece terem concluído as mudanças então desencadeadas nos seus Serviços de Inteligência Externa. Fernando Miala foi exonerado do cargo de director-geral dos serviços de Inteligência Externa a 24 de Fevereiro passado. O seu substituto, André João de Oliveira Sango, foi nomeado a 1 de Abril, após a conclusão de uma sindicância instaurada por ordem do presidente de Angola, 3 dias após o afastamento de Fernando Miala. As mudanças naquele sector da inteligência angolana foram seladas há 3 semanas, quando o Conselho de Ministros de Angola aprovou um novo estatuto orgânico. Dados apurados pela Voz da América indicam que as alterações decididas pelo CM, mexem, sobretudo, com os artigos, primeiro, segundo, quinto, sétimo, oitavo e décimo sétimo, todos eles ligados à cadeia de comando daquela instituição, deveres e obrigações da sua chefia. Oficiais da inteligência angolana disseram à Voz da América que a seu tempo será feita uma revisão à lei de Segurança Nacional. «Seria um mau sinal para dentro e para fora, alterar a lei numa altura em que se fala de eleições». As alterações em questão visam corrigir postulados da lei que terão escapado durante as discussões sobre a lei de segurança nacional. Estas discussões foram elas mesmo motivo de clivagem entre membros da presidencia. É quase seguro que quando a lei for novamente à discussão, o Conselho Superior de Inteligência deixará de ser um cargo provido, ou passará a ter uma presidência rotativa. Por força de lei, Fernando Miala era até a sua exoneração quem liderava o Conselho Superior de Inteligência A «desmialização», nome porque é conhecida nalguns corredores a mudança observada nos Serviços de Inteligência Externa, impôs também a substituição de quadros colocados em algumas embaixadas de Angola. Neste processo não foi poupado António Kiala Miala , irmão de Fernando Miala, que até há 6 meses era o chefe da secção consular da embaixada de Angola na Bélgica. António Kiala Miala, foi transferido para o Mongu na Zâmbia, onde se ocupa entre outras coisas, de uma pequena comunidade de refugiados angolanos. Fontes oficiais angolanas admitiram que as maiores alterações têm a ver com o enquadramento dos SIE dentro da Presidência da República, sua relação com outros sectores da inteligência, e gestão de fundos. Ao contrário do que acontecia com Fernando Miala, nem André Sango nem nenhum dos seus imediatos acompanham o presidente da República nas deslocações ao exterior, e os serviços de Inteligência «já não se sobrepõem às unidades de segurança presidencial nem a outros segmentos da inteligência angolana», como concluiu a sindicância instaurada pelo presidente de Angola. André Sango não tem também, a prerrogativa de despachar directamente com o PR. O expediente relativo aos SIE é submetido ao chefe da Casa Militar. De acordo com um alto funcionário angolano não é nada de outro mundo. «Acontece o mesmo com o chefe do EMG, com o comandante- geral da Polícia e com outras áreas de inteligência. Miala era o caso de um homem que se tornou maior do que a instituição onde estava colocado. Isso acabou!» A nova direcção dos serviços de SIE não tem também acesso a fundos como tinha a direcção liderada por Fernando Miala, ao mesmo tempo que procura ser mais parcimoniosa. Com efeito, introduziu a «bancarização» dos salários, com o que supostamente já não circula como circulava naquela casa, tanto dinheiro vivo. [Apesar do aumento de número de bancos comerciais, o pagamento de salários em espécie ainda é praticado com frequência em Angola]. De resto, a gestão de fundos foi objecto de uma reunião em Julho de 2005 entre o presidente da República, a equipa económica, o PCA da SONANGOL, o chefe da Casa Militar, e Fernando Miala, onde se falou da gestão de fundos alocados à Segurança Externa, particularmente fundos idos da petrolífera angolana. Esta reunião é tida em vários sectores políticos angolanos como tendo acentuado o desencanto do Presidente José Eduardo dos Santos em relação a FGM, visto durante anos como sendo um depositário de muita informação gerida pelo PR. As audiências passaram a ser mais esporádicas, embora para surpresa de algumas correntes, Miala não só viria a acompanhar o presidente na viagem privada que fez à Marbella, Espanha, como foi o único funcionário do Estado que acompanhou JES à sala dos presidentes durante uma reunião sobre segurança no Congo Democrático, realizada em Kinshasa. Com os dias praticamente contados, FGM viria a ser afastado há exactamente um ano no rescaldo de um desabafo em que antigos directores dos SIE teriam alvitrado a possibilidade de tomarem «medidas activas». Recentemente, o Semanário Angolense, jornal privado angolano dava conta da notícia de que Fernando Miala poderá vir a responder em tribunal por infracções apuradas pela comissão de sindicância, e por outras violações à lei. Por outro lado, e embora não esteja no topo das conclusões da Comissão de Sindicância, a Voz da América apurou que a habilidade com que os SIE registavam conversas telefónicas encabeça as preocupações de muitos dirigentes angolanos. Não executando mais estas e outras operações, pelos vistos alheias a sua vocação, os SIE são descritos hoje por fontes de dentro e de fora, como estando estritamente concentrados naquilo que é a sua missão: análises sobre política externa, sustentadas em grande parte por «imputs» produzidos por oficias de inteligência colocados no estrangeiro. «Hoje não se pode dizer que a eventual incidência que estas análises possam ter em projecções sobre questões internas-sejam políticas sejam de natureza operativa- sejam inteiramente influenciada pelos SIE. Domingos1 Ana M. Fita2 María B. Picó2 A survey was carried out in Angola with the aim of collecting vegetable crops. Collecting expeditions were Alicia Sifres2 conducted in Kwanza-Sul, Benguela, Huíla and Namibe Provinces and a total of 80 accessions belonging Isabel H. Daniel3 to 22 species was collected from farmers and local markets. Species belonging to the Solanaceae Joana Salvador3 (37 accessions) and Cucurbitaceae (36 accessions) families were the most frequently found with pepper and Jose Pedro3 eggplant being the predominant solanaceous crops collected. Peppers were sold in local markets as a mixture Florentino Sapalo3 of different types, even different species: Capsicum chinense, C. baccatum, C. frutescens and C. pubescens. Pedro Mozambique3 Most of the eggplant accessions collected belonged to Solanum aethiopicum L. Gilo Group, the so-called María J. Díez2 ‘scarlet eggplant’. Cucurbita genus was better represented than the other cucurbit crops. A high morphological variation was present in the Cucurbita maxima and C. moschata accessions. A set of 22 Cucurbita accessions AFFILIATIONS: 1Department of Biology, from Angola, along with 32 Cucurbita controls from a wide range of origins, was cultivated in Valencia, Spain Science Faculty, University and characterised based on morphology and molecularity using a set of 15 microsatellite markers.
