The Arbitral T.M.C. Asser Press Tribunal was called upon to interpret nineteenth century treaties, which granted certain rights to Belgium on the territory of The Netherlands, and to consider the entitlement of The 1st Edition., X, 318 p. 1st Netherlands to insist on conditions specified under Dutch law, particularly with respect to edition environmental protection, for reactivation of the railway. This unique bi-lingual edition comprises the official English version of the Award rendered in the Iron Rhine Arbitration, and a French translation. We like the result so much that we do not want to withhold it from our readers! We are happy and proud at the same time to be the first magazine to report on it. Thus, we are today, after a short break in the last issue, also continuing our annual main topic. We also had to realize that the occurrence of infections has queered our pitch. As a result, we have not been able to take pictures of some of the originally planned layouts to this day, and many topics have shifted and are now threatening to conglomerate towards the end of the year.

It is a forum in which Ministers responsible for transport, and more speci®cally the inland transport sector, can co-operate on policy. Within this forum, Ministers can openly discuss current problems and agree upon joint approaches aimed at improving the utilisation and at ensuring the rational development of European transport systems of international importance. At present, the ECMT's role primarily consists of: ± helping to create an integrated transport system throughout the enlarged Europe that is economically and technically ef®cient, meets the highest possible safety and environmental standards and takes full account of the social dimension; ± helping also to build a bridge between the European Union and the rest of the continent at a political level. Literatur zur Bergbaugeschichte, über Mathilde Franziska Anneke und Henriette Davidis ohne wesentliche Sprockhövel-Bezüge sind nicht berücksichtigt. Aufgenommen sind Veröffentlichungen der Sprockhöveler Heimatdichter Luise Gräfer und Otto Vorberg. Die mit H und/oder N gekennzeichneten Titel sind in der Stadtbücherei Haßlinghausen (H) und/ oder in der Stadtbücherei Niedersprockhövel (N) entleihbar. Die in Klammern gesetzten Buchstaben kennzeichnen den Standort der Bücherei. Editorial Dear Colleagues, Our world inds itself confronted with the consequences of recent catastrophic events in Japan and the subsequent butterly effects. People’s revolutions have taken place in Tunisia and Egypt, signiicantly sup- ported, above all things, by the social network platform facebook. This revolutionary spark spread over most Arabic countries and lead to the abolishment of tyrannies in some places, but to leaders ighting their own people in others. The Euro inds itself struggling with the discrepancy between the European inancial and political uniication process, but remains one of the world’s most stable currencies. In this very instant, where recent inancial disasters lead to worldwide doubts about a inancial system undermined by a concept of mathematics and predictabilities, the rationality that underlies modern social sciences has obviously failed as ideology. I cannot help but relect on a remark by Nassim Nicholas Taleb in his book “Black Swans”: “Our inability to predict outliers that imply the inability to predict the course of history, given the share of these events in the dynamics of history”. Will 2011 change our perception and approach towards history? Should we go on believing in concepts of historical evidence? Is it actually possible to take advantage of former experi- ences if we cannot use probability as a tool to understand the present and predict the future? The only thing that is certain is – we do not know! In situations of uncertainty, the element of risk arises. And if we really can’t predict anything, our ability to evaluate, classify and ultimately reduce risk becomes more important.

    Regierungsbezirk Arnsberg (1820-1914) Geschichte/Verwaltung/Geographie Der preußische Regierungsbezirk Arnsberg wird auf der Grundlage der "Verordnung wegen verbesserter Einrichtung der Provinzialbehörden vom 30. April 1815" als Mittelbehörde der Provinz Westfalen gegründet, Regierungssitz ist Arnsberg. Im Norden und Osten grenzt er an die ebenfalls zur Provinz Westfalen gehörenden Regierungs- bezirke Münster und Minden, im Osten zudem an das Fürstentum Waldeck und den zu Hessen-Darmstadt gehörenden Landesteil Oberhessen, im Süden an das Herzogtum Nassau und den zur preußischen Provinz Niederrhein gehörenden Regierungsbezirk Koblenz, im Westen an die Regierungsbezirke Köln und Düsseldorf der preußischen Provinz Jülich-Kleve-Berg. An der nördlichen Grenze des Regierungsbezirks befinden sich die zu Lippe-Detmold gehörenden Enklaven Cappel und Lipperode, innerhalb des Regierungsbezirks das Kondominat Lippstadt, das von Preußen und Lippe-Detmold gemeinsam verwaltet wird. 1820 ist der Regierungsbezirk in die Kreise Altena, Arnsberg, Bochum, Brilon, Dortmund, Eslohe, Hagen, Hamm, Iserlohn, Lippstadt, Olpe, Siegen, Soest und Wittgenstein eingeteilt. An Stadtkreisen werden neu gebildet 1875 Dortmund, 1876 Bochum, 1887 Hagen, 1896 Gelsenkirchen, 1899 Witten, 1901 Hamm, 1906 Herne, 1907 Iserlohn und Lüdenscheid, sowie 1911 Hörde. An Landkreisen entstehen 1885 Bochum, Gelsenkirchen und Hattingen sowie 1887 Hörde und Schwelm. Für den Regierungsbezirk Arnsberg wird 1821 eine Fläche von 140 Quadratmeilen angegeben, der GIS-Wert beträgt 7.901km² für das Jahr 1820. Der Regierungsbezirk liegt mit Westerwald, Rothaargebirge und Ebbe im gebirgigen Sauerland. Die nördliche Spitze gehört zum norddeutschen Tiefland. Zentraler Fluss der Region ist die Ruhr.
