Emily Steffan The United States' Janus-Faced Approach To Operation Condor: Implications For The Southern Cone in 1976 Emily Steffan Honors Senior Project 5 May 2008 1 Martin Almada, a prominent educator and outspoken critic of the repressive regime of President Alfredo Stroessner in Paraguay, was arrested at his home in 1974 by the Paraguayan secret police and disappeared for the next three years. He was charged with being a "terrorist" and a communist sympathizer and was brutally tortured and imprisoned in a concentration camp.l During one of his most brutal torture sessions, his torturers telephoned his 33-year-old wife and made her listen to her husband's agonizing screams. -

Journal: GSI; Volume 11; Issue: 2 DOI: 10.3138/gsi.11.2.03 The Argentine Military and the “Antisubversivo” Genocide DerGhougassian and Brumat The Argentine Military and the “Antisubversivo ” Genocide: The School of Americas’ Contribution to the French Counterinsurgency Model Khatchik DerGhougassian UNLa, Argentina Leiza Brumat EUI, Italy Abstract: The article analyzes role of the United States during the 1976–1983 military dictatorship and their genocidal counterinsurgency war in Argentina. We argue that Washington’s policy evolved from the initial loose support of the Ford administration to what we call “the Carter exception” in 1977—79 when the violation of Human Rights were denounced and concrete measures taken to put pressure on the military to end their repressive campaign. Human Rights, however, lost their importance on Washington’s foreign policy agenda with the Soviet invasion of Afghanistan in 1979 and the end of the Détente. The Argentine military briefly recuperated US support with Ronald Reagan in 1981 to soon lose it with the Malvinas War. Role during the Proceso When an Argentine military junta seized the power on March 24, 1976 and implemented its “ plan antisubversivo ,” a supposedly counterinsurgency plan to end the political violence in the country, Henry Kissinger, the then United States’ Secretary of State of the Gerald Ford Administration, warned his Argentine colleague that the critiques for the violation of human rights would increment and it was convenient to end the “operations” before January of 1977 when Jimmy Carter, the Democratic candidate and winner of the presidential elections, would assume the power in the White House. -

Writer: Amanda Hedman Supervisor: Martin Nilsson Examinator: Emil Uddhammar Date: Fall 2018 Political Science: 2SK30E Abstract During 1975-1989 a transnational state-terror operation was carried out by several South American states called Operation Condor. Declassified documents show that the U.S. government assisted the operation with communication and intelligence techniques. This case-study is with a theory consuming method aiming to analyze the internal decision process within the U.S. government to assist Condor. The analysis is based on two theoretical frameworks by Allison Graham, the “Rational Actor” and “Governmental Politics”. By studying the cold war doctrine, the objectives of the U.S. and the political actors behind the assessment the aim is to understand the structures that shaped the final decision. The conclusion shows that the Cold War, political crises and power relations between politicians played a major role in the internal decision process. Historical Organization of American States Operation Condor Chairs: Cameron Krause, Grace Herdelin Hey everybody! My name’s Cameron and I will be one of your chairs at this year’s SJMUN conference! First I’d like to tell you all a little bit about myself. I graduated from Eastern High School in 2016 and am currently studying at Rutgers University with an intent to major in Accounting and Finance. I participated in Model UN each year in high school, an experience that culminated in my promotion to Secretary General of SJMUN 2015. At Rutgers, I am a staff member of the Institute for Domestic and International Affairs, the organization that works with Rutgers Model UN to run three conferences per year; this year, I am the director of SPECPOL at RUMUN 2017. This committee’s topic is extremely controversial in the morality behind such actions by both the U.S. government and the South American leaders. Nevertheless, I expect each and every one of you to really take on your role as a member of this historical event and to find solutions that will further your goals. They can‟t get credit cards, and banks won‟t lend them the small amounts that they needed to keep their business running, so they look for one of the countless street shysters that sit drinking coffee at beachfront restaurants in the afternoons when the sun has mellowed. These merchant bankers are the survivors who fled the brutality of their own countries; and although they now wear fine leather shoes and silk shits, the scent of decadence still clings to their pores. Last year they were charging twenty per cent of the principle on the first of the month. Nervous shopkeepers were easily confused into believing that they were paying the same rates as banks. Now it was even easier; a few dollars every day. But all the borrower ever pays is interest. One day the victim wakes up and realizes their mistake; and then they fold and disappear into the nighttime air. Or perhaps the back page of the morning paper. Sunday, the saddest day. -
