Emily Steffan The United States' Janus-Faced Approach To Operation Condor: Implications For The Southern Cone in 1976 Emily Steffan Honors Senior Project 5 May 2008 1 Martin Almada, a prominent educator and outspoken critic of the repressive regime of President Alfredo Stroessner in Paraguay, was arrested at his home in 1974 by the Paraguayan secret police and disappeared for the next three years. He was charged with being a "terrorist" and a communist sympathizer and was brutally tortured and imprisoned in a concentration camp.l During one of his most brutal torture sessions, his torturers telephoned his 33-year-old wife and made her listen to her husband's agonizing screams. -

CIVIL-MILITARY RELATIONS: A COMPARATIVE ANALYSIS OF THE ROLE OF THE MILITARY IN THE POLITICAL TRANSFORMATION OF POST-WAR TURKEY AND GREECE: 1980-1995 Dr. Gerassimos Karabelias Final Report submitted to North Atlantic Treaty Organization (NATO) in June 1998 1 ABSTRACT This report attempts to determine the evolution of civil-military relations in Turkey and Greece during the 1980-1995 period through an examination of the role of the military in the political transformation of both countries. Since the mid-1970s and especially after the Fall of the Berlin Wall, the struggle for spreading the winds of democracy around the globe has been the goal of all western states and particularly the United States of America. However, taking into consideration the volatility in the Balkans and in Central Asia, the military institution of Turkey and Greece which gave the impression that it withdrew in the barracks after their last intervention in 1980-83 and 1967-74 respectively, could easily be forced or even tempted to assume a greater responsibility in the conduct of each country’s domestic and foreign affairs. Only through a better understanding of its role during the 1980-95 period, we would be able to determine the feasibility of such scenarios. Using a multi-factorial model as a protection from the short- sighted results which the majority of mono-factorial approaches produce, this report starts with the analysis of the distinct role which the Armed Forces of each country have had in the historical evolution of their respective civil-military relations up to 1980 (Part One of Chapters Two and Three). -

Writer: Amanda Hedman Supervisor: Martin Nilsson Examinator: Emil Uddhammar Date: Fall 2018 Political Science: 2SK30E Abstract During 1975-1989 a transnational state-terror operation was carried out by several South American states called Operation Condor. Declassified documents show that the U.S. government assisted the operation with communication and intelligence techniques. This case-study is with a theory consuming method aiming to analyze the internal decision process within the U.S. government to assist Condor. The analysis is based on two theoretical frameworks by Allison Graham, the “Rational Actor” and “Governmental Politics”. By studying the cold war doctrine, the objectives of the U.S. and the political actors behind the assessment the aim is to understand the structures that shaped the final decision. The conclusion shows that the Cold War, political crises and power relations between politicians played a major role in the internal decision process. Abstract This paper examines the process of feminization of South American intra-regional migration, with emphasis in the Southern Cone. It describes recent changes and trends, and addresses some of the most salient issues on the participation and experiences of female migrants. It deals with the social and economic reasons underlying the increasing autonomous migration of women, particularly on the interconnections between the South-American economic restructuring and the increasing demand of female migrants by the service and care sectors. Further issues are examined, such as the potential effects of the migration process on women’s empowerment; the emergence of global chains of care and its relation with long-distance motherhood; and the labor market experiences of female migrant. Finally, the report also deals with the dark side of the women’s migration: female trafficking. Keywords: gender, female migration, South American intra-regional migration. Historical Organization of American States Operation Condor Chairs: Cameron Krause, Grace Herdelin Hey everybody! My name’s Cameron and I will be one of your chairs at this year’s SJMUN conference! First I’d like to tell you all a little bit about myself. I graduated from Eastern High School in 2016 and am currently studying at Rutgers University with an intent to major in Accounting and Finance. I participated in Model UN each year in high school, an experience that culminated in my promotion to Secretary General of SJMUN 2015. At Rutgers, I am a staff member of the Institute for Domestic and International Affairs, the organization that works with Rutgers Model UN to run three conferences per year; this year, I am the director of SPECPOL at RUMUN 2017. This committee’s topic is extremely controversial in the morality behind such actions by both the U.S. government and the South American leaders. Nevertheless, I expect each and every one of you to really take on your role as a member of this historical event and to find solutions that will further your goals. The Perfect Dictatorship? Comparing Authoritarian Rule in South Korea and in Argentina, Brazil, Chile, and Mexico1 Jorge I. Domínguez Harvard University Abstract The Perfect Dictatorship: Comparing Authoritarian Rule in South Korea and in Argentina, Brazil, Chile, and Mexico What is a “perfect dictatorship”? Such a regime provokes little societal resistance at installation. Its leaders act jointly to consolidate the regime and to broaden the support coalition by agreeing upon succession rules to rotate the presidency within the authoritarian regime. They delegate policy-making authority to civilians in areas of their competence. They emphasize consultation, not open contestation, prefer cooptation to repression, eschew ideological appeals, compel social actors into regime-licensed organizations, and deactivate civil society. South Korea under Park Chung Hee is compared on these dimensions to Argentina, Brazil, Chile, and Mexico, all at a time when authoritarian regimes governed them. Copyright by the American Political Science Association. Authoritarian rule established through an act of force, such as a military coup, poses several distinct challenges to the authoritarian ruler. The first is how to install the regime, that is, how to survive past the initial moments of the overthrow of the old regime in order to establish a pattern of rule that will last. This requires reducing the need for initial repression, consolidating unity within the coup leadership group, and arranging for succession rules in order to stabilize and broaden the support coalition for the new dictator. -

Email: [email protected] (First published online 13 November 2018) Abstract In May 2016, an Argentine federal court concluded a momentous trial, convicting 15 defendants of illegal kidnappings and torture committed against over 100 victims of Operation Condor, and of asociación ilícita (‘illicit association’: conspiracy to commit a criminal offence) to perpetrate these violations. Operation Condor was the codename given to a continent-wide covert operation devised in the 1970s by South American regimes to eliminate hundreds of left-wing activists across the region. The Operation Condor verdict of 2016 broke new ground in human rights and transitional justice, for its innovative focus on transnational crimes and for holding state agents accountable for extraterritorial human rights violations. By analysing this pioneering case, the article brings the question of cross-border crimes into academic debate. As borders become more porous, scholars and practitioners can no longer afford to side-line the topic of accountability for transnational crimes. Dictators in Exile: Explaining the Destinations of Ex-Rulers Abel Escrib`a-Folch∗ Daniel Krcmaricy Forthcoming in the Journal of Politics Abstract: Exile has been the second most common fate for dictators who lost office since World War II, yet scholars know little about this phenomenon. In this article, we ask a simple yet previously unanswered question: where do exiled dictators go? We argue that three sets of factors|transnational ties, geographic proximity, and monadic characteristics of potential host states—influence where dictators flee. For evidence, we use original data on exile destinations to construct a directed dyadic dataset of all autocratic rulers who fled abroad upon their ouster. We find that dictators are more likely to go into exile in states that are close neighbors, have hosted other dictators in the past, are militarily powerful, and possess colonial links, formal alliances, and economic ties. By contrast, fleeing dictators tend to avoid democratic states and countries experiencing civil conflict. These findings raise broader implications for several outcomes ranging from regime transitions to conflict termination.
