The high commissioner was one of Papua New Guinea’s top public servants during the years we’ll be discussing today and has a rather unique insight into both the political dynamics that shaped those events and the administrative aspects of the implementation of Papua New Guinea’s decentralization. DEVLIN: If you don’t mind, I’d like to begin by first asking you how you came to enter the public service, and what positions you held over the years of your governmental career. LEPANI: I started off as a trained trade unionist. After high school in Queensland, Australia, I spent two years at the University of Papua New Guinea in 1967-68. -

COMPANY ANNOUNCEMENT 17 MARCH 2020 AUSTAL AUSTRALIA DELIVERS 9TH GUARDIAN CLASS PATROL BOAT Austal Limited (Austal) (ASX: ASB) is pleased to announce Austal Australia has delivered the ninth Guardian-class Patrol Boat (GCPB) to the Australian Department of Defence. The vessel, the future HMPNGS Rochus Lokinap, was then gifted by the Australian Government to the Papua New Guinea Defence Force at a certificate signing ceremony held at Austal Australia’s Henderson shipyard, attended by the Senior Military Officer in Western Australia, Air Commodore Fiona Dowse AM CSC and Sub Lieutenant Terrence Mugugia, Commanding Officer of the future HMPNGS Rochus Lokinap. The vessel is the second of four Guardian-class Patrol Boats to be delivered to Papua New Guinea under the Pacific Patrol Boat Replacement Project, part of the Australian Government’s Pacific Maritime Security Program, and follows the delivery of the HMPNGS Ted Diro in December 2018. Austal Chief Executive Officer Paddy Gregg said the delivery of the latest Guardian-class Patrol Boat to Papua New Guinea had further enhanced the company’s relationship with both the Australian Department of Defence and the Papua New Guinea Defence Force. “Austal not only design and construct the Guardian-class, but also deliver a comprehensive training program to each crew accepting the vessels. Through this successful handover process, we are continuing to develop a very strong, productive relationship with the Papua New Guinea Defence Force and their crews.” Mr Gregg said. “Our warmest congratulations go to the Prime Minister of Papua New Guinea, James Marape; Commander of the Papua New Guinea Defence Force, Major General Gilbert Toropo CBE, and the people of Papua New Guinea on the handover of this latest addition to their naval fleet. -
The Lived Experience of Military Brats of Color In
ABSTRACT Title of Dissertation: THERE IS NO PLACE LIKE HOME: THE LIVED EXPERIENCE OF MILITARY BRATS OF COLOR IN COLLEGE Alicia Marie Peralta, Doctor of Philosophy, 2019 Dissertation directed by: Professor Francine H. Hultgren Department of Teaching and Learning, Policy and Leadership Military children of color live in various cultural contexts, often outside of mainstream U.S. society, leading to questions about their experiences as young people of color in college settings. To this end, this dissertation asks: What is the lived experience of military brats of color in college? This dissertation explores the experiences of seven military children of color in college settings as they navigate leaving their unique military context, encounter identities they did not know they had, and individuate from their families and the military context. The phenomenological questioning of identity coupled with conceptions of home and belonging shine a light on the bittersweet experience of the military brats of color feeling like strangers in their own country. These experiences are uncovered using Gadamerian (1975/2004) horizons and Heidegger’s dasein (1927/2008b) in addition to O’Donohue’s (1997, 1998) philosophical writings on belonging and home. The thematizing process brought forth experiences of attempting to forge an identity in the midst of preconceived ideas about who and what you should be as a person. The process of forging identity includes the transition from the military community to college; a settling into college; and a choosing of identity. Pedagogical insights include a critique of identity and how it is constructed, specifically because military children of color are never of a place, but move with and in spaces. -

Jenny Munro Department of Anthropology Research School of Pacific and Asian Studies The Australian National University i Abstract Indigenous youth from the Baliem Valley area of Papua, Indonesia aspire to be part of ‘progress’ ( kemajuan ) in their isolated region but are constrained by colonial conditions that favour migrant Indonesians. In this thesis, indigenous Dani students leave the tense social and political setting of highlands Papua in order, they say, to broaden their horizons in North Sulawesi, a relatively prosperous, peaceful province four days west of Papua by passenger ship. Based on 16 months of fieldwork conducted in 2005-2006 and 2009, this thesis explores Dani efforts to gain university degrees and obtain ‘modern’ skills and capabilities in a tangled web of racial stigma, prejudice, institutionalized corruption, and intense relationships with other Papuan highlanders. It follows Dani graduates back to the Baliem Valley to see what results they create from a university degree. This exploration of the personal histories and life chances of stigmatized individuals sheds light on Papuan nationalism, the everyday production and negotiation of racial hierarchies, and how affect, in this case humiliation, fuels the formation of a particular vision of identity and the future. -

Governing New Guinea New Guinea Governing An oral history of Papuan administrators, 1950-1990 Governing For the first time, indigenous Papuan administrators share their experiences in governing their country with an inter- national public. They were the brokers of development. After graduating from the School for Indigenous Administrators New Guinea (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, Leontine Visser (Ed) and has in many cases curbed professional careers. The politi- cal and administrative transformations under the Indonesian governance of Irian Jaya/Papua are then recounted, as they remained in active service until retirement in the early 1990s. The book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationship with superiors and colleagues, the murder of a Dutch administrator, how they translated ‘development’ to the Papuan people, the organisation of the first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice. Finally, they share their experiences in the UNTEA and Indonesian government organisation. Leontine Visser is Professor of Development Anthropology at Wageningen University.
