This legislation established, under the administration of the California State Archives, a State Government Oral History Program "to provide through the use of oral history a continuing documentation of state policy development as reflected in California's legislative and executive history." The following interview is one of a series of oral histories undertaken for Inclusion in the state program. These interviews offer insights into the actual workings of both the legislative and executive processes and policy mechanisms- They also offer an increased understanding of the men and women who create legislation and implement state policy. Further, they provide an overview of issue development in California state government and of how both the legislative and executive branches of government deal with issues and problems facing the state. Interviewees are chosen primarily on the basis of their contributions to and influence on the policy process of the state of California. They include members of the legislative and executive branches of the state government as well as legislative staff, advocates, members of the media, and other people who played significant roles in specific issue areas of major and continuing importance to California. By authorizing the California State Archives to work cooperatively with oral history units at California colleges and universities to conduct interviews, this program is structured to take advantage of the resources and expertise in oral history available through California's several institutionally based programs. Britt Snider The Center for the Study of Intelligence CSI was founded in 1974 in response to Director of Central Intelli- gence James Schlesinger’s desire to create within CIA an organiza- tion that could “think through the functions of intelligence and bring the best intellects available to bear on intelligence problems.” The center, comprising professional historians and experienced practitio- ners, attempts to document lessons learned from past operations, explore the needs and expectations of intelligence consumers, and stimulate serious debate on current and future intelligence chal- lenges. To support these activities, CSI publishes Studies in Intelligence and books and monographs addressing historical, operational, doctri- nal, and theoretical aspects of the intelligence profession. It also administers the CIA Museum and maintains the Agency’s Historical Intelligence Collection.     APPENDIX A: U.S. CONSTITUTIONAL PROVISIONS ON PRESIDENTIAL ELECTIONS Article II, Section 1, Clause 1 The executive Power shall be vested in a President of the United States of Amer- ica. He shall hold his Office during the Term of four Years, and, together with the Vice President, chosen for the same Term, be elected, as follows Article II, Section 1, Clause 2 Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector. Article II, Section 1, Clause 3 The Electors shall meet in their respective States, and vote by Ballot for two Per- sons, of whom one at least shall not be an Inhabitant of the same State with them- selves. And they shall make a List of all the Persons voted for, and of the Number of Votes for each; which List they shall sign and certify, and transmit sealed to the Seat of the Government of the United States, directed to the President of the Senate. The President of the Senate shall, in the Presence of the Senate and House of Representa- tives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Major- ity, then from the five highest on the List the said House shall in like Manner chuse the President.
